Green Jobs or Dangerous Greenwash?

Greenwash is not always easy to challenge: the claims to offer climate solutions; the PR offensive in local communities; and promises of 'green jobs' that in reality are neither as numerous or as environmentally friendly as promised.

But whether it’s a ‘zero carbon’ coal mine, heating homes with hydrogen, importing wood to burn in power stations, ‘sustainable aviation growth’ or offsetting, there are common themes that can give a reality check on greenwash claims and misleading jobs promises.

Greenwashing fossil fuels with carbon capture, hydrogen and biomass

To have a chance of limiting global heating to 1.5 degrees, there must be no new oil and gas production. But fossil fuel industries have other ideas, aggressively promoting themselves as ‘green’, to ensure that extraction (and their mega-profits) continue.

Instead of focusing on proven solutions to cut emissions – renewables and energy efficiency – massive public subsidy is being diverted to develop carbon capture and storage (CCS), and related technologies: 'blue' hydrogen and burning biomass.

Here in the UK, £20 billion funding has just been announced for CCS. Two pilot industrial clusters are already being driven forward, on the East Coast (Humber/Teesside) and Hynet (Liverpool Bay/North Wales).

Carbon capture may prove necessary in a few industries, but industrial and energy policy is being dangerously distorted by the fossil fuel industry’s interest in prolonging the use of oil and gas whilst developing a lucrative new revenue stream in so-called 'carbon management'.

Aviation Democracy: The case for public ownership of the aviation sector to protect jobs and protect the planet

PCS has always argued that protecting the long term job security of our members in aviation means recognising the impact of flying on the environment, and vice versa.

Technical fixes – new fuels, better engines, more efficient aircraft – will help but not solve the challenge of climate change. To meet the UK’s climate targets will involve managing down.

As a trade union we want to ensure a reduction in flying does not lead to an accompanying loss of jobs but to a planned transition of workers to the jobs required in a greener aviation industry that is part of a broader integrated transport system, owned by and run for the public, and that meets its climate commitments.

Canada Proposes “Sustainable Jobs Act”

The government of Canada has just introduced in Parliament the “Canadian Sustainable Jobs Act.” According to the government, the Act will “facilitate and promote the creation of sustainable jobs and support workers and communities in Canada in line as the world advances toward a net-zero future.” It will “put workers and communities at the center of federal policy and decision-making by establishing a framework for accountability, a governance structure and engagement mechanisms to guide effective federal action.”

To hit the ground running, a Sustainable Jobs Interim Action Plan includes:

  • Establish the Sustainable Jobs Secretariat
  • Create a Sustainable Jobs Partnership Council
  • Develop economic strategies through the Regional Energy and Resource Tables
  • Introduce a sustainable jobs stream under the Union Training and Innovation Program
  • Advance funding for skills development toward sustainable jobs
  • Promote Indigenous-led solutions and a National Benefits-Sharing Framework
  • Improve labor market data collection, tracking and analysis
  • Motivate investors and draw in industry leadership to support workers
  • Collaborate and lead on the global stage
  • Establish legislation that ensures ongoing engagement and accountability

New Report Takes a Critical Look at Critical Minerals

A new report “Critical Minerals: A Critical Look” seeks to expand the conversation around “critical minerals,” to ensure reducing consumption and incorporating other alternatives into an energy transition – like recycling and re-mining – are taken into consideration. 

While the federal government has already launched its Critical Minerals strategy, the Province of British Colombia has put forward $6 million in its budget toward developing one.

As B.C. moves forward with its “critical minerals” strategy, it needs to look beyond mining and toward other opportunities. What policies and programs are needed to support re-mining, recycling and urban mining? Can re-mining help to reclaim or close some of the abandoned and orphaned legacy mine sites littered throughout the province? How can B.C.’s strategy look at reducing consumption and link to its circular economy strategy? What investments does B.C. need to keep making in transportation alternatives, such as the recently announced e-bike rebate and investments in active transportation? How can B.C. work with the federal government on ensuring batteries and other technologies are designed with dismantling and recycling in mind? 

And for new mines that may open, how are Indigenous rights being respected and free, prior and informed consent achieved in the pursuit of mining critical minerals? What steps are being taken to improve B.C.’s reg­ulatory regime to ensure more responsible mining that minimizes environmental harms and risks?

We can’t just mine our way out of the climate crisis. As “critical minerals” gets lodged into our collective psyche, we need to ensure that policymakers do not just focus on the need for more mines. We hope that this report provides some facts and background information, and stimulates a broader conversation about what is needed for the energy transition.

The Impact of Energy Investments on the Financial Value and the Carbon Footprint of Pension Funds

This report presents the results of analyses conducted on a group of pension funds that face popular demands to decarbonize their investment holdings (Climate Safe Pensions Network (CSPN)). A key argument made by advocates is that fossil fuel-free portfolios would have seen superior investment performance during the last decade. The scope of the analyses includes the historical public equity investments of the funds and are based on data provided by either Bloomberg or Capital IQ2. The analyses were conducted between 2013 and 2022 for the funds with publicly accessible data. Data for eight of the funds were available, including:

  • Alaska Retirement Management Board (ARMB)
  • California Public Employees' Retirement System (CalPERS)
  • California State Teachers' Retirement System (CalSTRS)

  • New York State Teachers' Retirement System (NYSTRS)
  • Oregon Public Employees' Retirement Fund (OPERF)
  • State of Wisconsin Investment Board (SWIB)

if six of the eight U.S. public pension funds had divested 10 years ago, they would have been $21 billion richer, an average 13% higher return rate. These six pensions collectively represent approximately 3.4 million people.

Government's poor response on decarbonisation

In March, Parliament's Transport Select Committee produced a report of their recent inquiry Fuelling the Future, which was looking at ways to decarbonise transport.

The committee took evidence from stakeholders across the industry, including ASLEF (click here to read our submission), asking about the viability of future fuels from electrification to batteries and hydrogen.

The report found that the only realistic way to decarbonise the railway is to electrify as much as possible of the network. While there is the potential for hydrogen and batteries to fill gaps, electrification remains the only way to power heavy freight and high-speed passenger services. 

This is not the first report that has come to the conclusion that rail electrification is essential for decarbonising the railway.

ASLEF has repeatedly called for the full electrification of the railway, through a rolling programme which would allow supply chains and project teams to be continually employed and therefore save money and retain institutional knowledge.

After publishing the final report of the inquiry the committee received a response from the UK government. Unfortunately the government did not commit to moving forward with some of the most important recommendations.

There was, for example, no full commitment to rail electrification, let alone a plan to do this. In addition the government stated that it would be running diesel trains on the new 'East-West Rail' line between Oxford and Cambridge. This is a new line which should obviously have been electrified from the beginning.

The Conservative MP who chairs the committee, Iain Stewart, commented:

“My colleagues also urged government to stay committed to electrifying railway lines, or introducing alternative low-carbon motive power where full electrification is not viable, so that we can look forward to the day that vast swathes of the country are free of diesel-guzzling trains. We want to see a long-term strategy with costings, milestones and a credible delivery plan. The Government’s response indicates there is still some way to go before they will be ready to put pen to paper on a detailed plan."

This indictment of the government's inaction from a member of their own party is in line with what ASLEF has been saying for many years. This is a government without a plan, without a strategy, and without the ability to deliver.

AB 525 Workforce Development Readiness Plan

The purpose of this Assembly Bill (AB) 525 Workforce Development Readiness Plan is to provide recommendations for workforce development efforts ahead of the necessary seaport investments and activities identified in the AB 525 Port Readiness Plan.

The workforce development readiness plan was developed considering the workforce required in California to deliver 25 GW of offshore wind power generation capacity by year 2045.This assessment includes the potential direct workforce required for the delivery of offshore wind projects, the workforce required for related port infrastructure upgrades as outlined in the AB 525 Port Readiness Plan, and the workforce requirement related to transmission network upgrades.

The workforce development assessment consists of three discrete pieces: (1) a needs assessment that analyzed the scale, timing and necessary skills of the required workforce; (2) an assessment of the currently available workforce and training infrastructure in California to support the growth of the offshore wind industry; and (3) a gap and opportunity analysis between the needs and availability assessments.
