Coal Miners and the Green Agenda

In June 2012, President Obama announced his “Climate Action Plan.” This is his administration’s major second-term initiative to re-energize its agenda around fighting climate change and supporting major new investments in clean energy.

The primary focus of the Action Plan is the administration’s program to dramatically reduce carbon emissions from the country’s electricity utility plants. These emissions result primarily from burning coal, but also natural gas, to produce electricity. Carbon emissions from electricity generation represent about one-third of all greenhouse gas emissions produced by all sources within the U.S. economy today. It is evident that these emissions need to be cut dramatically if we are going to stop playing Russian roulette with the environment.

New Regulations and Technologies Are Not Enough

The administration’s strategy for achieving these emissions cuts is to begin strictly enforc-ing the existing air pollution regulations estab-lished as part of the 1990 Clean Air Act.

The administration is taking this approach because it allows them to avoid asking Congress to either spend more money or pass new regulations.The administration expects that the utility companies can achieve the needed emissions reductions through a technological fix: the introduction of carbon capture and sequestra-tion (CCS) processes, through which, they believe, coal and natural gas could burn cleanly. This is how the phrase “clean coal” has begun to emerge on billboards and TV commercials. CCS encompasses several specific technolo-gies that aim to capture carbon emissions from power plants and other industrial facilities. The captured carbon is then transported, usually through pipelines, to locations where it is then stored permanently—that is, for all time—in subsurface geological formations.

Opponents of the administration’s Action Plan claim that CCS remains unproven and, even if it becomes technically feasible, would impose heavy new costs on utilities.

In this instance, the administration’s critics have the weight of evidence on their side. As such, the Action Plan faces two fundamental problems. First, as there is no proven technol-ogy for delivering clean coal—or, for that mat- ter, clean oil or natural gas—the only viable path for dramatically reducing carbon emis-sions is to sharply reduce fossil fuel consump-tion. This, in turn, means that workers and communities dependent on the fossil fuel indus-tries will face job losses and retrenchment. It is therefore no surprise that even Democratic pol-iticians representing the affected communities are actively opposing Obama’s initiative.

One Million Climate Jobs: Tackling the Environmental and Economic Crises

This booklet is about hope in the face of crisis. The economy is not working. Mass unemployment has lasted for years, and will last for many more. And at some point gradual climate change is going to turn into swift catastrophe. Dangerous climate change is a consequence of the work of the hands and brains of many men and women. It will take the hands and brains of many men and women to undo the damage. So many climate activists, and several trade unions, have decided to fight to make the government create one million climate jobs. This report sets out our case. To halt climate change we need drastic cuts in the amount of carbon dioxide and other greenhouse gases we put into the air. That means leaving most of the existing reserves of high carbon fuels – coal, oil and gas – in the ground. There are thousands of things we need to do to make that a reality. But three of them will make most of the difference.

We need workers to build enough wind power, solar power, wave power and tidal power to meet all our energy needs. We need workers to insulate and retrofit all our existing homes and buildings in order to conserve energy. And we need workers to run a massive public transport system powered by renewable electricity. We have people who need jobs, and jobs that must be done. So we want the government to hire a million people to do new climate jobs now in an integrated National Climate Service.Our estimate is that those workers could cut our CO2 emissions by 86% in twenty years. We can also create another half a million jobs in the supply line. And we can guarantee a new job to anyone who loses their job because of these changes.

This booklet explains how we can do all of this, and why we must. ‘Climate jobs’ are not the same as ‘green jobs’. Some green jobs help the climate, but ‘green jobs’ can mean anything – park rangers, bird wardens, pollution control, or refuse workers. All these jobs are necessary, but they do not stop climate change. Climate jobs are jobs that lead directly to cuts in emissions of greenhouse gases, and so slow down climate change. For instance, workers who build wind farms replace power stations that burn coal or oil. Workers who insulate buildings reduce the oil and gas we burn. Bus drivers reduce the amount of oil we burn in cars. We want a million new jobs. We don’t want to add up existing jobs and new jobs and say that now we have a million climate jobs. We don’t mean jobs that will be ‘created’ by some mysterious market process by 2030. We want the government to hire 90,000 new workers each month to do new climate jobs. In a year we will have a million new jobs.

The Keystone Pipeline Debate: An Alternative Job Creation Strategy

The Keystone XL pipeline has been touted as a means to address America's jobs crisis. But how does its job creation compare to other possible projects?

This study compares the jobs that would be created by the KXL pipeline to the jobs that could be created by water, sewer, and gas infrastructure projects in the five states the pipeline crosses.

It finds that meeting unmet water and gas infrastructure needs in the five relevant states along the KXL pipeline route will create:

  • More than 300,000 total jobs across all sectors;
  • Five times more jobs, and better jobs, than KXL;
  • 156% of the number of direct jobs created by Keystone XL per unit of investment.
  • President Barack Obama and others have criticized the KXL pipeline for its meager promise of 50 to 100 longer‐ term jobs. In contrast, water infrastructure operation and maintenance in the five relevant states alone will create 137 times as many direct long‐term jobs, and over 95 times more total long‐term jobs, than Keystone XL.

Proponents of KXL maintain it will be built by private investment without public subsidy. But the oil refineries that will use KXL oil, along with the rest of the oil industry, receive large government subsidies. All of the infrastructure work described in this study can be financed just by closing three Federal tax loopholes for fossil fuel companies. Indeed, taking just one tax subsidy now received by the refineries that would use KXL oil and using it instead for water infrastructure would create as many jobs as the KXL pipeline.

Reduced Work Hours as a Means of Slowing Climate Change

As productivity grows in high-income, as well as developing countries, social choices will be made as to how much of the productivity gains will be taken in the form of higher consumption levels versus fewer work hours. In the last few decades, for example, western European countries have significantly reduced work hours (through shorter weekly hours and increased vacation time) while the United States has not. Western Europe had about the same hours worked per person as the U.S. in the early 1970s, but by 2005 they were about 50 percent less.

This choice between fewer work hours versus increased consumption has significant implications for the rate of climate change. A number of studies (e.g. Knight et al. 2012, Rosnick and Weisbrot 2006) have found that shorter work hours are associated with lower greenhouse gas emissions and therefore less global climate change. The relationship between these two variables is complex and not clearly understood, but it is understandable that lowering levels of consumption, holding everything else constant, would reduce greenhouse gas emissions.

This paper estimates the impact on climate change of reducing work hours over the rest of the century by an annual average of 0.5 percent. It finds that such a change in work hours would eliminate about one-quarter to one-half of the global warming that is not already locked in (i.e. warming that would be caused by 1990 levels of greenhouse gas concentrations already in the atmosphere).

It is worth noting that the pursuit of reduced work hours as a policy alternative would be much more difficult in an economy where inequality is high and/or growing. In the United States, for example, just under two-thirds of all income gains from 1973–2007 went to the top 1 percent of households. In this type of economy, the majority of workers would have to take an absolute reduction in their living standards in order to work less. The analysis in this paper assumes that the gains from productivity growth will be more broadly shared in the future, as they have been in the past.

The analysis uses four “illustrative scenarios” from the Intergovernmental Panel on Climate Change (IPCC), and software from the Model for the Assessment of Greenhouse-gas Induced Climate Change to estimate the impact of a reduction in work hours. As would be expected, the amount of global warming that could be mitigated by reducing work hours depends on the baseline scenario, as well as the range of sensitivity of global temperatures to greenhouse gas emissions.

Labor’s Stake in Decentralized Energy: A Strategic Perspective

This paper sketches some of the implications of the world’s economic and climate crisis for the future of the international labor movement.

It contends that resolving this crisis requires a transition from the globalized capitalist economy based on fossil energy to local sustainable economic development made possible by decentralized renewable energy systems.

Furthermore, it posits that the labor movement, as the most organized expression of the working class around the world, can play a crucial role in this transition. Labor’s challenge is to represent the interests of the world’s working people in averting the economic and ecological collapse now underway and in developing the new economic models needed for our survival.

This is a new role for organized labor. It means breaking with old patterns. It means looking beyond labor’s traditional job-protection focus to join with other sectors within the 99% majority to actively participate in the creation of economic development models—based on decentralized renewable energy systems—that can help assure our survival.

Working towards sustainable development: Opportunities for decent work and social inclusion in a green economy (ILO)

GENEVA (ILO News) – The transformation to a greener economy could generate 15 to 60 million additional jobs globally over the next two decades and lift tens of millions of workers out of poverty, according to a new report led by the Green Jobs Initiative.

The study “Working towards sustainable development: Opportunities for decent work and social inclusion in a green economy ” says that these gains will depend on whether the right set of policies are put in place.

“The current development model has proven to be inefficient and unsustainable, not only for the environment, but for economies and societies as well”, said ILO Director-General Juan Somavia. “We urgently need to move to a sustainable development path with a coherent set of policies with people and the planet at the centre”.

“The forthcoming “Rio+20” United Nations conference will be a crucial moment to make sure decent work and social inclusion are integral parts of any future development strategy”, he added.

Achim Steiner, Executive Director of the UN Environment Programme (UNEP), said: “This report comes on the eve of World Environment Day on 5 June under the theme Green Economy: Does it Include You?”.

“The findings underline that it can include millions more people in terms of overcoming poverty and delivering improved livelihoods for this and future generations. It is a positive message of opportunity in a troubled world of challenges that we are relaying to capital cities across the globe as leaders prepare and plan for the Rio+20 Summit,” he added.

The report – published almost four years after the first study by the Green Jobs Initiative – looks at the impact that the greening of the economy can have on employment, incomes and sustainable development in general.

Jobs Beyond Coal

This manual is intended for anyone—communities, unions, environmentalists, native tribes, public officials, and others—involved with or affected by the retirement of coal-fired power plants. It is designed as a guide for those who wish to make the transition away from coal in a way that is most beneficial and least threatening to ordinary workers, consumers, and community members.

In the past decade, a broad-based campaign has formed to move America beyond coal and power the nation with clean energy. The movement includes people from all walks of life—medical professionals, faith leaders, environmentalists, business people, workers, decision makers, and local residents—who are working to address the serious pollution problems caused by coal and to seize the economic opportunity offered by clean, safe, renewable energy.

This campaign has been remarkably successful, preventing the construction of more than 165 new coal-fired power plants, and thereby keeping energy markets open for clean energy. In state after state, as newcoal proposals have stalled, advocates have launched campaigns to retire existing coal plants and replace them with clean energy, securing the retirement of more than 110 existing coal plants to date.The coal industry and their allies regularly claim that jobs, workers, and unions benefit from coal plants and that transitioning away from coal will harm them. Industry claims about creating or protecting jobs have often proved fallacious or hugely exaggerated. Still, this message resonates powerfully in tough economic times and presents a real challenge to coal retirement efforts.

Several recent campaigns have demonstrated that coal retirements can be structured in ways that take care of affected workers and the area economy, and even win the support of organized labor and local decision makers. As the case studies described in this manual show, addressing these economic challenges is most effective when the concerns of workers and the local economy are built into the campaign objectives, messaging, proposals, action, and interventions in policy arenas.

Are “Green” Jobs Decent?

This issue of the Journal focuses on the question of whether the jobs that are emerging in the efforts to reach sustainable development can be described as “decent”.

A series of case studies is presented which demonstrates that this seems to be far from the case. While these results remain very partial, this should be seen as an important reminder that “green” employment is not decent by definition and that like in any other sector, green jobs require careful stewardship from public authorities to ensure that workers are able to exercise their rights. This is all the more the case given the central role government policy plays in creating the enabling conditions for these industries to emerge and thrive.

Towards a Greener Economy: The Social Dimensions

The European Commission and the International Labour Organization have combined efforts in reaction to the deep crisis that hit the global economy in 2008. The aim of this joint project is to examine policies that will lead not only to a quicker recovery but also to a more sustainable, environmentally friendly and equitable global economy. This is particularly relevant given the uneven and fragile nature of the recovery process across and within countries. These efforts have culminated in the publication of two Synthesis Reports. The first report examines the origins of the crisis and provides an overview of immediate policy responses across both developed and developing economies; the second discusses green policies and labour market issues related to this necessary long-term economic transformation. Both reports are based on a series of technical discussion papers.

This second report aims to promote a clearer understanding of the nature of the green economy and its implications for labour markets, especially the reallocation of jobs from high- to low-polluting sectors. It shows that a double dividend in terms of increased decent work opportunities and a greener economy is possible, provided that complementarities between environmental, economic and social policies are adequately exploited. The report discusses the green policy measures that EU countries are currently undertaking, with a view to identifying any gaps in the policy mix. It also presents model estimates on the likely transmission mechanisms arising from these measures.

Trade unions and climate change: the need for a programmatic shift

Climate change is a trade union issue. That is what we increasingly, and rightly, have been told by international trade unions leaders over the last ten to fifteen years. While the inter-governmental negotiations on climate change can be dated back to the Earth Summit in Rio de Janeiro in 1992 and the first so-called Conference of the Parties (COP) in Berlin, 1995, it was only about 15 years ago that trade union representation at the COP conferences reached around 100 delegates. Since that, representation has been increasing, and we have seen a growing trade union activity on climate change issues.

This activity has focussed particularly on the social dimension of climate change and climate change policies. Thus, the focus has been more on the effects on workers of climate change prevention and mitigation than on policies to really cut fossil fuel emissions. However, trade unions, as well as governmental bodies, cannot be assessed only on the basis of their activities, but first and foremost on what has been achieved in terms of climate change prevention and mitigation – and the social consequences. In this regard, we must admit that the trade union movement has not been able to take a lead in the climate change struggle.
