Fossil fuel unions in Texas sign on to a climate jobs plan

A July report from the Workers’ Institute at Cornell University Industrial Relations School examines the state of play in Texas and makes a series of recommendations “that can help Texas simultaneously combat climate change, create high-quality jobs, and build more equitable and resilient communities.” Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas identifies the current challenges : a COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which has brought weather disasters to the state.

Texas is an interesting case study: it is the state with the most greenhouse gas emissions and pollution in the U.S., with 42.4% of emissions from its well-established oil and gas industry. Oil and gas (including extraction, refining, petrochemical production) employs over 450,000 Texans, with a state-wide unionization rate of 4.8%. But Texas also leads the states in wind power installations and has wind power manufacturing facilities. Into this mix, the researchers crafted a series of concrete recommendations for jobs-driven strategies to achieve a low-carbon, more equitable economy. These include targets for the installation of wind, solar and geothermal energy, along with an upgraded electricity grid to handle renewables; a target of 2040 to electrify school buses and State and Local government vehicle fleets ; construction of a High-Speed Rail Network between the five largest cities in Texas; a target to reduce energy use in existing buildings by 30% by 2035, and a mandate for Net-Zero Emissions for new construction by 2050; and the creation of a multi-stakeholder Just Transition Commission. The report also applies many of these recommendations for the cities of Houston, Dallas, and San Antonio.

Each of these state-wide recommendations is described in detail, with costing, GHG emissions reductions estimates, and job creation estimates by sector. Total direct jobs created over a range from 10 to 25 years is estimated at 1,140,186, with another 1,125,434 indirect and 913,981 induced jobs.

The report was written by Professors Lara Skinner and J. Mijin Cha, with research assistance from Hunter Moskowitz and Matt Phillips, in consultation with 27 Texas labour unions. It accompanies the launch of the Texas Climate Jobs Project , an offshoot of the Texas AFL-CIO. Center for Biological Diversity Recognizes Employee Union After Card Check: Workers For Biological Diversity Joins Communications Workers of America

The Center for Biological Diversity recognized its new employee union today following a union card count showing that 68% of the eligible workers support joining the union.

Workers at the national conservation organization announced the formation of Workers for Biological Diversity/CWA in mid-June, in partnership with Communications Workers of America Local 9415. Center leadership pledged to voluntarily recognize the union if a majority of workers signed cards supporting union membership.

The new union includes paralegals and lawyers, organizers, media specialists, scientists, membership, development and IT staff. Today’s count was verified by Elizabeth Bunn, national policy director at the Labor Network for Sustainability.

“Joining the labor movement makes the Center for Biological Diversity an even stronger advocate for threatened communities, wildlife and wild places. At this pivotal moment for our planet, we’re standing with workers against big polluters and other powerful interests,” the Workers for Biological Diversity Organizing Committee said. “We’re stronger when we band together. And we want to thank our partners at the Communications Workers of America for helping us elevate and amplify our work.”

“Since the Center’s beginning, we’ve stood alongside the labor movement to fight pollution, dangerous working conditions and corporate attacks on the environment, human health and the climate,” said Jean Su, a member of the Center’s Executive Conservation Team. “Such collaboration is more important than ever as we face a climate emergency and the need to shift from a dirty economy to one with good-paying, unionized renewable energy jobs. We support and empower every person who works at the Center, and we look forward to partnering with Workers for Biological Diversity as we continue this vital work for all people and the planet.”

The Center’s new union is part of a growing unionization trend among workers at environmental and other nonprofit organizations, including the Sunrise Movement, Sierra Club, 350.org, Defenders of Wildlife, Human Rights Watch, Amnesty International and the American Civil Liberties Union.

“We are very pleased to welcome these new members to CWA Local 9415,” said Decovan “Coby” Rhem, president of CWA Local 9415. “As a local union that has long worked to join our movement with those working in progressive nonprofits to create systemic changes, we see the Workers for Biological Diversity/CWA as an important addition to our CWA family, in particularly strengthening our commitment to supporting the work of environmental justice and to oppose climate change.”

The Center for Biological Diversity is based in Tucson, Ariz. and has offices throughout the country and in Mexico. Its conservation programs include Endangered Species, Environmental Health, Oceans, Public Lands, Carnivore Conservation, Urban Wildlands, Population and Sustainability, International, Energy Justice, Environmental Equity and Justice, Government Affairs and the Climate Law Institute.

Texas Unions Launch Major Effort to Combat Climate Change, Tackle Inequality in US Energy Capital

A new and growing coalition of Texas labor unions Monday launched the Texas Climate Jobs Project (TCJP), a major joint effort to fight climate change and reverse income inequality in the energy capital of the country.

A new report by climate and labor experts at Cornell University, Northeastern University, and Occidental College, in consultation with 27 Texas labor unions, accompanied the launch and outlays out a comprehensive climate jobs action plan to put Texas on the path to building an equitable clean-energy economy. A provision of the plan includes the installation of 40 GW of solar energy and 100 GW of wind energy and the electrification of school bus and public vehicle fleets by 2040.

The launch of the Texas Climate Jobs Project comes a day before the Texas AFL-CIO convention, at which the state’s labor leaders are expected to pass a resolution backing the coalition’s mission and its foundational report.

“Texans are facing several converging crises: a changing climate that is hurting working people first and worst, skyrocketing income inequality, and deep racial injustice,” said Rick Levy, President of the Texas AFL-CIO. “Today, the Texas labor movement is coming together to endorse a historic proposal that would tackle these crises by creating good union jobs across our state and combating climate breakdown. As the unions that power the energy capital of America, we believe the Texas Climate Jobs Project can lead the way in transforming our economy in ways that lift up working families and communities while protecting the air we breathe and the water we drink. We must make sure that the workers who have powered this state for generations are not left behind.”

The Texas Climate Jobs Project will advocate for long-term solutions to these intertwined crises by pushing state and local lawmakers to tap the state’s massive renewable energy potential and create millions of new family-sustaining union jobs, as outlined in the report’s recommendations.

In addition to outlining targets for renewable energy development and vehicle electrification, the report calls for the retrofitting and installation of solar panels systems on all Texas public K-12 schools by 2035, the creation of a Just Transition Commission, and the construction of a high-speed rail network.

Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas

Texas is currently confronted by three major, intersecting crises: the COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which continues to take its toll on Texans through hurricanes, major flood events, wildfires, debilitating heat waves and the significant economic cost of these extreme weather events. These crises both expose and deepen existing inequalities, disproportionately impacting working families, women, Black, Indigenous and people of color (BIPOC) communities, immigrants, and the most vulnerable in our society.

A well-designed recovery from the COVID-19 global health pandemic, however, can simultaneously tackle these intersecting crises. We can put people to work in high-quality, family- and community-sustaining careers, and we can build the 21st century infrastructure we need to tackle the climate crisis and drastically reduce greenhouse gas emissions and pollution. Indeed, in order to avoid the worst impacts of the climate crisis, it is essential that our economic recovery focus on developing a climate-friendly economy. Moreover, there are significant jobs and economic development opportunities related to building a clean energy economy. One study shows that 25 million jobs will be created in the U.S. over the next three decades by electrifying our building and transportation sectors, manufacturing electric vehicles and other low-carbon products, installing solar, wind and other renewables, making our homes and buildings highly-efficient, massively expanding and improving public transit, and much more.

Conversely, a clean, low-carbon economy built with low-wage, low-quality jobs will only exacerbate our current crisis of inequality. The new clean energy economy can support good jobs with good benefits and a pipeline for historically disadvantaged communities to high-quality, paid on-the-job training programs that lead to career advancement. Currently, the vast majority of energy efficiency, solar and wind work is non-union, and the work can be low-wage and low-quality, even as the safety requirements of solar electrical systems, for example, necesitate well-trained, highly-skilled workers.

This Is What the Beginning of a Climate-Labor Alliance Looks Like: The PRO Act is emerging as the left’s answer to a classic political tension

Tuesday night, the Protecting the Right to Organize Act passed the House by 225–205 votes. If it passes the Senate and becomes law, it will peel back over half a century of anti-union policies, including core provisions of the Taft-Hartley Act of 1947. It would override state-level right-to-work protections—the darlings of the Koch brothers machine—and create harsher penalties for employers who interfere with employees’ organizing efforts. But in myriad ways, the act might also do something unexpected: set the stage for sweeping climate policy.

A coalition led by the International Union of Painters and Allied Trades, or IUPAT, and the Communication Workers of America is mobilizing to push the PRO Act over the finish line in the Senate. The youth climate group Sunrise Movement was an early recruit, and the Democratic Socialists of America—including its ecosocialist working group, which is also pushing for a Green New Deal—will be deploying its members in key districts around the country to ensure it’s passed. After a kick-off call over the weekend featuring Congressman Jamaal Bowman, Association of Flight Attendants-CWA head Sara Nelson, and Naomi Klein, DSA is holding trainings for its members throughout March as well as events around the country pushing key senators to back the bill in the lead-up to May Day. Sunrise last week launched a Good Jobs for All campaign, which is urging on a federal job guarantee introduced recently by Representative Ayanna Pressley. Over the next several weeks, Sunrise hubs will be working alongside progressive legislators and holding in-district protests to advance five priorities for upcoming infrastructure legislation, including the PRO Act. After its passage through the House last night, a press release from the groups praised the measure as a “core pillar of the Green New Deal.”

The alliances forming around the PRO Act buck long-held wisdom in Washington about what it would take to get labor unions and environmentalists to work together. James Williams Jr., IUPAT’s vice president at large, has been frustrated by years of seeing the two talk past one another. Construction unions, in particular, have come to loggerheads with climate hawks over infrastructure projects like the Keystone XL and Dakota Access pipelines. “I would blame labor a lot of the time for this,” he says, “but there have to be deeper conversations about the fact that labor is going to lose jobs that have been really good jobs for a really long time.” 

How to “Build Back Better”

Anyone interested in how to address the concerns of both labor and environmentalists in upcoming legislation should take a look at the new Sierra Club report “How to Build Back Better: A 10-year Plan for Economic Renewal.” Although the Sierra Club is an environmental organization – in fact, the country’s largest–this “blueprint for economic renewal” has been designed with the needs of workers and discriminated-against groups front and center.

The plan is based on the THRIVE Agenda, which has been endorsed by the Association of Flight Attendants-CWA, American Federation of Teachers, American Postal Workers Union, Amalgamated Transit Union, Communications Workers of America, United Electrical, Radio and Machine Workers of America and Service Employees International Union.

  • By investing $1 trillion per year, an economic renewal plan based on the THRIVE Agenda would create over 15 million good jobs–enough to end the unemployment crisis–while countering systemic racism, supporting public health, and cutting climate pollution nearly in half by 2030.
  • These investments must come with ironclad labor and equity standards to curb racial, economic, and gender inequity instead of reinforcing the unjust status quo.

Building Class Power by Fighting for the Common Good

As activists orient to the post-election landscape, we’re having lots of conversations about building power for the long term. We’re taking stock of the types of power we need and how they can reinforce each other – narrative, organizing, mobilizing, and electoral power, to name a few. And despite the decline in union membership and strength, workers’ collective bargaining power also offers a means of making gains for broader communities. “Bargaining for the Common Good” (BCG) makes this real.

Unions that adopt a BCG framework incorporate community demands alongside their workplace demands in contract bargaining. For example, the Chicago Teachers Union worked with students, parents, and community allies to bargain for higher wages as well as smaller class sizes and a nurse in every school, and to oppose school closures.

In 2014, unions, student groups, community organizations, and racial justice organizations came together to form the Bargaining for the Common Good Network.

WASHINGTON - Today, workers with Sunrise Movement, a youth-led movement organization advocating to stop climate change and create millions of American jobs, voted to form a union with Communications Workers of America (CWA) Local 1180 in New York. More than 95% of Sunrise Movement staff members voted in support of forming a union with CWA, and management has agreed to recognize the staff union.

In a virtual meeting today with Sunrise Movement staff and management, Senator Ed Markey (D-MA) verified the union vote count as Sunrise’s third-party validator, announcing support from 79 out of 82 workers.

“As a youth-led grassroots organization dedicated to climate justice and bringing millions of living-wage jobs to the American workforce, forming a union was a clear step of action for us at Sunrise, and one that we believe embodies our movement’s values and will guide its growth,” said Gabbi Pierce, Internal Communications Coordinator at Sunrise Movement and member of CWA Local 1180. “We know that workplaces are stronger when workers have a voice and are empowered through unionization, and we are thankful for the recognition of our union by Sunrise management, who has supported our organizing efforts from the start. This is a huge step for our movement in our fight against climate change, and for nonprofit organizations everywhere which are increasingly advocating in support of worker rights.”

“The organizing efforts by Sunrise workers show that unions are essential in creating a foundation for a strong, equitable environment that elevates the voices of all workers,” said Senator Markey. “I’m proud of these passionate young people who embody the true value of unions in the strongest traditions of the labor movement and are stepping out as advocates for workers’ rights and good American jobs. Why Unions Are the Key to Passing a Green New Deal

There’s a persistent conservative myth that the clean energy transition must come at the expense of employment. Nothing could be further from the truth, though. The Congressional resolution on a Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez and Sen. Ed Markey last February, includes a proposal guarantee employment to all those who want it. And increasingly, climate activists are focusing on the potential to create millions of good jobs in clean energy.

These pro-worker proposals—and the knowledge that it will take an economy-wide effort to kick fossil fuels and the curb to avert climate catastrophe—have won the platform support from swaths of the labor movement. Yet some powerful unions still oppose the sweeping proposal. The president of the AFL-CIO—the largest federation of unions in the U.S.—criticized the Green New Deal resolution, and heads of the Laborers’ International Union of North America, the United Mine Workers of America, and the International Brotherhood of Electrical Workers have outright opposed it. That poses a political roadblock to achieving the necessary transformation of the U.S. economy. 

“The Green New Deal movement needs broader support from the labor movement to be successful,” Joe Uehlein, founding president of the Labor Network for Sustainability and former secretary-treasurer of the AFL-CIO’s Industrial Union Department, said. “As long as labor isn’t a central player in this movement, they will they have the power to block pretty much anything. on Capitol Hill. They contribute in electoral campaigns. They’re a very powerful force.”
