What kind of "just transition"?

The climate justice movement knows what it is against, but what are we fighting for? Michael Ware, of System Change Not Climate Change, has some answers:

EVERYONE BUT a few Republican crackpots now acknowledge that the planet faces a climate emergency. But the bosses at ExxonMobil had a bit of a head start.

A company memo was unearthed this year showing that the oil giant knew since 1977 from its own scientists that burning fossil fuels contributed to global warming. But the findings were hidden, and Exxon continued to be climate change deniers for decades to come.

This revelation speaks volumes about how short-term profits trump everything under capitalism, even human survival. Exxon's research pointed toward what we are living through today: increased temperatures globally, drought, mass flooding, more intense hurricanes, crop failures, extinctions, melting polar regions, rising sea levels, ocean acidification, water scarcity, and on and on.

Already, climate change causes 300,000 to 400,000 deaths per year, mostly in the Global South, according to a study conducted on behalf of the UN several years ago.

In order to keep the increase in global temperatures under 1.5 degrees Celsius by mid-century and avoid catastrophic environmental changes, greenhouse gas emissions must be reduced by 5-10 percent each year. Already, the global temperature increase has been almost 1 degree Celsius.

The emergence of a green capitalism sector, increased energy efficiencies and limited expansion of renewable energy have done little to bring down the estimates of average temperature increases. Without a radical change of course, the increase will be between 4 and 6 degrees Celsius by the end of the century.

Clearly, just educating politicians and business leaders about the threat isn't enough. We need movements and protests strong enough to force big changes in the way humans produce and consume energy.

The urgency around halting climate change creates a unique political dynamic. The need for social change is always urgently felt by the oppressed, but for the first time, we have an environmental timer showing that the huge task of transitioning to a sustainable world must take place in this century, or humanity will face the consequences of an inhospitable planet.

Fighting for this kind of change will necessarily threaten capitalism. Yet it's hard for most people to envision a world without corporations, car culture, oil wars, oppression and a market for everything, including pollution.

Tim Norgren: Letter to Labor

In considering extreme-method fuel extraction and export: the danger of spills, water contamination, explosions, wild fires, the devastation of  fishing, farming, tourism, and manufacturing economies, and climate crises are troublingly relevant. Similarly the claims by project supporters that fuel passing through these terminals is for domestic use, or to “end our dependence on foreign oil”  is a disturbingly hollow lie; while it may yet be refined in America, the product is primarily bound for overseas markets.

Yet what most drives me to comment now is how the industry and even some of our own leadership continue to divide and manipulate the populace with mantras of “good jobs vs. the environment”. That supposed opposition is a fabrication. In fact “profits for the wealthy vs. the environment, public safety, AND workers” is far more accurate.

I began my construction union career building wind turbines. We also build and maintain solar farms, hydro dams, and public transportation networks. For a while we joined the Blue-Green Alliance, and even trained workers in weatherization of homes and buildings, a new business for us.

One potentially huge line of work is to build manufacturing design and production centers for consumer goods and technology. Intel’s recent expansion, for example, is now in its fourth year of renewed construction and has provided a multitude of jobs at any given time. As technology excels into the realm of sustainability there become many more opportunities in these “new” areas (energy storage, retrofits, production centers, etc.) for projects that will benefit all of us.  And of course electric cars can tear up roads and bridges like any other, so highway work remains a steady bet. This is all happening while dwindling supplies (leading to extreme extraction methods), popular resistance, and divestment leave the fossil industry with a dim future.

Yet recently our leaders decided to scrap new opportunities to pursue fossil export projects instead. In doing so we find ourselves aligning with such dubious entities as the Koch brothers, and the American Legislative Exchange Council. These powerful advocates for dirty fuels, fracking, climate denial, and OPPOSITION to renewable energy projects we work on are also the forces behind virulent attacks on unions such as “right to work” bills, and attempts to lower the minimum wage (www.alecexposed.org)

If this “jobs vs. the environment” rhetoric succeeds in dividing us, then we'll indeed have a few new projects, though they rarely stand up to their hype. Pipelines, for example, are divided into sections so as to be finished quickly, providing only 4-6 months of employment to a given set of local workers, while out-of-towners dominate about half of the work (as taught in the recent class for Laborer’s stewards preparing for the “Pacific Connector” proposal, should it go through). But when those jobs are over, the fuels will continue to be fracked and extracted, with taxpayer-funded subsidies and predominantly nonunion miners and roughnecks, often destroying indigenous and municipal water supplies, and run through our neighborhoods and forests in oft-leaky pipelines,  uncovered train cars and explosive tankers, further profiting the enemies of labor as they're shipped overseas to provide cheap fuel for death-trap factories where subsistence workers slave at jobs outsourced from safe, emission-regulated, living-wage employment in America and elsewhere!

Indeed as Industrial and other jobs are replaced with government-subsidized resource extraction, export, and privatization schemes, across the board from fossil fuels and lumber to such basic staples as water, education, the post office, and social services, we see in our mirror a third-world nation.

We can and must overcome that, and lead the way to a sustainable infrastructure and a sustainable economy. We need to offer a more solid resistance, to reign in globalization efforts like the TPP, which undermine our manufacturing base and the construction and maintenance that goes with it, and which allow companies to circumvent the rights and protections which the labor movement has sacrificed sweat, blood and LIVES to attain and defend for all of us. And we need to recognize these raw-material extraction-for-export and privatization projects as a symptom of that globalization. If we fight for these new jobs and to keep the industry of sustainability local, WE WILL GET THEM! Many want us to succeed and will back us up, including non-construction unions, railroaders, and many other activists.

Maryland's Clean Energy Future

This report presents a Clean Energy Future (CEF) plan that reduces Maryland’s net emissions of greenhouse gases (GHGs) 80 percent below the 2006 level by 2050 – while adding more than ten thousand jobs per year. With a state strategy to encourage and expand the growing industries of the future, Maryland’s employment gains could be considerably greater.

Maryland has often been told that doing its share to save the earth’s climate will threaten its workers’ jobs. “Maryland’s Clean Energy Future: Climate goals and employment benefits” refutes that claim. This report lays out a climate protection strategy that will produce an estimated 10,000 more jobs per year over business as usual projections through 2050. Almost two-thirds of the jobs created will be in the high-wage construction and manufacturing sectors.

The report also indicates that Maryland can use the burgeoning state and national demand for clean energy to create good, stable jobs in a growing climate protection sector: manufacturing jobs, jobs for those who have been marginalized in the current labor market, and jobs for skilled union workers in the construction trades. Maryland needs a robust job creation and clean industry development strategy to realize that potential.

Can Autoworkers Save the Climate?

At the COP 19, the even-more-depressing-than-usual climate summit that took place in Warsaw in 2013, one small ray of light made it through the dark corporate clouds that were otherwise suffocating even the slightest effort to address the ongoing environmental disaster.

On the last day of the conference, an unusual alliance was formed as environmental organizations and trade unions together walked out of the venue under the banner of “Enough Is Enough.” Sick of the meaningless talks, they stated:

We are now focusing on mobilizing people to push our governments to take leadership for serious climate action. We will work to transform our food and energy systems at a national and global level and rebuild a broken economic system to create a sustainable and low-carbon economy with decent jobs and livelihoods for all. And we will put pressure on everyone to do more to realize this vision.

If not entirely unique, this action nevertheless promised a new hope for a climate movement that never recovered after its (greatly exaggerated) expectations cruelly disappointed at the summit in Copenhagen four years earlier. The relationship between trade unions and environmentalists has often been strained, if there has been one at all. More often than not, those claiming to defend the earth and workers’ rights are operating at a crossroads, sometimes colliding in head-to-head confrontation — especially when jobs are pitted against environmental interests.

I found myself in that squeeze when the financial crisis hit the auto industry in 2008. The previous year, Al Gore and the Intergovernmental Panel on Climate Change (IPCC) were awarded the Nobel Peace Prize, and climate change topped worldwide headlines. But with the bankruptcy of Lehman Brothers and the auto industry in free fall, the climate crisis quickly disappeared from general discussion, even more so among auto-industry workers. Profits (disguised as “jobs”) were the main issue, not the complicated and distant phenomenon of global warming.

Global Climate Jobs

There are now campaigns in several countries fighting for mass government programs for climate jobs. Most of them started with union support, and all of them are trying to build an alliance of unions, environmentalists, NGOs, and faith groups.This booklet has been produced by several of these campaigns, because we want people in other countries to do the same.

The first half of this booklet explains the idea of climate jobs in broad strokes. But each country is different, so the second half of this booklet sketches what climate jobs would mean in South Africa, Norway, Canada, New York State, and Britain.

Back to the future for work

Most discussion of the future of work assumes that the work, or the lack of it, is our coming problem. But what if we’ve got the question the wrong way around? What if we’re slowly, or not so slowly, giving up on the idea of work? After all, we all know that most work is dull. And even the interesting stuff is exploitative, somewhere along the line.

The thought struck me while reading Dan Hancox’ book The Village Against The World, about the anarcho-syndicalist village of Marinaleda, in Andalusia. After 20 years of intense political struggle, the village won some land for itself, and later added some food processing plants. Unemployment there is five or six per cent, a fraction of the level in other parts of Andalusia. But the young people, generally, are less willing to work in either. Work in the fields is hard; work in the processing plants is boring. And this is, pretty much, a universal truth.

In The Village Against The World, a young woman called Christina who lives part-time in the village and part time in the larger town of Estapa explains it to Hancox this way:

“A thousand euros a month is fine – 1,200 euros a month is pretty good.” We were talking about the mileuristas, her generation, so called because they had learned to get by on a one thousand euros a month. Christina was living with her mother in Marinaleda while also renting a room in a flat in Estapa, where she works as a teacher some of the week.

A thousand euros a month is about £750 or $1,400; not a lot, in other words. Spain, of course, has an acute version of this problem. But even if it an outlier, it is not unusual. The labour contract with capitalism is breaking down.

(Re)constructing the Pipeline: Workers, Environmentalists and Ideology in Media Coverage of the Keystone XL Pipeline

Environmental protection is presumed to damper economic growth and media accounts of resource extraction often portray trade-offs between jobs and the environment. However, there is limited evidence that environmental protection universally costs jobs and heavily polluting industries provide few jobs in comparison to environmental impacts.

Therefore, how has media discourse contributed to the taken-for-granted division between the economy and the environment? This paper uses the Keystone XL pipeline controversy as a case of the symbolical conflict between supporters of growth and conservation to explore the role of ideology and power in media discourse.

I use frame analysis of newspaper articles to explore the representations of labor and the environment and how hegemonic ideology legitimizes resource extraction. My analysis reveals binary framing that constructed the pipeline as a political controversy over the trade-off between the environment and the economy, which made conflict between workers and environmentalists sensible, and silenced alternatives.

How to Support Clean Energy and Not Be a Jerk; As the nation turns away from coal, what do we owe coal workers?

Michael Phillippi makes $28.50 per hour working as a mechanic at Murray Energy's Monongalia County coal mine in West Virginia. That's almost double what he made as a crane operator before snagging this coveted job four years ago. With healthcare and pension, that figure is close to $60 per hour, all because he's a member of the United Mine Workers of America (UMW). That's a hefty paycheck in a state where the minimum wage is $8 per hour and the poverty rate is one of the highest in the nation.

The amiable, broad-shouldered Phillippi brings home more than twice what his wife makes as a teacher's assistant. He puts 10 percent of his paycheck into a 401(k) and invests another chunk in education savings for his three kids. He pays the bills and still has enough left over for a boat and a little camp where his family spends time in the summer. "I know guys making eighteen, twenty thousand," he says. "We had a banker start a few months ago—he was in charge of loans at a bank. He makes more money and has better benefits as a coal miner."

If the mine closed, Phillippi says, he'd have to learn to live off $15 an hour or less. To find a salary comparable to his current job's, he'd have to drive 75 miles north to Pittsburgh. But he probably wouldn't. "I won't move," he says. "I am from here. My family is from here. My grandparents are from here. My wife and her family. This is our community. I want to raise my children here. I plan on dying here. It's the sad truth that the good jobs aren't here."

Phillippi's paycheck also matters to the small businesses he sprinkles money on, like the mom-and-pops he stops at on his 35-minute drive from his home in Morgantown to the mine. Sitting in a small conference room in the UMW regional office in Fairmont, Phillippi points across the table to Mark Dorsey, who worked underground for 34 years before retiring in 2010: "For every hour I work, I'm helping to pay his pension." 

There are hundreds of thousands of Michael Phillippis spread out across the nation, from the coalfields of West Virginia and Kentucky to the more than 500 coal-generating power stations located in virtually every state. These workers now face the loss of their good-paying jobs due to the declining competitiveness of coal compared to other energy sources and new Environmental Protection Agency regulations intended to address air pollution and climate change. 

Those regulations, of course, have clear benefits for Phillippi, Dorsey, and everyone who breathes. Stronger soot standards alone would prevent 35,700 premature deaths per year and 1.4 million cases of aggravated asthma. Shifting to renewable energy, says the Union of Concerned Scientists, would create three times as many jobs—although likely not as well paid—as an equivalent investment in fossil fuels. And the value of avoiding catastrophic climate change is incalculable. 

But it won't pay the mortgage. As the coal industry withers, what will happen to Phillippi, Dorsey, and the communities they live in? The classic free market answer: That's life. Economies change, so suck it up. When the car replaced the horse and cart, buggy manufacturers moved on. 

That is not the only answer. Slowly, tentatively, unions and environmentalists are beginning to talk about an entirely different option called Just Transition, a guarantee that the cost of bringing down the curtain on the coal industry will not be paid by coal workers alone, but will be spread across society. It would be a huge undertaking, ideally encompassing the tens of thousands of workers directly employed in coal, from mining to electric-power generation, plus the communities that depend on their spending and taxes.

The EPA’s Clean Power Plan: How Unions and Allies Can Protect Affected Workers

The Environmental Protection Agency (EPA) has just issued the final text of the Clean Power Plan (CPP), a regulation whose purpose is to reduce the greenhouse gas emissions (GHGs) that climate scientists say are causing global warming. EPA and independent studies indicate that the CPP will create far more jobs than it eliminates. However, some jobs will be lost as a result of the plan, almost entirely concentrated in coal mining and electrical utilities. Affected workers and their communities should not have to bear the burden of environmental protection that benefits all. Public policy can and should provide a “just transition” that protects their wellbeing.

The EPA has released a “regulatory impact analysis” of job and other effects of the CPP. Dr. Josh Bivens of the Economic Policy Institute (EPI) conducted a further analysis to evaluate and extend the EPA findings and has produced the recently-released study “A Comprehensive Analysis of the Employment Impacts of the EPA’s Clean Power Plan.”

Between now and 2020, the CPP will require large investments in renewable energy and energy efficiency. It will also reduce jobs in power plants and mining. The new “direct” jobs created by 2020 will outnumber the jobs lost by 96,000 jobs.

Jobs in Scotland’s New Economy

The North Sea oil industry says jobs are threatened by falling oil prices. But a better future for Scotland is possible. More and better jobs. A safer and more stable economy. Stronger communities. A long-term future as an energy exporter. Moving from energy colonialism to energy democracy.

This better future won't come with tax cuts for oil corporations and trying to extract every last barrel. It means changing direction – towards arapidtransition away from fossil fuels.

This will require a wholescale change of UK economic policy away from austerity and toward investmentin the new economy.

This report shows that sustainable sectors in the new economy can employ significantly more people than currently work in fossil fuel industries. Scotland can create stable jobs for those who need them, wipe out fuel poverty, do its bit to stem climate change and re-localise economies.

We researched and analysed existing and potential employment in offshore wind and marine energy, forestry and sustainable biomass, retrofitting buildings, decommissioning the North Sea, synthetic gas, and training and research.

Projections were built on conservative estimatesof the jobs required for a rapid andambitious energy transition.We didn't include new jobs in public transport, solar, waste, renewing the electricity grid, energy storage or climate adaptation.

Our calculations show that there are 156,000 workers employed in fossil fuel extraction in Scotland, of which one third are export-oriented jobs. The new economy could in comparison employ more than 200,000in 2035.
