The UAW Just Challenged the Entire Labor Movement to Get More Ambitious

Regular people who are not directly involved in the labor movement often find it hard to get interested in stuff that is happening at unions. Here is the short chain of reasoning I use to explain why they should care: What is the biggest underlying problem in America? Inequality. What is the single most potent and plausible weapon against inequality? Labor unions. What do labor unions need to do to actually roll back inequality in a way that would improve your life? They need to organize millions of new working people. 

So while it is understandable that the average person who is not in a union sees the topic of ​“union organizing” as some esoteric niche unrelated to them, that is not the case. This is the path to fix the whole fucking country. When people feel like this doesn’t affect them, well — that’s just an indicator of the problem.

The next question in this chain is: What will it take for unions to organize at the scale that we need? There are some practical answers to this question — it will take money, it will take organizers, it will take a structure conducive to keeping the money flowing towards organizing. But there is a more basic answer, that captures what has been lacking during the post-Reagan decades of declining union power: It will take ambition. Ambition!

Large parts of the union establishment still carry the sheepish look of a dog that has been beaten down for years. Living in a state of permanent decline, a life spent playing defense, has sapped them of the belief that things can be different. Their goals have gotten modest. Modest goals won’t get us where we need to go. We need to think big. The labor movement needs, before anything, genuine ambition for a new America. Rather than gazing at the scale of the problem and concluding that it is impossible, we need labor leaders who see their jobs as climbing mountains no matter how high they are. Ambition is the most precious quality of all.

That is why yesterday’s announcement from the United Auto Workers that they are launching a campaign to unionize more than a dozen non-union automakers at once is so important. The UAW knows that the biggest threats to its long term industrial power are the rise of big non-union auto companies like Tesla, and the fact that the auto industry has long been able to move plants to anti-union southern states in order to operate union-free. If left unchecked, those two trends will drain the UAW like a vampire, leaving it a hollow shell of a once-mighty institution.

Unions Rally for Ceasefire in Gaza as Climate Crisis Lurks

Labor Unions across the country are calling for a ceasefire in Gaza, one of the most climate-challenged places on Earth. In the best of times, Gazans live on the frontline of climate change. Now they are living in a warzone rapidly turning to rubble.

U.N. experts say Israel’s bombing campaign has hit wells, water tanks, and other water supply infrastructure necessary to supply the minimum amounts of water needed to sustain human life. In early November, the UN reported that only 5% of Gaza’s water needs are now being met. The enclave lacks potable groundwater and depends on power and water supplies that have been cut off by the Israeli siege. UNRWA, the U.N. agency for Palestinian refugees, has warned that 70 percent of people in the Gaza Strip are now drinking contaminated water.

In mid-October, Palestinian trade unions issued an urgent global call to action, calling on workers everywhere to halt the sale and funding of arms to Israel and block related military research. The responses of the U.S. labor movement have varied. Some unions have aligned themselves with Palestinian calls for an end to Israeli occupation. Some have focused on ending U.S. support for the Israeli military effort. All are backing a ceasefire that President Biden and most U.S. politicians have so far refused to endorse.

“What Could We Win Together?” Labor in Minnesota Gears up for a Major Escalation

Minnesota unions have been planning for this moment for a decade.

Over the years they’ve meticulously coordinated their contracts to expire at the same time in order to maximize unity and bargaining power. Now, as these expiration dates are within sight, union organizers and rank-and-file members are beginning to prepare.

SEIU Local 26 has a contract expiring for 4,000 commercial janitorial workers on December 31. Their contracts for another 1,000 airport workers and 500 retail janitorial workers close on January 31, 2024. And the contract is up for 2,500 security workers on February 29, 2024.

In the world of public schools, the contracts for the St. Paul Federation of Educators (SPFE) Local 28, the Minneapolis Federation of Teachers (MFT) Local 59, and SEIU Local 284 (which represents support staff), already expired on June 30, but those contracts remain in effect until an agreement is put in place due to the Public Employment Labor Relations Act (PELRA).

The contract for the Amalgamated Transit Union (ATU) Local 1005 also expired over the summer, on July 31, but has been extended until a new contract is ratified. (The ATU is currently negotiating with the Metropolitan Council.)

Meanwhile, the Metro Transit bus and rail operators with the ATU and maintenance workers voted to authorize a strike in September. One of the ATU’s main demands is a cost of living adjustment plus 1%. 

While the unions are organizing and bargaining separately, the shared expiration timeline was no accident. After decades of communication and coalition, many Minnesota unions have been eyeing opportunities like this in order to pool resources, strategize around bigger demands, and build a synergy they hope will lead to major gains.

Unions Launch California Worker Climate Bill of Rights

California Labor for Climate Jobs (CLCJ), a coalition of California unions, has released its state policy platform, the California Worker Climate Bill of Rights, calling on the state to support a “worker-led transition to a just and climate-safe economy.”

The bill of rights calls for:

  • Protections from climate hazards
  • Safety nets for impacted workers and communities
  • Good jobs in the low-carbon economy
  • A strong public sector — adaptive services for all.

Their vision also includes:

  • Universal health care/the caring economy
  • Reliable and accessible public transportation
  • Expanded public education and job training.

California Workers’ Climate Bill of Rights

Climate change is forcing a massive restructuring of our economy; a worker-led transition provides a once- in-a-lifetime opportunity to reshape our economy for working people and our communities while limiting climate dangers. Labor rights are a climate solution: we must increase workers’ voice on the job in all sectors through unionization, and invest in our public sector to build the democratic, clean, green economy we need. Massive investments in our infrastructure, agriculture and public sectors are moving us towards meeting California’s climate goals and can create a million new union jobs for pipefitters, carpenters, manufacturers, electricians, cable layers, public transit operators, agricultural workers and others. Expanding the public services our communities need to cope with extreme weather and climate disasters will create jobs for nurses, care workers, public sector workers and more, while providing new opportunities for workers who have been trapped in low-wage jobs.

A worker-led transition means fighting to support fossil-fuel dependent workers and communities, including wage and pension guarantees and retraining, rather than leaving it to the whims of the oil CEOs to dictate the terms of the transition. From West Virginia to Los Angeles, we have seen how unplanned closures and economic shifts have devastated workers and the communities where they live.

Transition is inevitable, but economic and racial justice are not. If labor takes the lead, we have a historic opportunity to grow the labor movement and create a cleaner, more equitable, and climate-safe economy that provides high-road, family-sustaining, union jobs.

Report on LNS Just Transition Convening

Over July 21st and 22nd, the Labor Network for Sustainability hosted a two-day convening in Denver, Colorado entitled: “The State of Transition: Lessons from Colorado and Beyond!” LNS convened labor, climate, environmental justice, and social movement allies to broaden and deepen an understanding of existing just transition efforts and to gain insights on how we can better support labor-climate organizing on the ground. 

Native nations, women in construction, scientists, teachers, Black parents advocating for clean air, ski patrollers, and many others attendees from a range of unions, sectors, and communities came to share their experiences, learn from each other, and educate LNS on critical topics such as: how different types of labor are being affected by the transition; the legacy and continued struggle of Indigenous and frontline organizing for environmental justice; and how public funding to implement green projects is being organized for by unions and community organizations. Union workers and officials from locals representing many sectors of work in Colorado attended, including IBEW, SEIU, AFSCME, LIUNA, SMART-TD, and many more. 

During the convening, it became clear that Colorado workers and surrounding communities have made incredible strides toward a renewable energy economy and a just transition. But it was also clear that there is much left to do, both for transitioning fossil fuel workers, but especially for Indigenous and frontline environmental justice communities still being too often marginalized and their urgent needs delayed. Challenging but important truths were surfaced about the lack of inclusion and meaningful collaboration between the labor movement and the environmental justice movement. As the private sector is infused with billions in taxpayer dollars to boost the energy transition, one big takeaway from the convening has been that de-siloing our movement spaces, and meaningfully addressing the needs of all stakeholding communities, is absolutely critical to building the people power necessary to win the urgent change we need. 

Labor Rise at End Fossil Fuels Demo

Labor Rise members helped organize a contingent of rank-and-file union members to join hundreds of other demonstrations in the End Fossil Fuels march and rally in Sacramento, California, on Sunday, September 17, 2023. We marched under the banner of Labor Network for Sustainability, a national organization building Labor/Climate movement solidarity. The Sacramento action was one of many in the United States during the international week of action to end fossil fuels. In New York City, where the United Nations gathered for meetings on climate, 75,000 people marched.

Workers vs Heat

UPS Workers Win Heat Protections Faced with a threatened strike – including “practice picket lines” — by its 340,000 union employees, UPS has agreed to a contract that provides major gains in wages and working conditions for its Teamsters’ members. The contract includes elimination of a “two-tier” wage rate; significant wage increases, especially for the lowest paid workers; and combining part-time jobs to provide new full-time jobs.

Sometimes lethal heat conditions have been a central issue for UPS workers. UPS has promised to equip all new package cars with air-conditioning and to install fans on older package cars. Section 14 of the contract states: 

All vans, pushbacks, fuel trucks, package cars, shifting units, and 24-foot box vans after January 2024 shall be equipped with A/C. Single fans will be installed in all package cars within 30 days of ratification and a second fan will be installed no later than June 1, 2024. Air-conditioned package cars will first be allocated to Zone 1 which is the hottest area of the country. All model year 2023 and beyond package cars and vans will be delivered with factory-installed heat shields and air induction vents for the package compartment. Within 18 months of ratification, all package cars will be retrofitted with heat shields and air induction vents. A Package Car Heat Committee will be established within 10 days of ratification for the purpose of studying methods of venting and insulating the package compartment. A decision must be made by October, 2024 or the issue will be submitted to the grievance procedure. The company will replace at least 28,000 package cars and vans during the life of the contract. 

The contract was overwhelmingly ratified by UPS union members on August 22.

Battery Jobs Must Be Good-Paying Union Jobs, Says New UAW President

Contracts covering 150,000 auto workers at the Big 3 will expire on September 14, and the new leadership of the United Auto Workers is taking a more aggressive stance than in years past.

“We’re going to launch our biggest contract campaign ever in our history,” UAW President Shawn Fain told members in a Facebook live video.

Fain took office in March after winning the union’s first one member, one vote election. Running on the slogan, “No Corruption, No Concessions, No Tiers,” he and the Members United slate swept all the positions they ran for, giving reformers a majority on the international executive board.

While the union has vowed to take on tiered wages and benefits, job security, and plant closures, the transition to electric vehicles (EV) looms especially large.

Since President Biden signed the Inflation Reduction Act last August, companies have announced $120 billion in investments in domestic EV and battery manufacturing. The Act includes big tax credits and incentives for clean energy and EVs.

Ford alone is investing $11 billion in a new EV assembly plant and battery factories in Tennessee and Kentucky. The Biden administration wants EVs to make up half of all new vehicles sold by 2030.
