Frontlines Climate Justice Executive Action Platform

As communities across the country, as well as countless people all over the world, face accelerating impacts and risks of climate change, federal, state, and local leadership in the United States is critically important for advancing immediate and aggressive climate action in public policy.

The science shows we no longer have the luxury to act incrementally. We must rapidly transform every sector of society if we are to limit global warming to 1.5 degrees Celsius. But urgent action on climate change cannot come at a price of expedience and further sacrifice for frontline communities. Frontline communities are primarily communities of color, indigenous communities, and struggling working-class communities most impacted by fossil fuel pollution and climate change—which are all the more vulnerable due to historic and continuing racism, segregation, and socioeconomic inequity.

In tackling the urgency of the climate crisis, prioritizing the most impacted communities for the protections and benefits of an economy-wide renewable energy transition is a moral imperative. This is, in large part, the meaning of a “just transition.” The economic transition we need to reverse the climate crisis must not leave behind impacted communities and workers. Racial and economic equity must be at the core of all climate solutions.

The executive branch can set the stage for a transformative climate justice agenda by taking immediate action at this intersection of climate, racial justice, and economic transformation. The Frontlines Climate Justice Executive Action Platform speaks to this opportunity by identifying regulatory rulemakings and other executive actions to advance an equitable climate agenda from day one. While major legislation in many areas will ultimately be needed to advance a bold federal agenda of climate action, this platform proposes a set of actions the executive branch can take without new legislation, major new appropriations, or other Congressional authority. However, many of the proposed executive actions can be harmonized with, be complementary to, or set a direction for statutory advancement of transformative climate action when that becomes possible.

This platform identifies actions in 4 basic categories that speak to the policy work and movement-building that frontline leaders in the climate movement have developed over many years, as they have forged a clear vision of equitable and resilient social and economic transformation:

  1. Environmental Justice: Protecting frontline communities from continuing harms of fossil fuel, industrial, and built environment pollution.
  2. Just Recovery: Ensuring just and equitable recovery from, and resiliency against, climate disasters.
  3. Climate Equity Accountability: Elevating equity and stakeholder decision-making in federal climate rules and programmatic investments.
  4. Energy Democracy: Remaking the monopoly fossil fuel energy system as a clean, renewably-sourced, and democratically-controlled commons.

In each of these areas, the platform presents a policy outline of possible rulemakings, executive orders, or other presidential actions that, taken together, aim to put frontline needs and priorities at the center of climate policy, including empowering grassroots stakeholders to be decision-makers in the process.

Strike! Audio Commentary by Jeremy Brecher. Fighting the Great Depression from Below

The United States has entered the deepest economic crisis since the Great Depression of the 1930s. This commentary describes the grassroots movements of the early years of the Great Depression in order to learn something about the dynamics of popular response to depression conditions. These early unemployed, self-help, labor, and other movements helped lay the groundwork for the New Deal and the massive labor struggles of the later 1930s. The next commentaries in this series will portray the grassroots movements of the Coronavirus Depression and ask what they might contribute to the emergence of a Green New Deal and a new labor movement. Subsequent commentaries will compare local and state actions in the early years of the Great Depression to such activities today. These commentaries are part of a series on the Emergency Green New Deal.

Sunrise Movement Allegedly Fires Employee for Union Activity

An employee for the progressive climate change organization Sunrise Movement has told Strikewave that they were fired for organizing a union and that they have filed an unfair labor practice with the National Labor Relations Board (NLRB). 

Akshai Singh, whose pronouns are they/them, is a regional organizer based in Cleveland for Sunrise Movement. They said that the organization fired them on July 10 after their manager had told them they failed to meet performance standards.

“I was let go based on not being up to standards,” Singh said. “In reality, I was fired, not laid off. It was clear based on the other employees I talked to, that they were completely unaware of this.” 

Singh alleges their firing was retaliation for their role in organizing Sunrise Movement staff with help from the Chicago and Regional Midwest Board of Workers United (CMRJB). 

They said that they had not spoken to their manager in a month and a half, after they had been given a performance improvement plan during their three-month evaluation.

Singh filed an unfair labor practice with the NLRB after their alleged firing, arguing that they had been punished for union activity. Federal labor law prohibits employers from discriminating or relating against an employee for supporting a union or engaging in union activity. 

“I [felt] like there was a lot of instances where it was clear I supported collective action at the workplace,” Singh said. “Looking back, it’s clear I was being tracked very closely and isolated on the job.” 

Because they were fired, not laid off, Singh says they’re not eligible for unemployment insurance. 

They said that Sunrise offered them one month’s severance pay and has agreed to continue their healthcare benefits, something they’re grateful for as the COVID-19 pandemic continues. However, Singh said that Sunrise did not extend those same benefits to their now-former domestic partner, despite it being “standard practice in non-profits” to do so. 

The Climate Mobilization Victory Plan

Movements grow nonlinearly and can scale up rapidly when they catch the popular imagination, and we will constantly be on the lookout for ways to move even faster….”

The Pandemic May Be a Preview of Our Climate Future

Todd E. Vachon, faculty coordinator of the Labor Education Action Research Network (LEARN) in the School of Management and Labor Relations at Rutgers, The State University of New Jersey and an active trade unionist and member of the Labor Network for Sustainability, recently wrote an article in the New Jersey Star-Ledger. Warning that “The Pandemic May Be a Preview of Our Climate Future.”

Todd says,

Vital government agencies have been defunded, understaffed or put under the charge of industry hacks who do not believe in the missions of the agencies they are tasked with running. The production of vital healthcare equipment has been outsourced in pursuit of cheaper labor and lax environmental regulations. And perhaps worst of all, the Trump administration has refused to use all the tools at its disposal to protect American lives. These ideologically driven actions have left the federal government incapable of marshaling the health and safety equipment needed to help critically ill Americans and protect the courageous first responders and healthcare workers trying to save them.

He calls for a Green Stimulus and an Emergency Green New Deal (EGND) “to not only get our economy back up and running after the COVID-19 crisis but also to reduce the risk of climate-related disasters and to increase our general preparedness for all disasters.” He says “such an effort would strengthen the social safety net, decouple health insurance from employment, and create millions of family-sustaining green jobs while accelerating a just transition away from fossil fuels and toward renewable energy.”

It’s Time to Nationalize the Fossil Fuel Industry

The COVID-19 pandemic’s impact on the economy provides a golden opportunity for creating a fairer, more just and sustainable world as it shatters long-held assumptions about the economic and political order. Its impact on the energy industry in particular can boost support for tackling the existential threat of global warming by raising the prospect of nationalizing and eventually dismantling fossil fuel producing companies, a position argued passionately by one of the world’s leading progressive economists, Robert Pollin, distinguished professor of economics and co-director of the Political Economy Research Institute at the University of Massachusetts at Amherst.

C.J. Polychroniou: It has been argued by many that the coronavirus pandemic is a game changer for numerous industries, and could change the way we work and the way we use energy. We could also see the possible return of the social state and thus the end of austerity. First of all, are there any comparisons to be made between the current health and economic crises and what took place during the Great Depression?

Robert Pollin: There is one big similarity between the economic collapse today and the 1930s Great Depression. That is the severity of the downturns in both cases. The official U.S. unemployment rate coming from the Labor Department as of May 2020 was 13.3 percent. But a more accurate measure of the collapsing job market is the number of workers who have applied for unemployment insurance since the lockdown began in mid-March. That figure is 44 million people, equal to about 27 percent of everyone in the current U.S. labor market, employed or unemployed. By contrast, during the Great Recession of 2007-09, official unemployment peaked, and for one month only, at 10.0 percent.

How an Old-School Electricians Union Got Behind a Socialist Running on the Green New Deal

Nikil Saval is an unlike­ly Philadel­phia politi­cian. The social­ist, writer, orga­niz­er and for­mer edi­tor of left-wing mag­a­zine n+1beat long-time incum­bent Lar­ry Far­nese for state sen­ate in the First Dis­trict in a sur­prise upset. Although the Covid-19 pan­dem­ic threat­ened to derail his cam­paign, the issues Saval embraced — a Homes Guar­an­tee, Uni­ver­sal Fam­i­ly Care, and a Green New Deal — have grown more urgent as our econ­o­my has unrav­eled. And mak­ing him an even more unlike­ly can­di­date, he won the back­ing of a con­ser­v­a­tive elec­tri­cians union — a rare feat for a Green New Deal advo­cate. His plat­form, which was proven pop­u­lar enough to beat a fair­ly pro­gres­sive leg­is­la­tor, will be extreme­ly chal­leng­ing to imple­ment. In order to win life-chang­ing reforms like a Green New Deal, Saval and his allies will need to build a broad and pow­er­ful coali­tion — includ­ing with some strange bedfellows. 

Saval’s Green New Deal plat­form includes clean­ing up every tox­ic site in the city with the use of union labor; bas­ing all tax incen­tives, sub­si­dies and con­tracts on project labor stan­dards; retro­fitting schools, libraries and recre­ation cen­ters; and estab­lish­ing a Region­al Ener­gy Cen­ter, which would ​“unite the state’s util­i­ties around the goals of increased ener­gy effi­cien­cy through green build­ings retro­fits, and full elec­tri­fi­ca­tion of Pennsylvania’s build­ings by 2040.” Much like the fed­er­al Green New Deal leg­is­la­tion, many of Saval’s poten­tial poli­cies could mean the cre­ation of thou­sands of union jobs, as some­one will have to dri­ve the new South­east­ern Penn­syl­va­nia Trans­porta­tion Author­i­ty (SEP­TA) busses, clean up brown­fields, and update build­ings with green tech­nol­o­gy. Saval also wants to elim­i­nate coal-gen­er­at­ed elec­tric­i­ty by 2025 and achieve 100% clean elec­tric­i­ty by 2030. These aspi­ra­tions would obvi­ous­ly mean that work­ers in extrac­tive indus­tries would lose their cur­rent jobs, which is why build­ing trades unions — and their pow­er­ful labor fed­er­a­tion, the AFL-CIO — have been wary of the Green New Deal nationally.
