When Flood Waters Run Dry: Hurricane Harvey, Climate Change & Social Reproduction

With hurricane season just ending, this essay will reflect upon and analyze why Harvey had such a deep impact on Houston, how contracted reproduction is being executed, identify the strengths and weaknesses of relief efforts and/or mutual aid organizing, and lay out ideas to advance future struggles around climate disaster.

Contracted Social Reproduction

For the purpose of this piece a brief explanation of contracted social reproduction is necessary. The lived experience of contracted social reproduction is a common one in many core capitalist countries of the west. Roughly, since the early 1970s, in order to stay afloat, realize value, counter working-class revolt and stave off crisis, the capitalist class has implemented austerity, broken up the production process, dismantled unions, and cut real wages.

The breaking up of the production process was a necessary move by capitalists for a number of reasons. For one, in the US, this helped to disrupt and undermine unionization efforts and workplace organizing by physically relocating the means of production to Latin America, East Asia and other parts of the world. Furthermore, capitalists were able to cut costs by finding cheaper proletarians and reducing or eliminating benefits offered to workers. This last point is significant because it prompted the lowering of the total social wage for proletarians globally. The non-reproduction of the class has plunged more proletarians into poverty and forced previously stable workers into precarious and deskilled work. This has resulted in increased exploitation and has generalized immiseration for many working-class people.

This reality continues as proletarians are increasingly taken out of the production process due to advancements in the forces of production that require less living labor. Capital is able to produce immense amounts of commodities, but through competition capitalists outpace one another as newer and improved technologies emerge, resulting in cheaper commodities. Yet, in capitalist society living, human labor is the key source in actualizing value. The expulsion of human labor from the production process causes the rate of profit to fall and crisis to ensue. As the rate of profit falls, capitalists must drive down wages below their values and reduce the cost of reproducing the working class. In order to do this, capitalists have to loot existing private fixed capital (machinery, buildings, etc.) as well as the means to reproduce labor power, like education, housing, and healthcare. This also includes public capital, such as roads, water infrastructure, bridges, etc. Nature is also a free input that capitalists use up as a means to boost their diminishing revenue streams. Coupled with this crisis is the emergence of proletarians confronting capitalism in the form of mobilizations against degenerative living conditions. 

How contracted social reproduction unfolds globally is uneven and varies regionally. Still, this serves as a basic summation of its central elements. Contracted social reproduction isn’t a subjective choice made by greedy capitalists, but an objective reality of this current period of capitalism. Now, let us look at how contracted social reproduction changed concretely before and after Hurricane Harvey. 

Rebuilding our Economy for All: BC Federation of Labour Submission to the Economic Recovery Taskforce

The economic shutdown resulting from this pandemic is historically unprecedented. Never before have we collectively decided to close entire sectors of our economy, and dramatically curtail others in service of a greater good – our collective health. BC has weathered both this pandemic and the ensuing lockdown in large part because of the sacrifices and courage of working people. They have continued to do the important work of treating the sick, providing vital public services, and ensuring we can continue to have the necessities of life. COVID-19 has revealed that essential portions of BC’s economy depend on frontline workers.

But as public respect for the value of their work has grown, so has our recognition of the many gaps this pandemic has exposed. For example, we better understand the paramount importance of workplace safety and standards, the need for robust public services and social supports, and our collective responsibility to address the continued marginalization of vulnerable populations.

We have the chance as our economy emerges from hibernation to address those gaps, and to do much more. The choices we make in the coming weeks and months can help us build an economy – and a province – equipped to address climate change while prospering along the way. Our choices must acknowledge and genuinely embrace reconciliation with Indigenous peoples and communities. Our choices must secure opportunities and equity in every community of this province.

There will always be voices who suggest we move in the opposite direction: that the public sector should retreat from the economy and the community; that working people who were this province’s lifeline revert back to less protections, poorer working conditions and lower wages; that vulnerable populations remain vulnerable; that we should abandon years of progress toward reconciliation. They will argue that all of this will make business more competitive and generate jobs.

But even in an unprecedented situation, we can learn from history. And history tells us again and again – from the Great Depression through countless recessions and downturns – that ’austerity‘ only serves to freeze out working people and the most vulnerable, enriching a handful of already-wealthy people while hollowing our communities and leaving most of us to fend for ourselves. Austerity, in fact, is why we have many of the gaps this pandemic has so glaringly exposed in the first place. We also know that this pandemic will not impact people or communities equally, and thus our response must work to decrease these inequities, rather than exacerbate them. We can’t cut and slash our way back to where we were before – let alone to a better, fairer, more sustainable and more prosperous future.

Still Digging: G20 Governments Continue to Finance the Climate Crisis

In 2015, governments around the world committed to hold global warming to well below 2 degrees Celsius (°C) and to strive to limit warming to 1.5°C by adopting the Paris Agreement. This analysis shows that since the Paris Agreement was made, G20 countries have acted directly counter to it by providing at least USD 77 billion a year in finance for oil, gas, and coal projects through their international public finance institutions. These countries provided more than three times as much support for fossil fuels as for clean energy.

With the health and livelihoods of billions at immediate risk from COVID-19, governments around the world are preparing public spending packages of a magnitude they previously deemed unthinkable. In normal times, development finance institutions (DFIs), export credit agencies (ECAs), and multilateral development banks (MDBs) already had an outsized impact on the overall energy landscape and more capacity than their private sector peers to act on the climate crisis. In the current moment, their potential influence has multiplied, and it is imperative that they change course. The fossil fuel sector was showing long-term signs of systemic decline before COVID-19 and has been quick to seize on this crisis with requests for massive subsidies and bailouts.1 We cannot afford for the wave of public finance that is being prepared for relief and recovery efforts to prop up the fossil fuel industry as it has in the past. Business as usual would exacerbate the next crisis— the climate crisis—that is already on our doorstep.

Lighting a spark: How to Blow Up a Pipeline

How to Blow up A Pipeline starts with what will be a familiar image for many. It’s the yearly climate negotiations, activists have streamed towards the conference space, pleading with representatives to ratchet up their ambition to tackle the climate crisis. People block city traffic with banners, with activists dancing and playing music in the reclaimed streets. The next day brings a giant public theatre performance, with environmentalists pretending to be animals run over by cars whilst ‘negotiators’ walk around with signs saying ‘blah blah blah.’

Was this a collection of Extinction Rebellion activists performing and blocking traffic? Was it even earlier, in 2015 at the Paris negotiations? Maybe it’s 2009, during the economic crisis and the Copenhagen conference? No, this image comes all the way from COP1, the climate conference that started it all – in the lost world that was 1995.

Speaking straight from his experiences of this first COP, Andreas Malm’s recollection of these early climate protest indicates a wider malaise – a certain sluggishness of environmental strategy. Despite the growth in awareness around the climate crisis and the rapid increase in the number of people organising for environmental justice, there has been limited change in the actions climate groups are willing to take to defend life.

In How to Blow Up a Pipeline, Malm has written a short and gripping manifesto which aims to wrench the climate movement out of its complacency. By convincingly arguing against movements’ dogmatic attachment to milquetoast non-violence, Malm makes clear that as the climate crisis escalates so too must the tactics of those seeking to defend life. Not content simply dispelling the misguided understandings of pacifism environmentalists hold, How to Blow Up a Pipeline gives a balanced assessment of the conditions which make sabotage, vandalism, and other forms of strategic direct action necessary in a warming world. Coming out of the pandemic, with movements regrouping and attempting to navigate the mess that is the 2020s, this book is the shock to the system the world needs.

For a Sustainable Future: The Centrality of Public Goods

The most recent report of the UN’s Intergovernmental Panel on Climate Change (IPCC) makes it absolutely clear that ways of living in the twenty-first century must be premised on the existential threat to our survival posed by multiple ecological crises. Indeed it could all be over before the end of the century. If we do not radically suppress global CO2 emissions, global warming will rise to the point where it cannot be stopped. While not long ago the word ‘catastrophe’ seemed hyperbolic to many, today few could deny it is fitting. Melting glaciers, rising sea level, drought, fires, and flooding all over the world and the resulting migration are catastrophes for those who suffer them – and give us a taste of far worse catastrophes to come. Already the World Health Organization (WHO) estimates that there are 150,000 excess deaths per year due to climate change, likely to double by 2030.

After the 9-11 attack on the World Trade Center we heard the word ‘security’ incessantly, almost always invoked as intentional threats to our safety and well-being, which of course means they are threats by people, whether they be individuals, groups, or nations. Global warming, on the other hand, is a threat from nature that is an unintended result of human action – not what is usually intended by a ‘security’ threat, and it does not grip our imagination and fears in any way proportional to its severity. But it is not only intentional acts that can threaten our safety and well-being. Once threats to our security are conceived more broadly, consider the greater dangers from unclean air and water and contagious diseases, whatever the mix of intentional and unintentional acts that created the problem.

The energy crises revealed by COVID: Intersections of Indigeneity, inequity, and health

The global COVID-19 pandemic is a health crisis, an economic crisis, and a justice crisis. It also brings to light multiple ongoing, underlying social crises. The COVID-19 crisis is actively revealing crises of energy sovereignty in at least four ways:

  • First, there are many whose access to basic health services is compromised because of the lack of energy services necessary to provide these services.
  • Second, some people are more vulnerable to COVID-19 because of exposure to environmental pollution associated with energy production.
  • Third, energy services are vital to human well-being, yet access to energy services is largely organized as a consumer good. The loss of stable income precipitated by COVID-19 may therefore mean that many lose reliable access to essential energy services.
  • Fourth, the COVID-19 crisis has created a window of opportunity for corporate interests to engage in aggressive pursuit of energy agendas that perpetuate carbon intensive and corporate controlled energy systems, which illuminates the ongoing procedural injustices of energy decision making.

These four related crises demonstrate why energy sovereignty is essential for a just energy future. Energy sovereignty is defined as the right for communities, rather than corporate interests, to control access to and decision making regarding the sources, scales, and forms of ownership characterizing access to energy services. Energy sovereignty is a critical component in the design of a post-COVID-19 energy system that is capable of being resilient to future shocks without exacerbating injustices that are killing the most vulnerable among us.

Fighting the wrong battles: how obsession with military power diverts resources from the climate crisis

The first duty of government, it is often said, is to provide for the security of its people. But what is security? For whom, and from what? UK governments typically view security through a military lens; but the real threats affecting the security of people in the UK and worldwide, most urgently the climate crisis, are not susceptible to military force, and indeed military interventions by the UK and its allies this century have had an overwhelmingly disastrous impact on peace and security.

The central role of the military in the government’s understanding of security is reflected in budgetary allocations. There is thus a widespread consensus on maintaining military spending at a minimum of 2% of GDP, the NATO target, with many politicians calling for far higher levels. Meanwhile, the climate crisis, the most urgent threat to human security worldwide, receives far less funding.

Military security or sustainable security

This report argues for a shift of focus both in understanding of security and in resources away from military security and towards a concept of sustainable security that prioritises the security of people over that of states and addresses the underlying causes of conflict and insecurity. In particular, the climate crisis needs to be treated as the urgent, devastating and present threat to human security that it is, with resources allocated accordingly.

Arguments for higher military spending typically start from the premise that the world is an ever more dangerous place. While this contains an element of truth, such arguments are based on a narrow and fundamentally flawed understanding of security centred on military power. The conclusion that what is needed is greater military force from the west is fallacious. Indeed, it has often been the actions of the UK and its allies that have made the world more dangerous, as in Iraq.

Non-military security challenges are minimised or ignored. Climate change, for example, is barely mentioned in the Government’s most recent Strategic Defence and Security Review. When mentioned, they are often framed in terms of the impact on national security, and approached with ‘hard’ security responses, such as militarised borders to deal with mass migration. Meanwhile, ambitions for the UK to retain or regain status as a ‘great military power’, able to project military force around the world, are presented as essential requirements for security, on a par with ensuring the survival and sovereignty of the nation.

Scotland's Just Transition Commission Interim Report

1.1 The Just Transition Commission was established by Scottish Ministers to advise on how just transition principles can be applied to climate change action in Scotland. Our remit is to prepare practical recommendations within two years of our first meeting, meaning our final report is due to be shared with Ministers by January 2021. We have been asked for recommendations that will help support action to:

  • maximise the economic and social opportunities that the move to a net-zero economy by 2045 offers
  • build on Scotland’s existing strengths and assets
  • understand and mitigate risks that could arise in relation to regional cohesion, equalities, poverty (including fuel poverty), and a sustainable and inclusive labour market

1.2 This report has been prepared as a result of a request from the Cabinet Secretary for Environment, Climate Change, and Land Reform asking for interim advice to inform the updated Climate Change Plan. We hope this document can be helpful in this regard.

1.3 We held our inception meeting at the start of last year, when we agreed a work plan and an approach to collecting evidence. Since that initial meeting, we have travelled the country speaking to a range of stakeholders regarding the challenges and opportunities of transitioning to a net-zero economy. This has included a variety of activities, such as consideration of written evidence, discussions with experts, engagement events and site visits.

1.4 While we have been carrying out this programme of work, we are very aware that public concern over the impact and response to climate change has never been higher. There have also been important changes on the policy front. With this in mind, there are a number of developments that we can point to as being broadly positive in terms of delivering a just transition to a net-zero economy in Scotland.

Taking the High Road: Strategies for a Fair EV Future

The American automotive industry is constantly evolving and, throughout the union’s history, the United Auto Workers (UAW) has fought to ensure industry changes result in quality jobs that benefit workers and the economy.

The auto industry is facing a new shift in technology with the proliferation of electric vehicles (EVs). This shift is an opportunity to re-invest in U.S. manufacturing. But this opportunity will be lost if EVs or their components are imported or made by low-road suppliers who underpay workers. In order to preserve American jobs and work standards, what is needed is a proactive industrial policy that creates high-quality manufacturing jobs making EVs and their components.
