What would a just transition look like for the Navajo Nation?

Two decades ago, Nicole Horseherder, a member of the Navajo Nation, coordinated a community meeting. Beneath the shade of Juniper trees at her late grandmother’s house, several dozen people gathered to find a way to protect their pristine water. The springs and wells along Black Mesa, a semi-arid, rocky mesa that overlies the Navajo Aquifer, were increasingly drying up, as tens of billions of gallons of potable water were used to extract, clean, and transport coal mined in the region.

This meeting was the start of a long struggle to safeguard the community from coal projects, which threatened the drinking water supply of both the Navajo and Hopi people. “The mining was using so much of our groundwater and making these really adverse, tremendous impacts on the water table, water quality, and pressure of the aquifers,” says Horseherder.

In 2001, Horseherder formed Tó Nizhóní Ání, a nonprofit dedicated to bringing awareness to the environmental degradation and exploitation caused by coal mining. This has involved direct action, passing tribal resolutions, and negotiating higher rates for the water and coal procured from their land. “So, that’s where we ended up as water protectors—going after the entity that was using our only potable source of water,” Horseherder says.

After decades of activism to protect the water, along with changing economic conditions in the fossil fuel industry, several key coal projects have closed. In 2005, Peabody Energy’s Black Mesa Mine was shut down, a project that drew up to 4,400 acre-feet of water per year to feed a slurry coal pipeline to a coal-fired generating station in Nevada. In 2019, the Salt River Project’s Navajo Generating Station and Peabody Energy’s Kayenta Mine, which supplied coal to the power plant, were also closed.

These projects leave behind a complex legacy: They represent both a major loss of jobs yet also an opportunity to build a new, more sustainable economy and rectify long-standing environmental injustices.

Essential Workers and Renewable Energy: Key Themes During Community Hearing on Transit Equity

With nearly eight hours of testimony by more than 50 essential workers and riders, both live and pre-recorded, the Community Hearing on Transit Equity, which took place on Feb. 3 and Feb. 4, provided an intentional space for those wanting to share their plights brought on by transit service cuts during the pandemic and with greater threats to transit funding.

The Hearing kicked off with an opening panel, welcoming movement leaders such as International Secretary-Treasurer Kenneth Kirk of the Amalgamated Transit Union—a founding union of Transit Equity Day, which takes place on Feb. 4, Rosa Parks’ birthday, each year. International Secretary-Treasurer Kirk lifted up Ms. Parks’ act of resistance, which taught us: “Each of us must choose, whether to move or not,” as he underscored transit equity as a civil right. He also talked about transit to reduce greenhouse gas emissions, with busses emitting “80% less carbon dioxide” than cars and that busses can also offset traffic congestion.

Kathi Zoern, a transit rider in Wasau, Wisconsin, who is visually impaired, called her bus pass her “car keys to independence.” Passionately emphasizing that transit and transit workers are “essential,” Zoern, stressed that those living in “outlying communities,” three miles from a bus stop, who are unable to drive or who cannot afford a car “cannot get to work, go to school, shopping, medical appointments or go to places to socialize.”

Jonathan Smith, President, New York Metro Area Postal Union Local 10, of the American Postal Workers Union, reminded viewers and listeners that postal workers help to “preserve democracy, and we are proud to do it.” He added, “Many of our members rely on the bus and the train to get to work and to their families, and their families also rely on these services as well. If it were not for the transit in our city, we would not be able to process your mail.”

The hearing also highlighted collaborations that have formed as a result of frustrations with transit authorities and extreme pressure on transit workers with limited funding. In San Francisco, disability rights activist and journalist Zach Karnazes and Roger Marenco, President of the Transport Workers Union of America Local 250A, teamed up to organize for fair access to transit by disabled riders, often challenged by tight schedules for bus operators.

Then there are the impacts on young people who depend on public transit to get to school. During the final hour of the hearing with the American Federation of Teachers–moderated by Jane English, Program Manager on the Environmental Climate Justice Program, NAACP–Carl Williams, President of Lawndale Federation of Classified Employees and Vice President of American Federation of Teachers, and Wayne Scott, President of Colorado Classified Employees Association, talked about the extreme consequences of students living in areas where there are service cuts in transportation–these include the need to shut down campuses that become unreachable to students and even higher risks of higher drop-out rates.

A riveting closing presentation by Randi Weingarten, President of the American Federation of Teachers, tied the social isolation of COVID to lack of transit and light rail, especially within rural areas. President Weingarten, whose union recently endorsed the Green New Deal and the THRIVE Agenda, talked about the need for revamping transit systems not just for mass accessibility but to support climate. “There is an opportunity here as well. It’s not just new jobs but it’s also revamping them in a way that we can reduce our carbon footprint,” President Weingarten said, recounting that AFT’s pension system was a foundational investor in the modernization of La Guardia Airport, an effort recognized for its transition to renewable energy “and the jobs that came about from building all of that.”

A Rapid and Just Transition of Aviation: Shifting towards climate-just mobility

Covid-19 has grounded air traffic. The aviation industry itself expects to be operating at a lower capacity over the next few years. This Paper discusses how long-term security for workers and affected communities can be guaranteed, without returning to business as before. 

With the looming climate breakdown, automation, digitalisation and likely climate induced pandemics, we need to be realistic: aviation and tourism will change – and they will do so either by design or by disaster. They will transition either with or without taking into account workers’ interests.

This Discussion Paper, published by the Stay Grounded Network and the UK Trade Union PCS in February 2021, is a result of a collective writing process by people active in the climate justice movement, workers in the aviation sector, trade unionists, indigenous communities and academics from around the world. It aims to spark debates and encourage concrete transition plans by states, workers and companies.

Ukraine: neither NATO nor Moscow!

The Western media is pounding the drum for a conflict between Putin’s Russia and the Western powers over Ukraine.

Let us be clear. Vladimir Putin leads a gangster regime in Russia, sometimes referred to as a kleptocracy (rule by thieves). He runs an oppressive regime and as an ex-high up in the Russian secret police, the KGB, he has extremely close relations with its latest incarnation, the FSB (Federal Service Bureau of the Russian Federation). He has come down heavily on any form of opposition, and the anarchist movement in Russia has suffered, with anarchist militants, arrested tortured and given heavy prison sentences. The Putin regime is massing large numbers of troops on Ukraine’s borders for a number of reasons. The domestic situation is far from healthy and the Covid pandemic has aggravated this. Putin is wary of growing discontent and hopes that his belligerent attitude will unite the Russian masses behind him and make them forget their economic woes. This is a gamble, as the Russian masses are in general not keen to engage in warfare with their fellow Slavs in Ukraine, and remember the disastrous consequences of the war in Afghanistan, when Russian troops sent in to save the pro-Russian regime there were bogged down for years with massive casualties.

With the collapse of the Soviet Union in 1991, a number of republics emerged that had separated from the Russian Federation. Among these was Ukraine, the largest in terms of landmass and the most important in terms of industrial development, an industrial development that had reached its climax under Stalin and his successors.

The fall of the Soviet Union seriously weakened Russia but thanks to rising oil prices coupled with the rise to power of Putin, it began to re-assert itself. It was determined to control and influence the surrounding countries on its borders, both for defence reasons and to re-affirm its control over those regions which it had established after World War Two.

The political-military alliance it had established with its satellites, the Warsaw Pact, was dissolved. However, the corresponding political-military alliance developed by the United States and the Western European powers, NATO, was not wound up and remains an instrument of both the USA and various component Western countries. In fact, NATO sought to increase its influence and has intervened in Kosovo, Afghanistan and Libya. Despite promising the Russian regime that it would not expand its influence east of what was East Germany, it has invested its forces in the countries surrounding Russia, including the Baltic States.

NATO is an aggressive military machine, not a body there to passively defend the West. It has intervened in Libya, in Afghanistan and Iraq. It actively seeks to recruit not just former Soviet republics like Ukraine and Georgia into its alliance, but also so called neutral countries like Finland and Sweden, both very close to Russia. It demands that each component country of NATO spends at least 2% of its Gross Domestic Product on military expenditure.

Overwhelming odds, unexpected alliances and tough losses: how defeating Keystone XL built a bolder, savvier climate movement

When President Biden rescinded a crucial permit for the Keystone XL pipeline last week, it marked the culmination of one of the longest, highest-profile campaigns in the North American climate movement. The opposition to Keystone XL included large environmental organizations, grassroots climate activist networks, Nebraska farmers, Texas landowners, Indigenous rights groups and tribal governments. Few environmental campaigns have touched so many people over such large swaths of the continent.

The Keystone XL resistance was part of the ongoing opposition to the Canadian tar sands, one of the most carbon-intensive industrial projects on the planet. Yet, it came to symbolize something even bigger. Many activists saw stopping Keystone XL as a measure of success for the climate movement itself.

“Keystone XL isn’t just any project,” said longtime activist Matt Leonard, who coordinated several major protests against the pipeline. “Its defeat is a testament to what movement building and direct action can accomplish.”

A stroke of President Biden’s pen finally killed Keystone XL. But paving the way for this victory were countless battles at the grassroots level, where activists tested new tactics and organizing strategies that built a bolder, savvier climate movement. Some of the groups involved took radically different approaches to politics, leading to unexpected alliances and occasional bitter feuds. And there were losses — other major oil pipelines, including the southern leg of Keystone XL itself, were completed even as the fight over the more famous northern half dragged on.

Yet, resistance to the Keystone XL’s northern leg succeeded against overwhelming odds. While there is always a possibility it could be resurrected someday, chances of that happening anytime soon seem slim. Understanding how this victory happened — and what it means for the climate movement — requires examining how 10-plus years of tar sands resistance played out in far-flung parts of North America.

New Social Contract: Five workers’ demands for recovery and resilience

Sharan Burrow, ITUC General Secretary, outlined the demands during the World Economic Forum, with an ITUC session on the subject taking place at the World Social Forum on the 26 January and a detailed blog on the issues: “The choices made by world leaders and by business in 2021 will either heed the call of workers and civil society to reform the economic model and help create a just and sustainable future or maintain business as usual and see a model of corporate greed entrench inequality, exclusion and despair perpetuating instability for our communities and our planet.”

The five demands are:

  1. Creation of climate-friendly jobs with Just Transition. Job-creating industrial transformation to achieve net-zero carbon emissions, along with jobs in health, education and other quality public services.
  2. Rights for all workers, regardless of their employment arrangements, to fulfill the promise of the ILO Centenary Declarationwith its labour protection floor including rights, maximum working hours, living minimum wages and health and safety at work.
  3. Universal social protection, with the establishment of a Social Protection Fund for the least wealthy countries.
  4. Equality. Ending all discrimination, such as by race or gender, to ensure that all people can share in prosperity and that the appalling concentration of wealth in the hands of a few at the expense of the many is undone.
  5. Inclusion. To combat the growing power of monopolies and oligarchs, ensure that developing countries can actually develop their economies and guarantee tax systems that provide the income vital for governments to meet the needs of people and the planet. An inclusive approach to tackling the COVID-19 pandemic is paramount, both in terms of economic support as well as universal access to testing, treatment and vaccines.

“Along with the tragic loss of so many lives from the pandemic, almost 500 million jobs have been lost and two billion people are struggling in informal work, including in new internet mediated businesses. People need a New Social Contract that delivers recovery and resilience based on the security that these five critical demands guarantee,” said Sharan Burrow.

Unions Have the Potential and the Responsibility to Advance a “Just Transition”

The idea of a “just transition” has emerged as an absolute requirement for any progress toward a clean energy future. An energy transformation will impact workers in the fossil fuel industry but will also affect regions and communities differently. A just transition must be designed to ensure that the benefits of greening the economy are shared widely and that no worker is left behind.

Norman Rogers, a 20-plus-years employee of a southern California refinery and second vice president of United Steelworkers (USW) Local 675, also serves on the Joint Health and Safety Committee and Negotiating Committee at the refinery. In this interview, Rogers shares his insights on the principles and aims of a just transition and how we could get there.

C.J. Polychroniou: “Just transition” is associated with the environmental transition, in sectors such as chemicals and energy, although it is now moving into other areas such as health care and even development. Can you talk, from your experience as a refinery worker and labor organizer, about what the notion of just transition entails and how it is being used in connection with workers in the fossil fuel industry?

Norman Rogers: The term “just transition” is very much linked with the labor movement. Tony Mazzocchi, a trade unionist with the Oil Chemical and Atomic Workers union (OCAW), coined the term as it related to the dangerous, toxic, life-threatening chemicals to which his members were exposed. The idea then, as it is now, is to find other ways to meet the needs for the products being made and the health and welfare of the workforce he represented.

Today, the move to renewables, the increase in the use of electric vehicles and even steel being made without the petroleum coke (petcoke) from the refining process is set to have a profound impact on the number of fossil fuel industry jobs. Knowing what the future holds and the serious repercussions set to take place, and planning for that outcome, that is what the call for a just transition is all about.

As a labor organizer representing fossil fuel workers in the current atmosphere, the philosophy behind a just transition is ensuring that no worker is left behind when transitioning to a clean energy economy. Everyone must be accounted for, whether they are toward the end of their career, just starting out, or any point in between. This fight must be won if the transition to a sustainable future is to be realized. To the extent that we do not do this, we will not be successful in building the community of allies needed for the task at hand.

Over 400,000 Clean Energy jobs lost in the U.S. since the start of the pandemic

U.S. government employment figures for December 2020 show that the U.S. clean energy sector added 16,900 jobs in December. However, analysis released on January 13 reveals that the recovery is slow, and the industry now has its lowest number of workers since 2015, having suffered a loss of over 400,000 jobs (12%) during the Covid-19 pandemic.

Clean Energy Employment Initial Impacts from the COVID-19 Economic Crisis, December 2020 was prepared by BW Research Partnership, commissioned by industry groups E2 (Environmental Entrepreneurs), E4TheFuture, and the American Council on Renewable Energy (ACORE) . The 17-page report provides data by state and by technology, with energy efficiency leading the losses with 302,164 total jobs lost nationally between February and December 2020. California was the hardest hit state.

Bay Area Transit Unions Join Forces to Win Safety Protections and Beat Back Layoffs

Transit workers have been hit hard by the pandemic. Last year at least 100 from the Amalgamated Transit Union and 131 from the Transport Workers lost their lives to Covid-19.

Before Covid, transit unions in the Bay Area—six ATU locals, and one local each of TWU and the Teamsters—often faced their individual struggles in isolation. But during the pandemic, these locals united across the region and came together with riders to demand protections for all.

That unity forced reluctant politicians to make Covid safety a priority. It also set the stage for the unions and riders to team up again to stave off layoffs. And there are more fights ahead.

PUBLIC TRANSIT STARVED

More than two dozen public transit agencies serve the Bay Area. They include MUNI in San Francisco, Bay Area Rapid Transit, AC Transit in Oakland, Valley Transportation Authority in San Jose, and Golden Gate Transit, which links San Francisco with counties to the north.

As a public service, transit depends on government funding. Yet federal support for operations—keeping the buses and trains running—was eliminated in 1998. Since then, federal funding has been restricted to capital projects, like buying buses or building light rail.

This austerity led many transit systems to cut service and raise fares. With each new round of cuts, union jobs were eliminated and vacancies left unfilled. A “death spiral” set in: cuts and fare hikes drove riders away; fewer riders meant less revenue.

With the onset of the pandemic, transit ridership plummeted, most dramatically on commuter systems that carry white-collar workers to downtown offices. But local service became more important than ever. Today over a third of transit riders are essential workers.

In March, the CARES Act earmarked $25 billion for emergency transit funding. Departing from past federal policy, this funding was eligible for operating expenses to keep workers on the payroll.

A new regional coalition called Voices for Public Transportation had been taking shape in 2019, bringing together unions and riders to push for more transit funding. When the pandemic hit, this coalition turned its attention to the urgent organizing for safety measures, and participation continued to grow.

Impact of European policies on the Global South and possible alternatives

The year 2020 was marked by two events that revealed, once again, the limits of the capitalist system. First, the Co- ViD-19 pandemic caused by the new coronavirus SARS-CoV-2, responsible for the deaths of several hundred thousand people and counting, highlighted the vulnerability of human societies in the absence of adequately funded public health services. It also served to highlight which activities are essential to the existence of human societies. Second, the pandemic precipitated the greatest economic crisis since the 1930s. By revealing the fragility of societies where exchanges are extremely rapid and production chains are internationalized, the pandemic also revealed the most irrational aspects of the economic system that governs and structures social relations in almost all parts of the world. Thus, capitalism appears to be incapable not only of providing for basic human needs but also of reproducing its own functioning. All governments that initially try to protect both the law of profit and their citizens’ lives inevitably find themselves tempted to defend the former against the latter.

The neoliberal structural adjustment policies which have been pursued for decades have played an important role in increasing inequality and, ultimately, in the way the epidemic has spread. Contrary to widespread belief, the epidemic does indeed differentiate between origins and social classes, affecting in particular those at the bottom of the social ladder. It has also particularly affected countries that, on the pretext of maintaining strict fiscal discipline, have given up – or have been prevented from – building an efficient and accessible health care system.
