The year-long American saga that culminated in the Inflation Reduction Act (IRA) underscored the difference between two ways of mitigating climate change at the national level. The first is elite climate policy in which wonks and technocrats come up with the smartest policies to incentivise private capital to invest in the right technologies. This is, ultimately, what we got with the IRA, which has been accurately characterised as the triumph of ‘green industrial policy’.1 The second is popular climate politics which seeks to build a broad political coalition for decarbonisation by tying it to social programmes that directly improve people’s lives. This is the idea behind the Green New Deal, which to a surprising extent made its way into the initial Build Back Better bill before Joe Manchin got his hands on it. Matthew Huber’s book Climate Change as Class War provides a powerful critique of the first while advancing a labour-centred version of the second.

Huber lands many good punches against what he calls professional-class climate politics. Building on the Ehrenreichs’ concept of the professional managerial class (PMC),2 Huber argues that PMC climate politics characteristically over-emphasises that class’ stock-in-trade: education and credentials. In their hands, climate politics thus becomes a matter of knowledge (communicating the science) more than one of power (tackling the class power of the fossil-fuel industry). PMC policy technocrats further internalise neoliberal logic with their obsession with pricing carbon – a policy that ultimately balances the carbon budget on the backs of working-class consumers. In its more radical manifestations, PMC environmentalism – degrowth being the main target here – espouses an ascetic ‘politics of less’ that has no resonance with working-class people who already do not have enough. This type of environmental politics, Huber argues, explains why the right has been able to mobilise the working class against the environment.

By way of alternative, Huber advances a theory of working-class climate politics which he dubs ‘proletarian ecology’. The starting point, developed over Chapters 1 and 2, is to recognise that industrial fossil capital is responsible for the vast majority of emissions. As Huber sketches with discussions of the cement and fertiliser industries – for the latter, Huber draws on some interviews with managers of a fertiliser plant in Louisiana – their carbon intensity is not a matter of greed but of the structural imperative to produce surplus value, and therefore will not be halted (as opposed to greenwashed) by any amount of shaming. Thus, ‘Climate change requires an antagonistic approach towards owners of capital in the “hidden abode” of production’ (p. 106). The problem is that ‘the climate movement today – made up of professional class activists and the most marginalized victims of climate change – is too narrowly constructed to constitute a real threat to the power of industrial capital’ (p. 69).

This brings us to the bold and controversial claim of Climate Change as Class War: it is the working class (and organised labour in particular) that must be the main agent of radical climate politics, not the diverse coalitions of ‘marginalised groups’ – which includes Indigenous movements against pipelines and Black-led environmental justice organisations – who are currently the vanguard of the climate justice movement. What Huber calls ‘livelihood environmentalism’ only sees the working class as having environmental interests when their communities’ land, water or health are directly threatened (p. 195). Huber’s theory of proletarian ecology, by contrast, proceeds from the broader recognition that ‘a defining feature of working-class life under capitalism is profound alienation from the ecological conditions of life itself’ (p. 188). Thus ‘a working-class interest in ecology will emerge not from the experience of environmental threats, but from a profound separation from nature and the means of subsistence’ (pp. 181–2). Rather than defending bodies or landscapes, it will focus on the working class’s material interest in decommodifying the means of subsistence (p. 196).

U.S. Transportation Secretary Pete Buttigieg's newly unveiled plan to improve railroad safety is inadequate, an inter-union alliance of rail workers declared Tuesday.

The U.S. Department of Transportation's (USDOT) blueprint for holding rail corporations accountable and protecting the well-being of workers and affected communities comes after a Norfolk Southern-owned train overloaded with vinyl chloride and other carcinogenic chemicals crashed in East Palestine, Ohio on February 3, precipitating a toxic spill and fire that has sparked fears of air pollution and groundwater contamination.

In contrast to the hundreds of U.S. derailments that go largely unnoticed each year, the unfolding environmental and public health disaster on the Ohio-Pennsylvania border has helped expose the dangerous consequences of the Wall Street-driven transformation and deregulation of the freight rail industry—a long-standing process intensified by the Trump administration and so far unchallenged by the Biden administration.

"Profit and expediency must never outweigh the safety of the American people," Buttigieg—who has yet to exercise his authority to restore previously gutted rules and was mulling an industry-backed proposal to further weaken federal oversight of train braking systems as recently as February 10, according toThe Lever—said Tuesday in a statement.

"We at USDOT are doing everything in our power to improve rail safety," said Buttigieg, "and we insist that the rail industry do the same—while inviting Congress to work with us to raise the bar."

USDOT called on Norfolk Southern and other rail carriers to "provide proactive advance notification to state emergency response teams when they are transporting hazardous gas tank cars through their states instead of expecting first responders to look up this information after an incident occurs" and to "provide paid sick leave," among other things.

The department also urged Congress to increase how much it can penalize companies for safety violations, noting that "the current maximum fine, even for an egregious violation involving hazardous materials and resulting in fatalities, is $225,455." As Buttigieg tweeted, "This is not enough to drive changes at a multibillion-dollar company like Norfolk Southern."

Finally, USDOT committed to strengthening its regulation of the rail industry by "advancing the train crew staffing rule, which will require a minimum of two crew members for most railroad operations," and by "initiating a focused safety inspection program on routes over which high-hazard flammable trains (HHFTs) and other trains carrying large volumes of hazardous material travel," among other proposals.

"Each of these steps," the agency said, "will enhance rail safety in the United States."

But according to Railroad Workers United (RWU), which focused in particular on the issue of train crew staffing, "there are too many holes" in Buttigieg's plan to ensure the safety of the nation's rail system.

"As currently written, the proposed rule could allow for numerous instances of single-crew operations in the coming years," RWU tweeted. The alliance also shared a letter it sent to USDOT last September accusing the Federal Railroad Administration of "attempting to placate unions, community groups, and the general public on the one hand with a 'two-person train crew rule' while, on the other hand, signaling a green light to the industry to run trains with a single crew member."

Railroad workers packed themselves into hotel conference rooms near Chicago’s O’Hare International Airport in June 2022 to talk fervently about a momentous event potentially on the horizon: the first industry-wide rail strike in three decades. 

“All 12 railroad unions have proclaimed themselves united,” said Ron Kaminkow, Railroad Workers United (RWU) general secretary, during a conference session about chokepoints in the supply chain. ​“There could actually be a national railroad strike for the first time in almost 30 years.” 

Contract negotiations between those 12 unions and the country’s major freight railroad companies had ground to a halt by the conference, which was organized by RWU and the pro-union group Labor Notes. 

In July, 99.5% of the membership of the union representing railroad engineers — the Brotherhood of Locomotive Engineers and Trainmen — voted to authorize a strike if legal hurdles were cleared.

The possibility presented a challenge for the Biden administration. President Joe Biden had become known as the most labor-friendly president in recent history, while a walkout threatened to paralyze the economy with a potential cost of $2 billion per day. The administration eventually negotiated a deal with union leaders and company leaders, announced Sept. 15, 2022, requiring a significant pay raise for workers without meaningfully addressing their primary concerns: short-staffing and a lack of paid sick days.

Many elected officials and pundits lauded the deal, but it still needed to be ratified by each union’s rank and file.

Three unions representing railroad workers voted down the proposed contract, while others voted for it. Then, in November, the country’s largest rail union — the SMART Transportation Division, which represents conductors and brakemen — rejected the deal, and a national rail strike was firmly on the table. Even unions that approved of the deal pledged to honor any picket lines.

On December 1, 2022, at Biden’s urging, Congress intervened, passing a law to force the unions to agree to the deal. Many railroad workers were furious — and felt betrayed.

“It was very frustrating, from the ​‘most pro-labor president America’s ever had,’” says Matt Weaver, legislative director for the Brotherhood of Maintenance of Way Employees, the nation’s third-largest railroad union. ​“When [railroads] have record profits and profit margins, and yet this deal is imposed, we’ve seen that our labor is expendable.”

The ordeal has also led many railroad workers and industry watchers to consider a vastly increased role for government in freight railroads: nationalization.

Progressives Demand Buttigieg Act on Rail Safety Amid Toxic Ohio Disaster

The transportation secretary's refusal to fortify freight train regulations and crack down on Norfolk Southern "only signals to the railroads that this type of incident will be tolerated," said one watchdog.

Progressives are demanding that U.S. Transportation Secretary Pete Buttigieg improve rail safety regulations in response to the unfolding public health disaster in East Palestine, Ohio—the site of a recent fiery train crash and subsequent "controlled release" of toxic fumes that critics say was entirely avoidable.

"The Obama administration attempted to prevent dangerous derailments like the one in East Palestine by mandating better brake systems on freight trains," Jeff Hauser, executive director of the Revolving Door Project, said Tuesday in a statement. "But this effort was watered down thanks to corporate pressure, first by writing in many exemptions to the proposed rules and then, under [former President Donald] Trump, by repealing the requirement altogether."

Recent reporting from The Lever revealed that Buttigieg's Department of Transportation (DOT) "has no intention of reinstating or strengthening the brake rule rescinded under Trump," said Hauser. "Additionally, The Leverreports that the train was not being regulated as a high-hazard flammable train, despite it clearly being both high-hazard and flammable. These types of failures to protect the public are invited by perpetual lax enforcement and laziness toward even getting back to the too-low regulatory standards under Obama."

"Now, all eyes are on Secretary Buttigieg," he continued. "For too long he has been content to continue the legacy of his deregulatory predecessor, Elaine Chao, rather than immediately moving to reverse her legacy upon becoming secretary."

"Norfolk Southern's environmental disaster is the latest in a long string of corporate malfeasance committed right under the secretary's nose," Hauser observed, referring to the company that owns the derailed train. "As I've warned before, corporations do not respect Buttigieg as a regulator."

Where Do Railroad Workers Go from Here?

After a three-year saga of stalled contract negotiations between the country’s freight rail carriers and the 12 unions representing over 100,000 railroad workers, ​“pro-union” President Biden and Congress ​“averted” a national rail shutdown by overriding the democratic will of rail workers and forcing a contract down their throats. So, what happens now? 

In December, shortly after the Biden administration and Congress intervened, Working People convened a special all-railroader panel to break down the events of the last week and to discuss where railroad workers and the labor movement go from here.

Panelists include: Jay, a qualified conductor who was licensed to operate locomotives at 19 years old, and who became a qualified train dispatcher before he was 23; Marilee Taylor, who worked on the railroads for over 30 years and retired earlier this year from her post as an engineer for BNSF Railway, but is still an active member of Railroad Workers United; John Tormey, a writer and BMWED-IBT member who works as a track laborer for the commuter rail in Massachusetts; and Matt Parker, a full-time locomotive engineer who’s worked on the railroads for 19 years and also serves part-time as Chairman on the Nevada State Legislative Board of the Brotherhood of Locomotive Engineers and Trainmen.

Railroad Nationalization Must Be Part of the Green New Deal

In December, Congress and the Biden Administration forced a deal on railroad workers and stripped them of their right to strike. This made two things clear: how draconian the private freight railroads are to their workers, and yet how essential they are to the functioning of the country. Equally, private railroads are not only essential to the economy, but to the climate. Transportation is responsible for more greenhouse gas emissions than any other sector, including electricity generation. Within transportation, among the modes primarily used for freight (trucks, rail, and boats), railroads were responsible for only 7% of emissions despite carrying 27% of cargo (in ton-miles). Despite being a net reducer of emissions by taking trucks off the roads, the private railroads are avowed enemies of climate action. Afraid of losing their lucrative coal-hauling traffic, the same four railroads who Congress acted on behalf of have spent millions to lobby against climate action and deny climate change. Capitalists who bankroll climate deniers own the most important system of low-carbon infrastructure on the continent.

The effects of the existing freight railroads on climate change, both good and ill, are minuscule compared to the unrealized potential that they hold. The railroads would have a higher share of freight traffic if not for the shortsighted management of their private ownership. Additionally, 57% of transportation emissions come from “light duty vehicles,” i.e. passenger cars. The strongest opportunities to eliminate car trips are in urban centers, by building inviting pedestrian spaces, safe bicycle infrastructure and robust public transit networks. At the same time, to build a credible alternative to automobile travel, these green transportation systems must be connected to one another into metropolitan and intercity rail networks. This cannot be done without the infrastructure that, outside the Northeast, is controlled by the private freight railroads.

The private railroads are hostile to passenger service, which they see as a threat to their freight operations. Amtrak publishes a “report card” each year, ranking the private freight railroads by how much they delayed passenger trains. In 2021, at least 20% of riders were delayed on more than half of state-supported routes and 14 of 15 long-distance routes. The private railroads even hold back some commuter railroad services. Several Metra lines serving suburban Chicagoland are operated under “purchase-of-service” agreements with freight railroads, leaving commuters at the mercy of their private owners. Newer systems like Virginia’s VRE that use private freight corridors must negotiate complicated and expensive agreements with host railroads to expand service. Confronting climate change must include rationalizing the relationship between freight and passenger rail service, both of which are essential to reducing greenhouse gas emissions.

The Green New Deal: The Current State of Play

For the past year I have been researching and writing about initiatives around the country to implement the core ideas of the Green New Deal at a community, state, and local level – what I call the “Green New Deal from Below.” I have discovered hundreds of projects, policies, programs, and new laws that embody the principles of the Green New Deal at a sub-national level. But as I begin to tell people about what I am finding, I often get a response that I could paraphrase as “The Green New Deal – isn’t that just last-decade’s fad?” That is often followed with the question, “What’s left of the Green New Deal?” That’s the question I address in this Commentary.

Green New Deal – the Backstory

The Green New Deal is a visionary program to protect the earth’s climate while creating good jobs, reducing injustice, and eliminating poverty. Its core principle is to use the necessity for climate protection as a basis for realizing full employment and social justice. It became an overnight sensation with a 2018 occupation of Nancy Pelosi’s office by the youth climate movement Sunrise supporting a congressional resolution by newly elected Rep. Alexandria Ocasio-Cortez calling for a Green New Deal. A poll released December 14, 2018 by the Yale Program on Climate Change Communication found that 40% of registered voters “strongly support” and 41% “somewhat support” the general concepts behind a Green New Deal.[1]

Soon after the occupation of Pelosi’s office, a wide swath of public interest organizations endorsed the Green New Deal, which also instantly became a prime whipping boy for the Right. Its core ideas were embodied in legislation by Alexandria Ocasio-Cortez and Sen. Edwin Markey, which divided the Democratic Party into pro- and anti-Green New Deal factions. Democratic presidential candidate Joe Biden convened a Unity Task Force that included Bernie Sanders, AOC, and the head of Sunrise, which came up with a plan incorporating many elements of the Green New Deal but eschewing the name. Biden called his program Build Back Better, and after the 2020 elections this became the nomenclature of Democratic Party and allied climate, jobs, and justice programs. A broad coalition of organizations called the Green New Deal Network, for example, developed and promoted an extensive legislative program, described on its website as “in line with the Green New Deal vision,” which it dubbed the THRIVE Agenda.[2] Supported by more than 100 members of Congress and 280 organizations, the THRIVE Act was introduced in Congress in the fall of 2020.

An EV in Every Driveway Is an Environmental Disaster

“There is always a huge climate benefit — and, I would argue, a safety benefit — to ensuring people have access to excellent public transit,” Transportation Secretary Pete Buttigieg said earlier this month at the Transportation Research Board’s annual meeting. “Even if we weren’t aggressively working to decarbonize existing modes of transportation, that alone is one of the biggest and the best things we can do from a climate perspective.” This is the closest thing to a mic drop that exists at such an event, so the assembled transportation academics, urban planners, and civil engineers erupted into applause. Buttigieg had to pause, letting the hoots fade out before he could finish his remarks. He was onstage with Energy Secretary Jennifer Granholm to announce the first blueprint to decarbonize U.S. transportation by 2050, an unprecedented collaboration between the Departments of Transportation, Energy, and Housing and Urban Development and the Environmental Protection Agency to move the country away from using fossil fuels when, well, moving around.

Despite its many strengths, the blueprint is largely built around two things that have very little to do with what got Buttigieg the most applause from transit professionals: It’s heavily reliant on developing technologies that don’t exist yet and the Biden administration’s goal to have half of the new vehicles sold in 2030 to be electric (a figure closely negotiated with automakers). The latter point is perhaps why the slow but steadily growing number of electric vehicles, or EVs, sold in this country each year has become its own kind of shorthand for the decarbonization revolution. (“Electric Vehicles Keep Defying Almost Everyone’s Predictions,” “Electric Vehicle Sales Hit a Tipping Point in 2022,” “Electric Vehicles = 10% Of New Vehicle Sales Globally!”) A green future, the story goes, looks a lot like today — it’s just that the cars on the road make pit stops at charging stations instead of gas stations. But a one-for-one swap like that — an EV to take the place of your gas guzzler — is a disaster of its own making: a resource-intensive, slow crawl toward a future of sustained high traffic deaths, fractured neighborhoods, and infrastructural choices that prioritize roads over virtually everything else. And considering what it would take to produce that many cars, the vision being sold by the Biden administration about an EV in every driveway is more than just a fantasy — it’s an environmental nightmare.

A zero emissions future without the mining boom: A new report finds that the U.S. can reduce lithium demand by up to 90 percent

The effort to shift the U.S. economy off fossil fuels and avoid the most disastrous impacts of climate change hinges on the third element of the periodic table. Lithium, the soft, silvery-white metal used in electric car batteries, was endowed by nature with miraculous properties. At around half a gram per cubic centimeter, it’s the lightest metal on Earth and is extremely energy-dense, making it ideal for manufacturing batteries with a long life. 

The problem is, lithium comes with its own set of troubles: Mining the metal is often devastating for the environment and the people who live nearby, since it’s water intensive and risks permanently damaging the land. The industry also has an outsized impact on Native Americans, with three-quarters of all known U.S. deposits located near tribal land. 

Demand for lithium is expected to skyrocket in the coming decades (up to 4,000 percent according to one estimate), which will require many new mines to meet it (more than 70 by 2025). These estimates assume the number of cars on the road will remain constant, so lithium demand will rise as gas guzzlers get replaced by electric vehicles. But what if the United States could design a policy that eliminates carbon emissions from the transportation sector without as much mining? 

A new report from the Climate and Community Project, a progressive climate policy think tank, offers a fix. In a paper out on Tuesday, the researchers estimated that the U.S. could decrease lithium demand up to 90 percent by 2050 by expanding public transportation infrastructure, shrinking the size of electric vehicle batteries and maximizing lithium recycling. They claim that this report is the first to consider multiple pathways for getting the country’s cars and buses running on electricity and suppressing U.S. lithium demand at the same time.
