RWU Resolution on Rail Improvement/Development in North America

Whereas, the US, Canada, and Mexico have a vast existing rail network, with the U.S. rail network alone at more than 140,000 miles, the world’s largest: and

Whereas, this vast network can be vastly improved in the coming years - through electrification, multiple tracking, higher speed limits, grade crossing eliminations, and increased train frequencies - to serve a far greater number of shippers and passengers than at present; and

Whereas, these improvements can be made cheaper, be implemented far quicker, and serve a far greater constituency than would the construction of an entirely new network; and

Whereas, making use of existing right-of-way can avoid many of the controversies (e.g. land condemnations, environmental concerns, high price tags, etc.), construction delays, and cost overruns that can be associated with “high speed rail” (HSR) projects; and

Whereas, the North American public conversation across society more than ever supports transportation infrastructure repair and improvement projects, especially rail, that include everyone who lives here; and

Whereas, the decisions we make regarding these projects now will highly affect our future health, safety, and economic prosperity for generations to come; and

Whereas, railroaders know from experience around the world that true HSR can and must be a critical part of 21st century sustainable environmentally sound transportation future; and

Whereas, High Speed Rail projects that only serve elites or which dismiss problems of climate, access, safety, and justice will leave the public hostile towards rail solutions; and

Whereas, the majority of the currently proposed HSR projects are exclusively passenger service projects that principally serve communities who already have access; and

Whereas, available funding for these “HSR” projects has the potential to absorb significant financial resources that could otherwise be made available to upgrade, expand, and develop our existing rail network that serves both passenger and freight; and

Whereas, rail lines that currently exist in unconnected communities are now often at risk for abandonment, and once they are gone, recovering them for public benefit will be difficult if not impossible to accomplish; and

Whereas, railroad workers want to have a safe and secure future, and therefore must not leave the key policy decisions about that future up to those who regard them as disposable in an industry dominated by finance and Wall Street; and

Whereas, many so-called HSR passenger-only projects are designed to substitute glitzy technology for trained and skilled railroad workers, putting communities at risk;

Therefore, be it Resolved that Railroad Workers United calls for rail development projects that up-grade low as well as high end speed for both passenger and freight trains, remove barriers like road crossings at grade and build capacity and environmentally sustainable safe rail transport for the future of all stakeholders (workers, passengers, shippers, trackside communities, etc); and

Be it Further Resolved, that Railroad Workers United does not support “high speed rail” projects that exclude freight service trains and do not reconnect excluded communities; and

Be it Further Resolved, that RWU opposes diverting crucial funding necessary to upgrade existing rail infrastructure to “high speed” experiments that only serve elites; and

Be it Finally Resolved that RWU calls upon railroaders, trade unions, rail advocates and allies to join with RWU in advocating for a broad array of integrated rail solutions that will make railroads a key part of the Green transportation future that serves our whole society.

Biden’s Climate Pledge Is a Promise He Cannot Keep

The climate emergency demands a radical and rapid decarbonization of the U.S. economy with numerical goals and timetables to transform all productive sectors, not only power production (27% of carbon emissions), but also transportation (28%), manufacturing (22%), buildings (12%), and agriculture (10%). It also requires that the U.S. pay its “climate debt” as the world’s largest historical carbon emitter and destroyer of carbon-storing forests, wetlands, and soils. Paying that climate debt would not only be reparations to the Global South for deforestation and fossil fuel emissions by the rich capitalist countries, but also an investment in the habitability of the planet for everyone. This emergency transformation can only be met by an ecosocialist approach emphasizing democratic public enterprise and planning.

Instead, Biden’s plan features corporate welfare: subsidies and tax incentives for clean energy that will take uncertain effect at a leisurely pace in the markets. It does nothing to stop more oil and gas fracking and pipelines for more gas-fired power plants, or to shut down coal-fired power plants. Without out directly saying so, it is a plan to burn fossil fuels for decades to come.

The scale of spending falls pathetically short of what is needed to decarbonize the economy. An effective plan would not only reach zero emissions on a fast timeline. It would also move quickly toward negative emissions. We have to draw carbon out of the atmosphere because we are already well past carbon levels that are triggering dangerous climate change.

Biden’s stated goal of a 50% cut in emissions does not actually cut current emissions in half. His proposed 50% cut is from a baseline of 2005 when emissions were at their peak, not what they are today. Emissions were 6 GtC (gigatons of carbon dioxide) in 2005. Due to a leveling of electric power demand, a trend away from coal to wind, solar, and gas for electric power, and more energy-efficient vehicles, U.S. emissions were down 13% from 2005 by 2019 to 5.1 GtC and, due to the covid contraction, down 21% in 2020 to 4.6 GtC, although emissions are now soaring back up as the economy re-opens. Biden’s goal of 50% below 2005 is 3 GtC per year in emissions instead of 2.5 GtC if 2019 were the baseline, or 2.3 GtC if 2020 were the baseline.

Biden provided no explanation for how the U.S. will get to the precisely stated range of “50% to 52%.” 52% seems to be an arbitrary number pulled out of the air so he can say he is aiming for more than 50%. Greta Thunberg’s video prebuttal to the targets that were to be announced by Biden and the other 40 world leaders at his Earth Day Climate Summit saw right through the staged spectacle. “We can keep cheating in order to pretend that these targets are in line with what is needed, but while we can fool others, and even ourselves, we cannot fool nature and physics… Let’s call out their bullshit.”

The Impacts of Zero Emission Buses on the Transportation Workforce

TTD and our affiliated unions recognize the serious impacts from climate change and the severe consequences we face if we fail to respond with responsible measures that reduce our carbon footprint. Like automation, however, discussions about reducing our carbon footprint often focus on the potential benefits from new technologies, without looking at the entire picture and taking intentional steps to ensure that the impacted industries’ workers and the communities they live in benefit from technological change.

Advocates of automation and mobility-on-demand services, for example, often tout the exciting new job opportunities created by the technologies while turning a blind eye to the impacts those technologies have on the incumbent workforce, including job loss and life-long wage suppression. TTD’s views and concerns about the impacts of those technologies are detailed in our past policy statement, Principles for the Transit Workforce in Automated Vehicle Legislation and Regulations; comments on the Trump administration’s ill-advised AV 3.0 and AV 4.0 policies, as well as its so-called Automated Vehicles Comprehensive Plan; our report on the disastrous anti-worker policies and efforts to undermine public transportation by ride-hailing companies; and testimony by former and current TTD presidents Larry Willis and Greg Regan before the House Transportation and Infrastructure Committee.

Federal and local policies have long ensured that expanding public transportation access plays a key role in greenhouse gas reduction strategy. CO2 emissions per passenger mile are significantly lower on the existing fleet of diesel- and natural gas-powered bus transit vehicles than single occupancy vehicle trips. However, as the entire transportation industry seeks ways to continue reducing its carbon footprint, the move to zero-emission vehicles will continue to become a focus of federal, state, and local policies.

While the adoption of zero emission vehicles stands to make the transit sector an even stronger tool for reducing carbon emissions, years of underinvestment in workforce training combined with unfocused and sometimes non-existent policies on workforce support and training place tremendous strain on the incumbent workforce who may soon be asked to maintain complex electric infrastructure and vehicles. By way of example, at one major transit agency it was estimated that only 15% of bus mechanics have been trained to use a voltmeter, a basic diagnostic tool for electric engines. Without investment in worker training programs as a prerequisite for government support, transit agencies are likely to contract out this work leading to a large number of our existing mechanics seeing their jobs outsourced to lower-paying, lower-quality employers.

Furthermore, electric engines require fewer mechanics to maintain than their diesel and natural gas counterparts, which currently make up more than 99 percent of the domestic U.S. bus fleet. Policies that encourage or require a rapid transition to an all-electric fleet without an accompanying increase in transit service (which will serve to further reduce greenhouse gases) paired with strong labor protections will put tens of thousands of workers on the unemployment rolls.

For over 100 years, transportation workers, their unions, and their employers have worked together in the United States, bound by labor protections, to adopt and implement the extraordinary technological changes that have been the hallmark of this sector. Good, middle-class, union jobs must continue to be the focus for policymakers in the context of environmental technology, just as it has been for other innovations.

Freight Automation: Dangers, Threats, and Opportunities for Health and Equity

Created PHI’s Regional Asthma Management and Prevention, Moving Forward Network, Human Impact Partners and community partners, the report also provides recommendations for policies and programs that promote health and equity for frontline workers and fence-line communities.

Labor Principles for Transportation Electrification

The Labor movement stands united in our support for good, middle-class jobs, policies that address climate change, and safe transportation that brings equitable benefits to communities across the country. As our infrastructure evolves and adapts to new challenges, new technologies, processes, and business models meant to face these challenges must advance these goals. Today, our nation is grappling with the challenge of transitioning to zero-emission transportation vehicles and infrastructure over the next few decades.

We cannot let the Wall Street and multinational corporations alone decide how to move forward on these issues. While we will all continue to advocate for modal and union specific concerns, the undersigned unions have come together to adopt the following principles that will guide our policy advocacy, collective bargaining, and organizing efforts as we all work to reduce greenhouse gas emissions in our industries and advance racial and environmental justice.

Climate Emergency: A 26-Week Transition Program for Canada

This is a work of imagination. But the urgency of the crisis is real, the need for the suggested programs is real, and the data included in these proposals is real.

What could the government of Canada do if its Ministers, MPs and civil servants really understood the severity of the climate emergency, and the urgency of the need? This paper shows how we could target a 65% reduction in emissions by 2030 and 100% by 2040. It proposes 164 new policies and programs, financed by $59 billion a year in new investments, without raising taxes or increasing public sector borrowing. Impacts of the Reimagine Appalachia & Clean Energy Transition Programs for West Virginia

The COVID-19 pandemic has generated severe public health and economic impacts in West Virginia, as with most everywhere else in the United States. This study develops a recovery program for West Virginia that is also capable of building a durable foundation for an economically viable and ecologically sustainable longer-term transition.

In our proposed clean energy investment project, West Virginia can achieve climate stabilization goals which are in alignment with those set out by the Intergovernmental Panel on Climate Change (IPCC) in 2018—that is, to reduce CO2 emissions by 45 percent as of 2030 and to achieve net zero emissions by 2050. We show how these two goals can be accomplished in West Virginia through large-scale investments to dramatically raise energy efficiency standards in the state and to equally dramatically expand the supply of clean renewable energy, including solar, geothermal, small-scale hydro, wind, and low-emissions bioenergy power. We also show how this climate stabilization program for West Virginia can serve as a major new engine of job creation and economic well-being throughout the state. Scaled at about $3.6 billion per year in both private and public investments, the program will generate about 25,000 jobs per year in West Virginia. We also present investment programs for West Virginia in the areas of public infrastructure, manufacturing, land restoration and agriculture. We scaled this overall set of investments at $1.6 billion per year over 2021 – 2030, equal to about 2 percent of West Virginia’s 2019 GDP. We estimate that the full program would generate about 16,000 jobs per year in the state. Overall, the combination of investments in clean energy, manufacturing/infrastructure, and land restoration/agriculture will therefore create about 41,000 jobs in West Virginia, equal to roughly 5 percent of West Virginia’s current workforce.

The study also develops a just transition program for workers and communities that are currently dependent on West Virginia’s fossil fuel-based industries. It estimates that about 1,400 workers per year will be displaced in these industries between 2021 – 2030 while another roughly 650 will voluntarily retire each year. It is critical that all of these workers receive pension guarantees, re-employment guarantees, wage insurance, and retraining support, as needed. We estimate that generous levels of transition support for all workers will cost an average of about $140 million per year.

The study shows how all of these proposed measures can be fully financed within the framework of the Build Back Better infrastructure and clean energy investment program proposed by President Biden during his presidential campaign.

The COVID-19 pandemic has generated severe public health and economic impacts in Pennsylvania, as with most everywhere else in the United States. The pandemic is likely moving into its latter phases, due to the development of multiple vaccines that have demon-strated their effectiveness. Nevertheless, as of this writing in mid-January 2021, infections and deaths from COVID are escalating, both within Pennsylvania and throughout the U.S. Correspondingly, the economic slump resulting from the pandemic continues.

This study proposes a recovery program for Pennsylvania that is capable of exerting an effective counterforce against the state’s ongoing recession in the short run while also build-ing a durable foundation for an economically viable and ecologically sustainable longer-term recovery. Even under current pandemic conditions, we cannot forget that we have truly limited time to take decisive action around climate change. As we show, a robust climate stabilization project for Pennsylvania will also serve as a major engine of economic recovery and expanding opportunities throughout the state.

US Railroads should be Nationalized

The Road Towards a Carbon Free Society: A Nordic-German Trade Union Cooperation on Just Transition

This project, “The Road Towards a Carbon Free Society A Nordic-German Trade Union Cooperation on Just Transition”, is a collaboration between the Council of Nordic Trade Unions (NFS), the Friedrich-Ebert Stiftung (FES) and the German Trade Union Confederation (DGB).

Represented by the Council of Nordic Trade Unions (NFS) in the project are 13 national Trade Union Confederations within NFS, from five Nordic Countries: Denmark (FH, Akademikerne), Finland (SAK, STTK), Iceland (ASÍ, BSRB, BHM), Norway (LO-N, Unio, YS) and Sweden (LO-S, TCO, Saco).

About the reports

A total of six country reports on the Just Transition path of the participating countries (Denmark, Finland, Germany, Iceland, Norway, and Sweden) have been formulated.

Each contains an analysis of the climate policies, economic and societal consequences, an evaluation of the respective national instruments and offers European perspectives.

The main findings of the country reports are brought together in a synthesis. It features policy recommendations that aim to help guide the transition to a decarbonised society and an economy that is just and sustainable. The reports and their results are presented and discussed in a series of events nationally as well as in terms of Nordic and European cooperation and at the international level.

Synthesis

A Just Transition towards a carbon neutral future is the most urgent environmental, social and economic issue of our times. This project aims to develop strategies and requirements from a trade union perspective on how to manage the process to a carbon free society.

The participating labour organisations are united in their vision that this goal can only be reached if the social costs of this transition process are socially mitigated.

This means harmonising efforts to combat climate change with the aim of ensuring decent working and living conditions.

To this end, the participating labour organisations have not only analysed their respective countries’ transition path towards a fossil free future but have also formulated joint policy recommendations for the national and European arenas, jointly adopted by the NFS and the DGB in November and December 2020.

The ensuing discussions and debate have strengthened the cooperation and dialogue between the Nordic and the German trade union movements on common challenges and solutions.
