Essential and in Crisis: A Review of the Public Health Threats Facing Farmworkers in the US

On March 19, 2020, in the midst of a global pandemic, the federal government declared farmworkers “essential workers.”1 From California to New York, the same communities called upon to keep Americans fed during an unprecedented period of sickness and uncertainty also suffered some of the most horrific Covid-19 infection and fatality rates. While individuals across the country grappled with the devastating impacts of the Covid-19 pandemic, farmworkers throughout the United States (US) were among those the US government called upon to risk their health and the health of their communities in order to keep groceries on the shelves for millions of Americans.

Despite the government’s public acknowledgement of the essential role that farmworkers fill in our food system, farmworkers were denied the most basic public health protections. This incongruity was nothing new. Americans have long relied on the skilled and arduous labor of farmworkers to fuel our food system, while the US government and agricultural employers fail to provide protection or address systemic problems that make workers vulnerable to sickness.

Moreover, Covid-19 has only exacerbated existing inequities in our food system. Any future shocks to the US food system could leave farmworkers further exposed to exploitation and health risks. In this report, which is an update to the Center’s 2017 report, “Public Health, Immigration Reform, and Food System Change,” we review available research on a variety of public health threats that farmworkers face. We demonstrate how these health burdens are, in part, the result of laws, policies and practices that are intentionally designed to limit this workforce’s resources and recourse to fight against unsafe working conditions.

Ranking G7 Green Recovery Plans and Jobs: Can the UK boost its climate action and green job creation in line with its G7 peers?

This report ranks G7 countries’ green recovery and job creation plans. It shows how the UK is lagging behind its G7 peers, and the potential to do much more to expand green jobs and accelerate climate action.

The TUC’s ranking of all G7 countries’ green recovery and jobs investments shows that the UK comes sixth. Only Japan scores worse per person.

The UK’s green recovery plans remain only a tiny fraction of that in other G7 countries, despite the government’s flagship Ten Point Plan for a Green Industrial Revolution which purports to support the UK’s climate targets and establish UK world leadership in some areas of green technology. Scaled by population, the UK green investment plans are only 26% of France’s, 21% of Canada, 13% of Italy’s and 6% of the USA’s.

This means that the UK Prime Minister would need five Ten Point Plans to match Prime Minister Trudeau in Canada, eight Ten Point Plans to match Prime Minister Draghi in Italy, and sixteen Ten Point Plans to match President Biden’s in the US.

Label Before Labor: Fair Trade USA’s Dairy Label Fails Workers

Fair Trade USA released a new “Fair Trade Dairy” label in partnership with Chobani. It’s a program that has been opposed by farmworker and human rights organizations since it was first announced. Now that there is yogurt on the shelf, but still no final standard released, this report looks at the label claims and evaluates “Fair Trade Dairy” based on the available standards.

The critique focuses on three key areas:

  • Inadequate standards development process
  • Standards that are not fit for purpose
  • Lack of enforcement mechanisms

Finally, the report also reviews the rising tide of research that shows that corporate-developed and led certifications are inadequate and points instead to existing models that are better suited to defending workers’ rights and safety. Organized workers are pushing policy changes across the country, improving wages and winning vital workplace protections. And Worker-driven Social Responsibility programs are building power and supporting workers defending their rights and addressing the fundamental power imbalances in the food system.

The report concludes that:
“Corporate consolidation, trade policy, and other macro trends are squeezing farmers and workers in the dairy industry. To address the forces at work requires addressing the imbalance of power head on. If we are to envision a world where those at the top of supply chains are held accountable, we must support programs that are transformative. Instead of reinforcing existing systems of power, we should look to the leadership of those who have been protesting, leading, and advocating for their own communities for hundreds of years.”

Reducing new mining for electric vehicle battery metals: responsible sourcing through demand reduction strategies and recycling

This research investigates the current status and future potential of strategies to reduce demand for new mining, particularly for lithium-ion battery metals for electric vehicles. This study is focused on four metals which are important to lithium-ion batteries: cobalt, lithium, nickel and copper.

In order to meet the goals of the Paris Climate agreement and prevent the worst effects of catastrophic climate change, it will be essential for economies to swiftly transition to renewable energy and transport systems. At present, the technologies required to produce, store and utilize renewable energy require a significant amount of materials that are found predominantly in environmentally sensitive and often economically marginalized regions of the world. As demand for these materials increase, the pressures on these regions are likely to be amplified. For renewable energy to be socially and ecologically sustainable, industry and government should develop and support responsible management strategies that reduce the adverse impacts along the material and technology supply chains.

There are a range of strategies to minimize the need for new mining for lithium-ion batteries for electric vehicles, including extending product life through improved design and refurbishment for reuse, and recovering metals through recycling at end of life. For example, we found that recycling has the potential to reduce primary demand compared to total demand in 2040, by approximately 25% for lithium, 35% for cobalt and nickel and 55% for copper, based on projected demand. This creates an opportunity to significantly reduce the demand for new mining. However, in the context of growing demand for electric vehicles, it will also be important that other demand reduction strategies with lower overall material and energy costs are pursued in tandem with recycling, including policy to dis-incentivize private car ownership and make forms of active and public transport more accessible. While the potential for these strategies to reduce demand is currently not well understood; this report provides insights into the relative merits, viability, and implications of these demand reduction strategies, and offers recommendations for key areas of policy action.

Freight Automation: Dangers, Threats, and Opportunities for Health and Equity

Freight Automation: Dangers, Threats, and Opportunities for Health and Equity explores how automation in the freight transportation system affects the health of workers, communities, and the environment—and also how these effects will be inequitably felt by people with low incomes and communities of color. Created PHI’s Regional Asthma Management and Prevention, Moving Forward Network, Human Impact Partners and community partners, the report also provides recommendations for policies and programs that promote health and equity for frontline workers and fence-line communities.

Community Hearing on Transit Equity 2021: Findings and Recommendations

In February 2018, the Amalgamated Transit Union (ATU) partnered with the Labor Network for Sustainability to launch Transit Equity Day in honor of Rosa Parks’ birthday, which is on February 4. We chose to honor Rosa Parks for the role she played in the civil rights movement by refusing to give up her seat at the front of the bus and, in doing so, lift up transit as a workers’ rights, civil rights, and climate-justice issue.

Since its launch, Transit Equity Day has grown each year. In 2020, there were events in 50 cities and a social media explosion that brought attention to transit equity beyond just the participating locations. Just as important, a Transit Equity Network emerged through the process. Consisting largely of grassroots advocates, the network has grown and relationships have deepened both locally and nationally.

After the success of Transit Equity Day 2020, participants were ready to work together on a national initiative. We wanted to develop a stronger sense of unity and shared values. We sought to shape a broad vision of what we wanted from our transit systems across the nation. But rather than creating a vision document ourselves, the Transit Equity Network leaders wanted first to hear directly and collectively from transit stakeholders—riders, workers, families reliant on transit, and community activists—about their needs, frustrations, and hopes.

Then came the COVID-19 pandemic and, with it, a transit crisis. With ridership plummeting and state and local budgets imperiled, it became clear that transit was facing an existential threat. The pandemic laid bare the crisis of inequality and highlighted the essential need for transit. While thousands of workers in sectors not considered essential stopped using transit, millions of essential workers continued to need to get to their jobs: workers in healthcare, public service, food and agriculture and others continued to work to keep us safe and healthy. Many of these workers were in low-wage jobs and dependent on transit, but transit services were being cut and health and safety was not adequately addressed in many systems that remained in service. The dangers associated with the pandemic were exacerbated for unemployed and low-income riders who rely on transit to get to healthcare appointments, grocery stores, pharmacies, and other necessary retail establishments. The idea of holding a (virtual) community hearing on transit was born in this context. The crisis caused by the pandemic made it even more apparent that we needed to hear directly from transit riders and workers about how to address the crisis in the short-term and improve the system in the long-term. For Transit Equity Day 2021 we convened two days of live testimony–as well as pre-recorded testimony–over Zoom with hearing facilitators who came from the policy and social justice world, with Spanish interpretation and to the extent we were able, accommodations for the physically challenged.

This report is a summary of those hearings–rooted in the experience of workers and riders. We have tried to highlight recurring themes, distill the most salient points and remain faithful to the intent of the testimony. Transit riders and workers were very clear about the important role transit plays in their lives and in their community. At the same time, they identified problems with the current system and offered constructive solutions to address them. We structured each key theme of these findings in a similar fashion: 1) recognize the critical benefit of public transit to those who are most vulnerable; 2) identify the existing problems and inequities in public transit; 3) propose policy solutions to both fix and improve public transit.

Building the Civilian Climate Corps

As part of their COVID-19 recovery efforts, many governments continue to fund unsustainable infrastructure, even though this ignores the urgency of addressing climate change and will not secure longterm stability for workers.

Our analysis of studies from around the world finds that green investments generally create more jobs per US$1 million than unsustainable investments. We compare near-term job effects from clean energy versus fossil fuels, public transportation versus roads, electric vehicles versus internal combustion engine vehicles, and nature-based solutions versus fossil fuels.

Green investments can create quality jobs, but this is not guaranteed. In developing countries, green jobs can provide avenues out of poverty, but too many are informal and temporary, limiting access to work security, safety, or social protections. In developed countries, new green jobs may have wages and benefits that aren’t as high as those in traditional sectors where, in many cases, workers have been able to fight for job quality through decades of collective action.

Government investment should come with conditions that ensure fair wages and benefits, work security, safe working conditions, opportunities for training and advancement, the right to organize, and accessibility to all.

These false solutions distract from the real solutions that serve our most urgent needs in an alarming climate justice moment of no-turning-back. By uncovering the pitfalls and risky investments being advanced by disaster capitalists to serve the needs of the biggest polluters on the planet, Hoodwinked also provides a robust framework for understanding the depth of real solutions and how they should be determined. As a pop-ed toolbox, Hoodwinked promises to be instructive for activists, impacted communities and organizers, while providing elected officials with critical lenses to examine a complex, technocratic field of climate change policy strategies, from local to national and international arenas.

The second version of Hoodwinked in the Hothouse was released in 2009 as a pop-ed zine collaboratively produced by Rising Tide North America and Carbon Trade Watch with the Indigenous Environmental Network and a number of allied environmental justice and climate action organizers leading up to the 2009 United Nations climate conference in Copenhagen (COP 15). During that mobilization and in years since, this zine has played a major role in raising awareness across climate movements around the world – both helping frontline organizers in their fights against destructive energy proposals and shifting policy positions of large non-governmental organizations.

With the proliferation of false solutions in the Paris Climate Agreement, national and subnational climate plans, the third edition of Hoodwinked in the Hothouse aims to provide a resource that dismantles the barriers to building a just transition and a livable future.

It is critical that the clean energy economy not repeat the mistakes of the dirty fossil fuel economy that it is seeking to replace. The pivot from internal combustion engines towards electric vehicles provides an unprecedented opportunity to develop a shared commitment to responsible mineral sourcing. We can accelerate the renewable energy transition and drive improvements in the social and environmental performance of the mining industry by reducing overall demand for new minerals, increasing mineral recycling and reuse, and ensuring that mining only takes place if it meets high environmental, human rights and social standards.

This report is designed to inform downstream battery metal users of key environmental, social, and governance issues associated with the extraction and processing of the three battery metals of principal concern for the development of electric vehicles and low-carbon energy infrastructure—lithium, cobalt and nickel—and to offer guidance on responsible minerals sourcing practices. This report reflects and summarizes some of the key concerns of communities impacted by current and proposed mineral extraction in hotspots around the world: Argentina, Chile and the United States for lithium, Papua New Guinea, Indonesia and Russia for nickel, and the Democratic Republic of Congo for cobalt.
