Understanding and Responding to the Changing Nature of Work in the Bay Area

New technologies, accelerating climate change, shifting migration patterns, changes in economic and political norms, and a host of other trends are likely to impact—and indeed already are impacting—key features of work and employment, including management relationships, the types of jobs available, compensation patterns, and other issues that shape the day-to-day lives of working people.

This report presents a framework for understanding why and how work is changing in the San Francisco Bay Area. It provides a scan of strategies that Bay Area workers, communities, businesses, educators and elected leaders are deploying to address changes, and offers a suggested rubric for evaluating the potential effects of such strategies.

In the Bay Area and Silicon Valley, a global epicenter of innovation and extraordinary wealth, low-income communities and communities of color struggle with crises in housing and economic stability, and climate change makes itself felt through increasingly destructive wildfires. If Bay Area funders, advocates, policymakers, and worker organizations ever hope to realize quality, empowered jobs for all, we must be able to articulate how work is changing and identify the systemic interventions that will push change to benefit working people.

Resilient Societies or Fossil Fuel Bailouts?

The COVID-19 crisis poses a threat to people’s health, their jobs and their lives, and like all crises, exacerbates already existing inequalities. Trillions in public finance will be needed to get through the current pandemic. This briefing outlines why continuing to rely on fossil fuels, in particular oil and gas, is not compatible with long-term recovery. It does not make sense to use the COVID-19 stimulus packages to try to revive a sunsetting industry which will not deliver on economic recovery, only to shut it down a few years later to meet climate goals.

Governments now face a choice: fund a just transition away from fossil fuels that protects workers, communities, and the climate — or continue funding business-as-usual toward climate disaster. Governments should invest in a green recovery that protects and creates long lasting jobs, resilient economies and accelerates climate action. This briefing details why this is the most effective route for recovery and lays out the dos and don’ts for governments in their response to the current crisis.

Key Recommendations (DO’s):

  • Ensure national and international equity and a just transition is at the heart of any government response to the current crisis.
  • Protect workers and communities affected by the crisis, including those in the oil and gas sector, and create long-lasting green jobs by investing in resilient infrastructure and emerging low carbon industries that will continue to create jobs for decades.
  • Ensure Green New Deal frameworks provide the basis for stimulus packages to help rewrite the social contract in a people-centered response to the current crisis. 
  • End fossil fuel subsidies and finance and ensure any carbon price reflects climate and equity imperatives in order to ensure renewables remain competitive and incentivize efficient energy use in light of low oil prices while supporting a just transition.
  • Introduce oil and gas production caps as a first step to limiting emissions. The world is running out of storage capacity and production limits are needed to ensure a managed decline of the industry.
  • Make decision-making processes and response measures transparent in order to allow public scrutiny.
  • Bring the oil and gas industry into public ownership in the right circumstances, as it may be the most straightforward path to ensure a just transition for workers and communities and a managed phase-out.
  • Link any support provided to the industry to a requirement to align with climate goals and plan for a managed decline.
  • Ensure the polluter pays principle is upheld. Broadly speaking, over the past few decades, the financial rewards of the industry have been privatized, while the risks have been socialized.

Key Pitfalls to Avoid (DON’Ts):

  • DON’T bail out oil and gas companies or increase fossil fuel subsidies.
  • DON’T bail out other polluting industries, such as the aviation and shipping industries.
  • DON’T continue the construction or operation of fossil fuel infrastructure at the expense of the health of workers and communities.
  • DON’T roll back existing policies or regulations, or extend licensing agreements.
  • DON’T delay responses to the climate crisis amid the flurry of immediate priorities. If anything, the current pandemic has shown that a crisis demands a timely response to prevent it from escalating further.

While the fossil fuel sector may struggle to return to business as usual, without policies aimed at emerging from the crisis with a cleaner energy system, surviving companies may be in a position to capitalize on rising oil prices as the cycle turns. There are currently no safeguards against a future price spike and subsequent return to the volatile boom-bust cycle. This briefing advises governments to adopt recovery measures that will ensure a just transition off oil and gas, accelerate climate goals and build resilient societies, and center people instead of corporate executives and shareholders — all while tackling today’s parallel health, economic, and climate crises at once.

Take the Plant Save the Planet (pamphlet)

On November 26, 2018, General Motors announced a number of plant closures in North America, the largest of which was in Oshawa, Ontario. The Oshawa facility, once the largest auto complex on the continent, was to end all its assembly operations by the end of 2019.

The issue is not simply a matter of bringing the environmental movement and the labour movement together; each must be transformed if the sum is to be more than the currently limited parts. The environmental movement must raise itself to a new level by concretely engaging the working class and the labour movement must escape what for it has become an existential crisis. The threats and opportunities of the environmental crisis offer a chance for labour revival, but only if this incorporates a renewed approach to organizing, struggle, radical politics, and the maximization of informed membership participation.

A Green Stimulus to Rebuild Our Economy

As a nation we face three converging crises: the COVID19 pandemic and the resulting economic recession; the climate emergency; and extreme inequality.

Unemployment is rising at the fastest rate since the 2008 crash, and could eventually reach 20% — twice as high as the Great Recession. We need immediate and sustained intervention to protect people’s health and economic well-being, with a special focus on the most vulnerable. We must also begin planning our economic recovery in a way that protects us from the impact of climate change and lifts up workers and frontline communities.

Many other groups are focused on the emergency stimulus package to stabilize our economy, on preventing harm in an equitable way — which we fully support — so this letter focuses on the longer-term challenge of jumpstarting economic recovery and transitioning to a more sustainable economy. The question isn’t whether we will next need a major economic recovery stimulus, but what kind of stimulus should we pursue? In response we, climate and social policy experts in academia and civil society, have developed a menu of solutions that would collectively comprise a Green Stimulus.

The United States confronts the danger of an economic stimulus that restores — or even deepens — our reliance on fossil fuels. This danger comes from explicit proposals to bail out the fossil fuel sector and roll back workers’ rights, and also from generic general stimulus policies that do not take climate into account. Indeed, infrastructure spending as usual — e.g. highway expansion — will lock in more carbon pollution for decades. We can avoid these problems by crafting a recovery that accelerates the creation of a 21st century green economy.

Thus, we propose an ambitious Green Stimulus of at least $2 trillion that creates millions of family-sustaining green jobs, lifts standards of living, accelerates a just transition off fossil fuels, ensures a controlling stake for the public in all private sector bailout plans, and helps make our society and economy stronger and more resilient in the face of pandemic, recession, and climate emergency in the years ahead. This stimulus should be automatically renewed annually at 4% of GDP per year (roughly $850 billion) until the economy is fully decarbonized and the unemployment rate is below 3.5%. A Green Stimulus would make short-term interventions, restructure political and economic power towards workers and communities, and build toward deep long- term change.

Most of the physical work proposed here cannot begin immediately. We must focus on halting the spread of deadly illness. However, we can do all the preparatory work now to make green projects “shovel ready.” Right now, legislative action as well as planning work, done safely through online channels, including public debate and consultation, can ensure that physical projects can commence as soon as it is feasible to restart major in-person work across the economy.

This preparatory phase must include building up capacity within existing federal, state, and local government agencies (and chartering new ones as necessary) to help manage the implementation phase of this stimulus. In the weeks ahead, the government will undoubtedly pass further stimulus measures. At each step, we must push for that stimulus to be green.

Our proposal for a Green Stimulus is aligned with the “5 Principles for Just COVID-19 Relief and Stimulus,” as put forward by over 300 environmental, justice, labor, and movement organizations: (1) Health is the top priority, for all people, with no exceptions; (2) Provide economic relief directly to the people; (3) Rescue workers and communities, not corporate executives; (4) Make a down payment on a regenerative economy, while preventing future crises; and, (5) Protect our democratic process while protecting each other.

Additionally, our proposal is grounded four key strategies, cutting across industrial sectors and bureaucratic domains:

  • Create millions of new family-sustaining, career-track green jobs in clean energy expansion, building retrofits and sustainable homebuilding, local food economies, public transit maintenance and operations, electric appliance and vehicle manufacturing, green infrastructure construction and management, local and sustainable textiles and apparel, and partnering with existing pre-approved apprenticeship programs to bring more low-income and workers of color into good union jobs;
  • Deliver strategic investments — like green housing retrofits, rooftop solar installation, electric bus deployment, rural broadband development, and other forms of economic diversification — to lift up and collaborate with frontline communities, including communities of color, Indigenous communities, low-income communities, communities that have suffered disinvestment, and communities that have historically borne the brunt of pollution and climate harm;
  • Expand public and employee ownership by leveraging existing public agencies and assets (including public transit agencies, local housing authorities, public school districts, and electric co-ops), taking equity stakes in companies receiving substantial direct investment (including the airline, fossil fuel, and cruise industries), and conditioning strategic aspects of the stimulus package on worker self- determination measures and cooperatives; and,
  • Make rapid cuts to carbon pollution consistent with keeping global warming as close as possible to 1.5 degrees Celsius, as the climate science tells us is required to limit further climate breakdown, and protect salaries, benefits, and retirements of fossil fuel workers.

An Emergency Jobs Program for an Emergency Green New Deal

This is the second of a series of commentaries proposing an Emergency Green New Deal. The first, “As Workers Fight Coronavirus, They Are Laying the Basis for an Emergency Green New Deal,” describes the need for emergency employment to meet the coronavirus crisis and the economic devastation it is bringing to American workers; tells how worker action on the job, in the community, and in the political arena is already addressing that need; and explains how their action can be the start of an Emergency Green New Deal. This commentary lays out a practical plan for a Green New Deal Work Program that can start right now addressing the emergency needs of the coronavirus era and can develop into a program to provide jobs for all who want them helping fix the damage done by the coronavirus and creating a just transition to a climate-safe economy.

On March 19, New York activist and student Erik Forman wrote, “I spent some of today doing deliveries with a volunteer crew of unemployed Uber drivers, mostly to elderly people living in public housing developments.” He asked for a small amount of funds to continue this work and scale it up, and “build momentum for emergency funds to pay for home delivery of meals as a public utility in the crisis.”[1]

That is a microcosm of what we as a society need to do in the face of the coronavirus pandemic – and the economic pandemic that is following hard on its heels. We need to apply the central premise of the Green New Deal – put people to work doing the things we as a society need. It is time to start an emergency jobs program based on that principle. Such a program is necessary to protect against the coronavirus. It is necessary to meet the wave of layoffs that has already begun. And it is necessary to solve the deep crises of climate change and inequality that will still face us when the coronavirus wave eventually subsides.

The coronavirus layoffs have started. According to an NPR/Marist poll, 18% of households have already reported someone being laid off or having hours reduced because of the epidemic. It was 25 percent for those earning less than $50,000.[2] In New Jersey, 15,000 people applied for unemployment benefits on a single day, a twelvefold increase over normal levels; in Rhode Island applications went from 10 one week to 6,282 the next. The U.S. Travel Association projects 4.6 million jobs lost this year in the travel industry alone.[3] Secretary of Treasury Steven Mnuchin warned Republican Senators behind closed doors that without emergency government action the unemployment rate could reach 20% — more like the Great Depression of the 1930s than anything we’ve known since.[4]

In less than a week our government has allocate ed $1.5 trillion to save Wall Street and is proposing another trillion or more for a bailout that will leave most people with nothing except possibly a week’s wages ($1000 per family in Trump’s current proposal) in their pockets. So far the big bucks – trillions of them – are going to protect Wall Street. Programs for fossil fuel and airline industries appear to be on the way. While coronavirus legislation is pending, its main provision to help regular people – sick leave – turns out to exclude 80 percent of workers. Proposals are being made for extended unemployment compensation, healthcare for all, and sending checks to all American families. So far, however, there have been few proposals to deal with the mass joblessness that will follow the pandemic.

When the coronavirus is finally defeated we will face economic devastation that is likely to take years to repair. And we will still face the unrepaired damage of decades of climate crisis, growing inequality, and racial injustice.

In Coronavirus Fight, Workers Are Forging an Emergency Green New Deal

This is the first of a series of commentaries on the Green New Deal. It argues that in the face of government and employer failure, workers and communities must take the lead to protect ourselves and each other from the coronavirus and its economic and social impacts. It proposes an emergency program to do just that. Funny – it looks a whole lot like a do-it-yourself Green New Deal.

The coronavirus pandemic threatens all of us. People are scared, and rightly so. But when we look to our government officials and employers, whose responsibility it is to provide protection in an emergency, what do we find? In the words of the National Nurses United – a union whose members are risking their lives every day on the frontlines of the coronavirus pandemic — “Federal, state, local, and employer efforts to fight the coronavirus” are “outrageous” and “ineffective.”

At least until those in authority get their act together, we need to start protecting ourselves and each other – not only as individuals, but collectively. Call it a “do-it-yourself Green New Deal.”

The core idea of the Green New Deal is to put people to work meeting our needs. So far the GND has been aimed primarily at challenging climate destruction and inequality. But our most urgent need right now is to protect against COVID-19 and the devastating impacts it will have on our communities and our jobs. The government isn’t doing it. Our employers aren’t doing it. So, if it is going to be done the people have to do it ourselves. We can take the core idea of the GND and start applying it right now. That means an “Emergency People’s Green New Deal.”

Let’s start by looking at the emergency needs that have to be met. Then we can look at the human resources we have to meet them. Finally, we’ll look at the social and political process we need to make it happen.

Scotland's Just Transition Commission Interim Report

1.1 The Just Transition Commission was established by Scottish Ministers to advise on how just transition principles can be applied to climate change action in Scotland. Our remit is to prepare practical recommendations within two years of our first meeting, meaning our final report is due to be shared with Ministers by January 2021. We have been asked for recommendations that will help support action to:

  • maximise the economic and social opportunities that the move to a net-zero economy by 2045 offers
  • build on Scotland’s existing strengths and assets
  • understand and mitigate risks that could arise in relation to regional cohesion, equalities, poverty (including fuel poverty), and a sustainable and inclusive labour market

1.2 This report has been prepared as a result of a request from the Cabinet Secretary for Environment, Climate Change, and Land Reform asking for interim advice to inform the updated Climate Change Plan. We hope this document can be helpful in this regard.

1.3 We held our inception meeting at the start of last year, when we agreed a work plan and an approach to collecting evidence. Since that initial meeting, we have travelled the country speaking to a range of stakeholders regarding the challenges and opportunities of transitioning to a net-zero economy. This has included a variety of activities, such as consideration of written evidence, discussions with experts, engagement events and site visits.

1.4 While we have been carrying out this programme of work, we are very aware that public concern over the impact and response to climate change has never been higher. There have also been important changes on the policy front. With this in mind, there are a number of developments that we can point to as being broadly positive in terms of delivering a just transition to a net-zero economy in Scotland.

Union Members Support Coal Phase Out at Levin Terminal in Richmond

We are rank-and-file union members who support Richmond’s proposed ordinance to phase out coal and pet coke export from the city.

Others supportive of the ordinance who were present at the December 3rd meeting of the Richmond City Council, include members of unions representing nurses, educators,  and city and county workers. 

The Richmond City Council has been debating an ordinance to phase out coal and pet coke transport from the Levin Terminal over three years. It will finally come to a vote on Tuesday, January 14. We support this ordinance, and Richmond residents’ demands, because we support healthy, vibrant communities with clean air that are free from coal dust.

We also support good, well-paying jobs – union jobs – and the right to bargain collectively and organize for ourselves and our communities.  And we support full employment and a just transition for all workers displaced by the rapid transition away from fossil fuels toward clean and renewable energy that can protect us from climate disaster.

As union members, we call on other union members to oppose the fossil fuel corporations’ agenda -- which callously divides workers, community members and environmentalists -- so that we can’t effectively fight for our common interests and protect the health and safety of our families.

We ask all people to be fully part of the fight for protecting and expanding green union jobs. We all must work for a commitment to a just transition that goes beyond vague support.

We can have good jobs, healthy communities and environmental justice. With real unity, we can halt the power of the oil and coal industries to pollute our neighborhoods, and to pollute our planet.

The Green New Deal offers us a way forward. At the local, state and national level, it is our best strategy for jobs, community health and climate justice. A poll by Data for Progress shows that 62% of working union members favor a Green New Deal, while only 22% are in opposition. We want the collective voice of union workers to reflect this sentiment.

While just transition is a strategy to fully compensate and retrain workers displaced from the fossil fuel economy, the task at Levin Terminal is simpler. The workers can retain their jobs, their wages and benefits. They can retain their representation by the Operating Engineers and the other unions. By shifting terminal operations to handling materials that are compatible with community health and a sustainable world, their jobs can be sustained as well.

We commit ourselves to joining with community health and climate justice activists to create one or more viable fleshed-out plans to change the materials that are stored and shipped at the terminal.  At UC Berkeley alone, there are many resources, including the Labor Center, that could help hone this plan.

We ask Levin and the unions to commit to ongoing meetings with the Richmond community and to work in good faith to make this transition happen.  We also ask Levin to withdraw the threat that they made at the Dec. 3 City Council meeting that they would litigate if the ordinance passed. After all, this ordinance doesn't call for an immediate ban, and it includes an option to return to the council if replacement commodities genuinely cannot be found.

The Richmond City Council voted to push the vote on the ordinance to this Tuesday.  The clock is ticking, and the health and safety of the people here in our community is at stake. How much longer will workers and Richmond residents have to endure the worst air quality in the Bay Area?

Regenerative & Just 100% Policy Building Blocks Released by Experts from Impacted Communities

The 100% Network launched a new effort to bring forward and coalesce the expertise from frontline communities into the Comprehensive Building Blocks for a Regenerative and Just 100% Policy. This groundbreaking and extensive document lays out the components of an 100% policy that centers equity and justice. Read the full report here.

Last year 100% Network members who are leading experts from and accountable to black, indigenous, people of color (BIPOC) and frontline communities embarked on a collective effort to detail the components of an ideal 100% policy. The creation of this 90-page document was an opportunity to bring the expertise of their communities together.

The Building Blocks document was designed primarily for frontline organizations looking to develop and implement their own local policies with a justice framework. Secondly, is to build alignment with environmental organizations and intermediary groups that are engaged in developing and advocating for 100% policies. The overall goals of the project are to:

  • Build the capacity of BIPOC frontline public policy advocates, so that impacted community groups who are leading, working to shape or just getting started on 100% policy discussions have information on what should be included to make a policy more equitable, inclusive and just
  • Align around frontline, community-led solutions and leadership, and create a shared analysis and understanding of what it will take to meet our vision for 100% just, equitable renewable energy.
  • Create a resource to help ensure equity-based policy components are both integrated and prioritized within renewable energy/energy efficiency policies. 
  • Build relationships across the movement between frontline, green, and intermediary organizations to create space for the discourse and trust-building necessary to move collaboration forward on 100% equitable, renewable energy policies. 

Climate Activists Can’t Afford to Ignore Labor. A Shuttered Refinery in Philly Shows Why

In the early morning hours of June 21, 2019, a catastrophic explosion tore through the Philadelphia Energy Solutions (PES) oil refinery in the southwest section of Philadelphia. The training and quick thinking of refinery workers, members of United Steelworkers Local 10-1, averted certain disaster and saved millions of lives. One month later, on July 21, PES declared bankruptcy—their second in as many years—and began to close down the refinery in the following months, laying off almost 2,000 people with no meaningful severance. According to workers who spoke with In These Times, the refinery stopped running crude oil in early August, although there are fewer than 100 workers who were kept on as caretakers for the waste water and steam generating units.

The fire on June 21 and the mass layoffs that followed impacted more than just the physical site of the refinery and the workers who made it run. It also ignited a debate throughout the city about what would become of the refinery site, which has been in operation for more than 150 years. On the one hand, the explosion underscored the dangers the refinery posed to the community immediately surrounding it, and the city as a whole. On the other, the subsequent closure of the refinery meant that workers were suddenly out of work, with no plan from PES or city officials of how to put them back to work.

This debate, while focused on Philadelphia, reflects much larger questions roiling supporters of a Green New Deal: how to ensure a just transition for fossil fuel workers who lose their jobs, and how to build bonds between unions looking out for their members, and climate organizers trying to stop fossil fuel extraction. Interviews with community organizers trying to curb the refinery’s toxic pollution, and workers laid off from the refinery, indicate that the answers are not easy, but require listening to workers, many of whom are already thinking about climate change—and forced, right now, to deal with the hardships of losing their jobs. In the words of Jim, a former worker who requested only his first name be used due to fear of retaliation, “Fossil fuels need to be phased out aggressively. That being said, I’m in the industry. You can’t just allow the people in that industry to become like the coal miners, just floundering.”
