Book Review: Eat Like a Fish; My Adventures as a Fisherman Turned Restorative Ocean Farmer

Eat Like a Fish: My Adventures as a Fisherman Turned Restorative Ocean Farmer (2019: Knopf Publishing), is a personal, autobiographical account by Bren Smith, a one time, working class fisherman and native of Newfoundland turned pioneer of regenerative ocean agriculture.

In his early adult and working life, Smith experienced all the horrors of capitalist fishing industry, including its deeply detrimental effects on workers, the environment, and consumers. After much trial and error, mostly error, and after many wrong turns in life, he learned methods of regenerative ocean farming.

Regenerative ocean farming involves growing seaweed & kelp in poly cultures vertically in small cubic volumes of water. It also can include shellfish and other aquatic species which clean toxins out of the ocean, diversify and increase biomass, and restore once dead zones. If done on a massive scale, they can be a major (if overlooked) solution to climate change which produces food, creates livelihoods, and restores the ocean environment.

The clean energy transition will create a lot of jobs — for men

The investment in climate action from the Inflation Reduction Act will help create millions of jobs. But experts say changes are needed for women to reap those benefits.

Congress is poised to pass the Inflation Reduction Act, which includes $369 billion for climate action — what experts are calling the largest investment to combat climate change in U.S. history. It passed the Senate on Sunday and is expected to go to a vote in the House later this week. 

While it still falls short of the $500 billion Democrats were initially seeking for climate action, and includes some giveaways for fossil fuel companies, climate activists on the whole see it as a positive step. It’s expected to cut greenhouse gas emissions by 40 percent by 2030, through tax credits that incentivize solar and wind manufacturing and the production of electric cars, among other provisions. 

The influx of funding to combat climate change will add to the $1 trillion from the Bipartisan Infrastructure Law passed in November, which laid the groundwork for a clean energy transition through investments in the national grid, clean buses for schools, electric vehicle chargers, access to clean drinking water and public transit. Combined, the two pieces of legislation are predicted to create millions of jobs, many in the trades — for electricians and construction workers — and in the automotive and transportation industries. 

But without recruitment work and industry overhaul, most of those jobs will likely go to men.

According to the latest numbers released by the U.S. Department of Energy, women make up just 25 percent of the energy industry workforce, and when you drill down to where a lot of the job creation will come from in a clean energy transition and in infrastructure upgrades, the numbers look even more bleak. For example, women make up just 4 percent of the construction workforce. 

This is also where the opportunity lies to bring women — particularly women of color, who are disproportionately represented in low-paying jobs — into industries where wages can sustain a family, and where the educational barrier to entry can be low, said Marina Zhavoronkova, a senior fellow for workforce development at the left-leaning Center for American Progress. 

The Inflation Reduction Act Has Passed

The fossil fuel industry, the Republican Party, conservative fossil-fuel Democrats, and right-wing ideologues combined to block the climate, labor, and social justice programs of the Green New Deal and Build Back Better resulting in compromise legislation, the Inflation Reduction Act. 

Passage of the IRA, despite its drawbacks and limitations, is the most significant climate legislation ever passed into law. It could represent a huge opportunity for the labor-climate movement to shape the significant federal subsidies provided for non-fossil energy development, manufacturing, and for consumers. It will create an estimated 1 to 1.5 million jobs. It includes very modest funding to address pollution in frontline communities.

But the power of the fossil fuel industry and its allies was still enough to gut important parts of a program for climate, jobs and justice – and to add provisions that promote injustice and climate change. The legislation includes only one-quarter of the investment necessary to meet the Paris climate goals and prevent the worst consequences of global warming. It allows much of its funding to be squandered on unproven technologies that claim to reduce greenhouse gas emissions but whose primary effect may simply be to permit the continued burning of fossil fuels – and enrich their promoters. 

It allows increased drilling for fossil fuels, especially on federal lands. It allows drilling and pipeline construction that will continue to see areas like the Gulf Coast and Appalachia turned into de facto “sacrifice zones” where expanded fossil fuel infrastructure will devastate the environment – and the people. It does not guarantee that the jobs it creates will be good union jobs. It makes no “just transition” provisions for workers and communities whose livelihoods may be threatened by the transition to a climate-safe economy. 

The Inflation Reduction Act can provide the basis for an unprecedented people’s mobilization for climate, labor, and justice. That is what it will take to provide a sustainable future for our environment and a fairer economy.

Workers, Look Out: Here Comes California’s Phony Green New Deal

California politicians never tire of touting the state’s leadership on climate issues. But how much of it is bullshit, to borrow the Anglo-Saxon technical term recently popularized by former U.S. Attorney General Bill Barr?

Some East Bay and SF DSAers got very interested when we learned that the California Air Resources Board (CARB) was holding a one-day hearing on a 228-page draft plan for California’s transition to a green future. The 2022 Scoping Plan Update, to be adopted later this year, aims to be the state’s key reference document to guide legislators and administrations in remaking the California economy over the next two decades. We turned on our bullshit detectors and prepared for the worst. CARB did not disappoint.

The state is currently committed to two major climate goals: (1) to reduce greenhouse gas emissions to 40 percent below 1990 levels by 2030 and (2) to achieve “carbon neutrality” by 2045. These are hardly adequate goals in the eyes of science-based climate activists, but California officialdom is taking them seriously, at least seriously enough to commission a state agency to map out a master plan to reach them.

And there’s the rub. Charged with the outsized responsibility of devising a roadmap to a Green California, CARB’s staff came up with a technocratic vision that caters to the powerful, seems designed to fail, and pays virtually no attention to workers whose world will be turned upside down by “rapid, far- reaching and unprecedented changes in all aspects of society” required to limit global overheating to 1.5ºC. Despite copious lip service to environmental justice, CARB’s draft also ignores the critiques and questions put forward by CARB’s own Environmental Justice Advisory Committee (EJAC), assembled to give CARB input and feedback as the state’s master plan takes shape.

“The state’s 20-year climate policy blueprint is a huge step backward for California,” commented Martha Dina Arguello, EJAC’s co-chair and executive director of Physicians for Social Responsibility-Los Angeles. “The plan on the table is grossly out of touch with the lived reality of communities that experience suffocating pollution and doubles down on fossil fuels at a time when California needs real climate solutions.” 

The idea that an air quality regulatory agency like CARB could come up with a viable plan for a societal transformation on the scale of the Industrial Revolution is absurd on its face. To do this without extensive involvement of labor would seem to doom the project entirely. Yet CARB plowed ahead without any significant input from labor. Result: the only union mentioned in CARB’s draft plan is the European Union.

We searched the draft plan in vain to see if it addressed any of the key questions from labor’s point of view:

What is the green future for California’s workers? How shall we provide for workers and communities that depend on the fossil fuel economy as major industries are phased out? What would a green economy look like, what are green jobs, how can we create enough good green jobs to meet demand, and what public investments will be required?

Instead of answering questions like these, CARB’s draft plan promotes a bevy of false solutions to reach California’s already inadequate targets. CARB’s depends on the state’s problematic cap-and-trade carbon trading scheme as well as carbon capture and storage (the favored scam of the oil industry) and hydrogen (the favored scam of the gas industry). The draft gives the nod to 33 new large or 100 new peaker gas-fired power plants. Missing: cutting petroleum refining, oil extraction, and fracking; banning new fossil fuel infrastructure; degrowing military and police budgets; and committing more resources to education, mass transit, healthcare, and housing. Instead of proposing an economy of care and repair to replace the old fossil fuel economy, CARB offers electric cars and more pipelines.

Far from providing a roadmap to a green future, CARB has come up with California capitalism’s most ambitious response yet to the radical ecosocialist Green New Deal that the world needs and we are fighting for.

Transforming Transportation–from Below

People are acting at the local and state level to create jobs, reduce greenhouse gas pollution, and equalize transportation by expanding and electrifying public transit, electrifying cars and trucks, and making it safe to walk and bike. It’s a crucial part of building the Green New Deal from Below.

More than a quarter of greenhouse gases [GHGs) emitted in the US come from transportation – more than from electricity or any other source.[1] Pollution from vehicles causes a significant excess in disease and death in poor communities. Lack of transportation helps keep people in poor communities poor.

Proposals for a Green New Deal include many ways to reduce the climate, health, and inequality effects of a GHG-intensive transportation system. “Transit Oriented Development” (TOD), “smart growth,” and other forms of metropolitan planning reduce climate-and-health threatening emissions while providing more equal access to transportation. Switching from private vehicles to public transit reduces GHG emissions by more than half and substantially reduces the pollution that causes asthma and other devastating health effects in poor communities. Changing from fossil fuel to electric vehicles also greatly reduces emissions. Expanded public transit fights poverty and inequality by providing improved access to good jobs. And expansion of transit itself almost always creates a substantial number of good, often union jobs. Every $1 billion invested in public transit creates more than 50,000 jobs.[2]

Plans for a Green New Deal generally include substantial federal resources to help transform our transportation system.[3] The 2021 “bipartisan” Infrastructure Investment and Jobs Act provided $20 billion over the next five years for transit projects. But meanwhile, efforts at the community, local, and state level have already started creating jobs reducing transportation pollution – models of what we have called a Green New Deal from Below.[4]

These Green New Deal from Below programs are often characterized by multiple objectives – for example, protecting the global climate, improving local health, providing jobs, and countering inequality. And they often pursue concrete ways to realize multiple goals, such as “transit-oriented development” that builds housing near transit to simultaneously shift travel from cars to public transit and to expand access to jobs and urban amenities for people in low-income communities.

Bridgeport CT Schools Seek Climate Safety for Teachers, Kids

Local initiatives around the country are advancing the goals of the Green New Deal and Build Back Better. A good example is the Bridgeport Carbon Free & Healthy Schools campaign. The campaign was launched May 14 at Bridgeport Public Schools’ Volunteer Day, where members of the building trades, teachers, parents, and students worked to make improvements to a Bridgeport school.

An opinion article in the Connecticut Post by Bridgeport superintendent of schools Michael Testani explained why these groups have joined to fight for Carbon Free and Healthy Schools:

The climate crisis and extreme weather events contribute directly to the well-being of our faculty, staff and students. We’ve seen the impact of the climate crisis on Bridgeport when floods from Tropical Storm Irene in 2011 and Hurricane Sandy in 2012 revealed the city’s vulnerabilities and damaged homes, businesses and public school buildings.

We can conduct energy audits and get students involved through an apprenticeship program so they can assist in the modernization of their own schools. We can expand our rooftop solar initiative, build solar carports, install fuel cells, address the battery shortage in some of our schools, upgrade the boiler systems, provide EV charging stations, and invest in small-scale wind demonstration projects.

Not only are these projects good for the environment, they are good for the city’s budget. Renewable energy and energy efficiency projects will save the city and the district money that can be reinvested in after-school and summer programs, in addition to the recruitment and hiring of highly qualified teachers.

On Inflation and Working Class Struggle

On Saturday 18th of June, (there was) a national TUC demo in London, and as part of the build up, we were invited to sit on a panel hosted by the People’s Assembly called ‘Wages Up, Bills Down, Tories Out’. We were joined by six other panelists from the RMT, Bristol Co-operative Alliance and the Tribune, Bristol Trades Council and the NEU, the TUC and PCS, the Green and Labour Councillors for Ashley Ward, and the Secretary for Unite South West, who chaired the meeting.

Below is the transcript of the input from one AngryWorkers comrade about the current crisis, followed by a report from a comrade on the meeting in general.

I work as a housekeeper at Southmead hospital and I am a GMB rep there. I previously worked for several years in warehouses and food factories. I can see every day how people who earn around the minimum wage are struggling more.

I think we’re in a crisis in more ways than one. It’s a cost of living crisis, yes. It’s also coinciding with a long-running crisis of working class organisation and militancy (e.g. the fact that NHS workers can’t even enforce an actual pay rise, despite all the public support and the fact that we slogged our guts out in the pandemic, says a lot). And it’s also a crisis of the system where there aren’t any obvious answers.

The four-day work week has captivated media headlines internationally, with different countries piloting programmes in the Global North. Seventeen companies have signed up to commit to a pilot programme in Ireland. Thirty companies in the UK are taking part in a new pilot. Workers will maintain one-hundred per cent productivity for eighty per cent of their time.[1] Belgium has given workers the right to request a four-day work week with no loss of pay, effectively condensing their five day work week into four days. This has rightfully attracted criticism, as working time has not reduced, but workers get to maximise their stress levels by working nine and a half hours per day.[2] The central theme of many global campaigns is that the implementation will look different in varying sectors, rosters and working arrangements. The campaign’s main aim is for a shorter working week with no loss of pay and challenging the dominant narrative that long hours equate with greater productivity.[3]

The key demand of socialists has long been a shorter working week with no loss of pay. Karl Marx in Capital describes how the hours that make up the working day mean different things to employees and employers. Workers put in their time to afford the basic necessities in life. Employers buy labour-power, and the value is determined by working time. Any labour-power beyond what is required to produce the necessities of life is surplus-value that employers get for free. It is not necessary for us to work long hours to produce what is needed, but instead employers maximise their profits by taking our surplus value. Marx notes that “the history of capitalist production, the determination of what is a working-day, presents itself as the result of a struggle, a struggle between collective capital, i.e., the class of capitalists, and collective labour, i.e., working-class.”[4]

There are many examples of struggles over shorter working hours throughout history. The eight-hour working day in the Global North was not granted because of benevolent employers or lobbying politicians, but fought for and won through struggle. In 1856, Australian Stonemasons who were working harsh ten hours days walked off their job and eventually won an eight-hour day.[5] The same story was echoed in struggles internationally, with workers taking a collective stand for their pay and conditions. Eleanor Marx, who was a founder of the GMB Union in 1889, fought and won an eight hour workday for gas workers. On May Day in 1890, she also played a crucial role in organising the Hyde Park protest in London. This protest gathered hundreds of thousands of people with the key demand of an eight-hour workday.[6]

Labour movement agendas in conflict over decarbonisation pathways

The Just Transition concept has sought to avoid socially unjust means and consequences of a low-carbon transition. Alternatives could provide the basis for a common agenda of the labour movement. Yet trade unions have had divergent perspectives on decarbonisation pathways, especially as regards the potential role of technological solutions. 

Such conflict has focused on Carbon Capture & Storage (CCS). This is favourably called ‘carbon abatement’ or pejoratively called a ‘technofix’. As one reason for US trade-unions supporting CCS and thus the fossil fuel industry, often they have achieved relatively greater job security and wages there; such gains may seem jeopardised by substituting renewable energy.

UK CCS agendas focus on the prospect to decarbonise natural gas into hydrogen. This agenda unites the UK ‘energy unions’ with their members’ employers, as a cross-class alliance for a CCS fix. From a critical perspective, this seeks to accumulate capital by perpetuating natural gas, while undermining or delaying its renewable competitors.

Trade-union divergences have arisen in many ways. For a Just Transition, ITUC has advocated phasing out ‘unabated coal’, implying that coal with CCS could continue indefinitely. In the name of climate justice, the TUC has advocated CCS as a means to continue fossil fuels within a ‘balanced energy’ policy. By contrast, according to the PCS, CCS ‘is not yet a proven technology at scale’, and we don’t have the luxury to wait; it counterposes a strategy of energy democracy.

Such political divergences within the labour movement have arisen around Just Transition proposals at TUC conferences, likewise around agendas for a Green New Deal. In 2019 these were promoted within the US Democratic Party and UK Labour Party. Both underwent internal conflicts over decarbonisation pathways, expressing conflicts within the labour movement.
