The Climate Contradictions of Gary Smith

In agreeing to be interviewed by the Spectator under the title the folly of Net Zero GMB General Secretary Gary Smith lets his members down; not least because remarks like these from a leading trade unionist help give Rishi Sunak encouragement to accelerate his retreat from the government’s already inadequate climate targets.

The phrase “the folly of Net Zero” makes as much sense as “the folly of getting into the lifeboats when the ship is sinking”

Difficulties in making a transition to sustainability does not mean that making it isn’t essential, and the faster we move the less damage is done. We can see that damage all around us even now. 

Gary doesn’t seem to get this, any more than Rishi Sunak does, and he latches on to some of the same lines as the PM does, albeit with a more pungent turn of phrase. To go through these point by point, quotes are either directly from Gary Smith or the Spectator.

To Beat the Heat, 'We Can't Rely on Management. We Have to Keep Each Other Safe'

The death of UPS driver Chris Begley, 57, who collapsed in August while making a delivery in 103-degree Texas heat, was no isolated incident.

Monitoring co-workers for signs of heat exhaustion has become a routine feature of the job, says fellow driver Seth Pacic, a shop steward in Begley’s union, Teamsters Local 767.

Pacic has learned to discern over the phone when a co-worker needs to find air conditioning ASAP—and when they’re deteriorating so badly that he should call paramedics and brave management’s wrath.

The problem is that managers are always trying to speed workers up, and reluctant to call an ambulance because they report those numbers to higher-up management.

When a supervisor reached Begley, they offered him medical attention—but he refused it, so they took him home. “Therein lies one of the biggest problems: these supervisors aren’t trained in what to do about heat,” Pacic said.

“You can’t trust people when they say they’re ok. Because of the nature of heat exhaustion, your mental acuity is first thing to go. You get really foggy-minded.

“People get single-minded on trying to get home and get into the AC; they almost get fixated. That can be really dangerous if they push through, trying to get done with their day—or a supervisor pushes them.”

Four days after Begley’s collapse, he took a turn for the worse. He was taken to a hospital and life-flighted to another, where he died of massive organ failure.

Pacic wonders if IV fluids right away could have saved Begley’s life. Pacic himself has overheated on the job three times, and says his recovery took two days when he got IV fluids—versus two weeks when he didn’t.

Last year management allowed another driver, Pacic’s friend, to drive himself home despite heatstroke so bad he was vomiting; he totaled his car and sustained a brain injury. Another UPS driver was already in the same ICU.

Pacic believes air conditioning in the delivery truck would have saved his friend. When you overheat you’re supposed to seek out a “cool zone,” like an air-conditioned library or McDonald’s. But those are few and far between in sprawling residential areas.

AC in the truck would mean “a rolling cool zone that follows you wherever you go.”

The year before that, a 23-year-old driver died outside a Waco facility after overheating and wandering in circles. He had never clocked out, but rather than go look for him, management apparently falsified his timecard to close out the shift. His worried mother eventually came looking.

After great fanfare and consulting with Gatorade and Nike, earlier this year UPS issued everyone cooling sleeves and hats.

Miami-Dade nears final approval for nation’s first county-wide heat standard for outdoor workers

Farmworkers and construction workers in Miami-Dade County secured a historic victory this month when the County Commission Community Health Committee approved a heat standard for outdoor workers. If the full Board of County Commissioners (BCC) approves the bill, it will mark the first heat standard for workers in the nation. Hundreds of outdoor workers, faith leaders, labor unions, and health care professionals attended the Sept. 11 Community Health Committee meeting where the decision was being heard. 

The proposed Miami-Dade Heat Standard as part of WeCount!’s ¡Que Calor! campaign includes a heat exposure safety program for workers and their supervisors about the risks of heat exposure and best practices for minimizing heat-related illness. The standard also states that on days with a heat index of at least 90 degrees, workers have a right to 10 minutes of paid rest and a water break every two hours to cool down under shade and avoid heat stroke. If passed, the county will enforce labor protections and support employers and workers with implementing heat safety protocols that can prevent heat-related illness and save lives. 

“Sometimes [the managers] don’t let you drink water because if you drink water, you go to the bathroom, and they don’t let you go to the bathroom,” said Mariola, a farmworker and organizer with WeCount! who asked to withhold her last name to protect her identity. “If the boss is watching, they start yelling at you. That is the problem we have here.”

Mariola has worked at different plant nurseries in Homestead, Florida, for 17 years since she immigrated from Guatemala. She works 12 hours straight in the grueling sun for $11 an hour. Mariola said there are no trees or shady spots to seek refuge from during the work day.

“When you’re at work, there’s nowhere for you to go if you’re fainting or feel dizzy in the sun,” she said.

Mariola said she was fired from a plant nursery a year ago for seeking shade under a tree that was far away from the nursery. 

“They fired me from my job because I couldn’t take it anymore,” Mariola said. “I felt dizzy, and I didn’t know if it was the sun. I went to look for a tree far away, and I went to drink water. But when the owner of the company arrived, he told me to go home and that there was no more work for me …There [was] no law. But if there is a law, they will obey; how can they not?”

Special interests from the construction industry attended the meeting to attempt to block the law, but the overwhelming support from the farmworker and labor communities outnumbered them.

Unite: Plan to delay ban on petrol car sales is ‘kicking the can down the road’

Unite general secretary Sharon Graham said: “Kicking the can down the road on petrol car sales is no substitute for a proper industrial strategy setting out a just transition to net zero. Instead, we get ever more uncertainty for workers, industry and consumers from a government that deals in piecemeal policies delivered on the hoof.

“If Rishi Sunak was truly motivated to deliver for working people and communities, he would be putting forward a serious plan to bring down costs and boost critical industries, such as automotive and energy, as well as safeguarding jobs in exposed sectors.

“For automotive this strategy should include repurposing combustion supply chain businesses and reskilling workers for electrification as well as clarifying the status of hybrid cars after the ban. It should also contain a programme for installing charging points across the entire road network, cutting costs by bringing energy into public hands and investment in critical industry infrastructure and tech, such as green hydrogen and gigafactories.”

Labor Rise members helped organize a contingent of rank-and-file union members to join hundreds of other demonstrations in the End Fossil Fuels march and rally in Sacramento, California, on Sunday, September 17, 2023. We marched under the banner of Labor Network for Sustainability, a national organization building Labor/Climate movement solidarity. The Sacramento action was one of many in the United States during the international week of action to end fossil fuels. In New York City, where the United Nations gathered for meetings on climate, 75,000 people marched.

Progressive Groups Unveil 'Rural New Deal' to 'Reverse Decades of Economic Decline'

"A Rural New Deal is urgently needed to build and rebuild local economies across rural America, reverse 40 years of wealth and corporate concentration, restore degraded lands, reclaim land and ownership opportunities for those whose land was taken by force or deceit, and ensure that communities and the nation can and do meet the basic needs of its people."

That's the opening line of a report released Tuesday by Progressive Democrats of America (PDA) and the Rural Urban Bridge Initiative (RUBI), which recognizes that "for too long, we've neglected, dismissed and underinvested" in rural U.S. communities, and offers "a broad policy blueprint to help steer progressive priorities" in such regions.

"Addressing the problems and concerns of rural America, isn't just the right thing to do, it is essential for the health of our nation. Progressives have ignored rural for too long," said PDA executive director Alan Minsky in a statement. "The Rural New Deal will change that."

Blue hydrogen: Not Clean, Not Low Carbon, Not a Solution

Blue hydrogen hype has spread across the U.S., spurred by the billions of dollars of government funding and incentives included in the 2021 Bipartisan Infrastructure Law (BIL) and the 2022 Inflation Reduction Act (IRA). The fossil fuel industry promises that blue hydrogen, produced from methane or coal, can be manufactured cleanly and contribute to climate change mitigation measures. As we demonstrate in this report, the reality is that blue hydrogen is neither clean nor low-carbon. In addition, pursuing it will waste substantial time that is in short supply and money that could be more wisely spent on other, more effective investments for reducing greenhouse gas emissions in the immediate future.

In short, fossil fuel-based “blue” hydrogen is a bad idea.

Blue hydrogen’s environmental benefits rest largely on the assumptions baked into a Department of Energy (DOE) model named GREET (Greenhouse Gases, Regulated Emissions and Energy use in Transportation) that is the congressionally mandated evaluation tool for U.S. hydrogen projects. Due to a set of unrealistic and flawed assumptions, the model significantly understates the likely greenhouse gas intensity associated with blue hydrogen production.

Among the key shortcomings:

  • It assumes an upstream methane emission rate of just 1%. This is far less than recent peer-reviewed scientific analyses have found and what has been demonstrated by numerous airplane and satellite surveys.
  • It uses a 100-year Global Warming Potential (GWP). This significantly understates methane’s environmental impact in the short term, since its 20-year GWP is more than 80 times that of carbon dioxide (CO2).
  • It does not include any estimate (either over 20 or 100 years) for the global warming impact of hydrogen, which works to extend the lifetime of methane and increase its atmospheric abundance. Hydrogen also has a 20-year GWP more than 30 times that of CO2.
  • It does not include a full life cycle analysis (LCA) of all the emissions from the blue hydrogen production process. In particular, downstream emissions from the produced hydrogen and the generation of the electricity needed to compress, store and transport the hydrogen to the ultimate user(s) are excluded.
  • It includes overly optimistic assumptions about the effectiveness of carbon capture processes.

Using more realistic numbers shows blue hydrogen to be a dirty alternative. For example, if we change just two variables—using methane’s 20-year GWP and a more realistic 2.5% methane emission rate—the carbon intensity of blue hydrogen calculated by GREET jumps to between 10.5 and 11.4 kilograms of CO2e/kgH2 (kilograms of carbon dioxide equivalents emitted per kilogram of hydrogen). This is between two and three times the 4.0 kg CO2e/kg hydrogen Clean Hydrogen Production Standard (CHPS) established by Congress and the DOE. Note that these already very high carbon intensity figures still reflect DOE’s overly optimistic assumption that hydrogen production facilities will capture at least 94.5% of the CO2 they produce. They also exclude the impact of downstream hydrogen emissions.

If more conservative assumptions are used, reflecting: 1) more realistic carbon capture rates; 2) downstream leakage of the hydrogen produced; and 3) downstream CO2e emissions from the production of the electricity needed to fully compress, store and transport the hydrogen to the site where it will be used, then blue hydrogen gets even dirtier, with a carbon intensity more than three times as much as the DOE’s clean hydrogen standard.

Given these results, IEEFA is extremely concerned that the current blue hydrogen hype is going to result in the funding of projects that exacerbate climate change and lock in our reliance on fossil fuels for decades. For this reason, we have undertaken a series of analyses into the emissions from blue hydrogen production based on current scientific knowledge of methane emissions and hydrogen leakage rates and the existing status of carbon capture and sequestration (CCS) technologies. This report focuses on the production of blue hydrogen from methane; a subsequent report will examine hydrogen from coal gasification.

A Rural New Deal

A Rural New Deal is urgently needed to build and rebuild local economies across rural America, reverse forty years of wealth and corporate concentration, restore degraded lands, reclaim land and ownership opportunities for those whose land was taken by force or deceit, and ensure that communities and the nation can and do meet the basic needs of its people. This document proposes ten pillars essential to a Rural New Deal, each with a modest amount of detail about specific policies in order to understand what implementation of the pillar might look like.

At the heart of a RND is the recognition that rural places are fundamentally different from urban and suburban areas, not only culturally and politically, but physically. They are “rural” because they are expansive and land-based. This does not mean that all efforts to rebuild rural economies and communities should revolve around farming or other land-based sectors. However, it does mean that land-based (also including rivers, lakes and oceans) enterprises must still play a central role in rural development, even as internet access, virtual work and the tech sector grow in importance.

While rural and urban places are fundamentally different, they are also deeply intertwined. Many farmers, fishers, foresters and other rural businesses have come to rely on urban markets and in some cases, capital to sustain them. On the other hand, towns and cities need healthy, functioning rural communities for their food, fiber, energy and clean water, indeed for their very survival. Yet for too long, we’ve neglected, dismissed and underinvested in the people that provide these essential goods along with critical ecological services. This has caused great harm to rural communities and it has undermined our collective health and resilience as a nation. Rebuilding and renewing supportive social and economic connections across rural and urban lines, empowering rural people and communities, moving away from extractive relationships of the past, is the course we must chart together.

Fight for Safety, Own the Shop Floor

Earlier this year, on the Ford stamping line in Buffalo, sewage started pouring onto the floor. Careless managers had shut down a pump to install new equipment and caused a deluge.

The workers didn't work meekly through the dizzying stench. They shut down their line, fast. And they did it with so much unity that their manager decided not to fight back.

That collective action didn't come out of nowhere. Over the last few years, Auto Workers at Local 897 have built a fighting safety culture.

They elected new local officers who turned “militant” into a badge of honor. Members stopped the line when poorly routed forklifts dropped metal sheets near workers. They got four managers fired with safety grievances and shop floor confrontations.

“We put fear into the company,” says longtime Ford Buffalo worker Ryder Littlejohn, “Now, we walk through the floor, it’s like the Red Sea parting.”
