Green Competences for trade unionists: a case-based approach

The importance of education in promoting sustainable development has been widely recognised by the international education community. Crucial to enabling individuals to confront new challenges, education thus plays a vital role in achieving sustainable development. It provides people with the necessary knowledge, values, and attitudes to address emerging and key sustainability development issues such as climate change, sustainable consumption and production, preservation of biodiversity or poverty reduction.

Sustainable development topics can be taught at all levels of education, from primary to adult education, whether formal, informal or non-formal. More and more trade union organisations across the world are incorporating sustainability education in their training offerings, thus playing an essential role in promoting sustainable development.

However, the fundamental question remains: how can trade unionists be trained to promote sustainable development? This guide aims to address this fundamental question.

Building an Equitable, Diverse, & Unionized Clean Energy Economy: What We Can Learn from Apprenticeship Readiness

With this report, the CJI addresses another core aspect of tackling the dual crises of climate change and inequality: ensuring that frontline, historically underserved communities have expansive, effective pathways into high-quality union clean energy careers. The Inflation Reduction Act and the Infrastructure Investment and Jobs Act have brought increased attention to two important clean energy workforce questions. First, does the U.S. have enough trained workers to meet the demands of the clean energy economy? And second, how do we ensure that the clean energy workforce is diverse and inclusive? This report responds to both of these questions by showing that there are model programs across the U.S. that create pathways for underserved communities into apprenticeship readiness, union apprenticeship programs, and ultimately, good union careers. This study, as well as our many years of experience in the field, have taught us that there is no simple or easy solution to creating or scaling successful pathways.

These pathways exist in an ecosystem of essential and interdependent actors that must be focused on the common goal of building a diverse, equitable and unionized clean energy workforce. Key actors and components include: union-led climate coalitions advocating for bold, equitable climate action; policymakers implementing ambitious, jobs-led climate policy; strong labor and equity standards that ensure clean energy jobs are good union jobs; high-quality union apprenticeship programs that pay apprentices well and make sure that the clean energy workforce is highly-skilled and well-trained; trusting partnerships between labor unions, environmental justice organizations, community groups, employers, MWBE contractors, government, and academic institutions; and the focus of this report, high-quality apprenticeship readiness programs that provide participants with the support they need to successfully enter union apprenticeship.

They will feed us! A people’s route to African food sovereignty

African agriculture and food systems are evolving in an increasingly volatile context, impacted by climate change, conflicts, fragile and iniquitous globalised food systems, successive food crises, and unaddressed structural causes. Africa is one of the first victims of existing global inequalities, with a generally subordinate economic position, a limited voice in political decisions affecting the continent and its nations, and an extremely unequal distribution of the costs and benefits stemming from the exploitation of natural resources. In this context, the 2021 UN Food Systems Summit (UNFSS), widely denounced by people’s movements around the world as undemocratic and illegitimate, sought to kickstart a global process towards “food system transformation” and urged countries to develop their own “national pathways” for achieving this goal. The Dakar 2 – ‘Feed Africa Summit’ in January 2023, sponsored by the African Development Bank, also enjoined countries to present “national compacts” emphasising private sector investment.

African governments are calling for an end to dependence on food imports. However, instead of supporting peasant agroecology and territorial markets, they often favour a “modernisation” approach, focusing on investment in specialised crops and zones, privileging privatised seeds and so-called modern technologies, relying heavily on foreign private investment and promoting export-oriented value chains. The national pathways designed by African governments within the framework of the UNFSS, like the national compacts presented at the Dakar 2 Summit, could further reinforce this trend. This is why African peasant’s organisations (POs) and civil society organisations (CSOs) have decided to conduct their own autonomous assessment of these developments.

What is the Toolkit?

Protect’s Environmental Whistleblowing Toolkit is a practical and legal guide to raising environmental concerns. Drafted with help from trade unions, lawyers, Non-Governmental Organisations and journalists, it offers guidance on whistleblowing in the workplace to help you raise concerns safely and with maximum impact.

The Toolkit includes information on what may constitute an environmental concern, practical guidance on how and where to raise environmental concerns and information on what legal rights you may have when raising environmental concerns.

Why speak up on environmental concerns?

Climate change has already caused irreversible damage to our planet and we hear daily about the risks of pollution to our rivers and waterways, greenwashing and loss of biodiversity. If we are to prevent further environmental damage, we need to use every tool in the box. Speaking up – or whistleblowing – is one of these tools.

By providing information and exposing wrongdoing, whistleblowers can help ensure that organisations are accountable for their climate impact and action is taken to prevent or mitigate environmental harm.

How can you use the Toolkit?

The Toolkit is designed to be a guide if you are thinking about blowing the whistle. It covers all topics and issues that you may need to think about when raising or escalating an environmental concern. The Toolkit is interactive and allows you to review the content that is most relevant to your situation. Whistleblowing can be risky and we would recommend that you seek advice from Protect’s free and confidential Advice Line before raising concerns.

California Workers’ Climate Bill of Rights

Climate change is forcing a massive restructuring of our economy; a worker-led transition provides a once- in-a-lifetime opportunity to reshape our economy for working people and our communities while limiting climate dangers. Labor rights are a climate solution: we must increase workers’ voice on the job in all sectors through unionization, and invest in our public sector to build the democratic, clean, green economy we need. Massive investments in our infrastructure, agriculture and public sectors are moving us towards meeting California’s climate goals and can create a million new union jobs for pipefitters, carpenters, manufacturers, electricians, cable layers, public transit operators, agricultural workers and others. Expanding the public services our communities need to cope with extreme weather and climate disasters will create jobs for nurses, care workers, public sector workers and more, while providing new opportunities for workers who have been trapped in low-wage jobs.

A worker-led transition means fighting to support fossil-fuel dependent workers and communities, including wage and pension guarantees and retraining, rather than leaving it to the whims of the oil CEOs to dictate the terms of the transition. From West Virginia to Los Angeles, we have seen how unplanned closures and economic shifts have devastated workers and the communities where they live.

Transition is inevitable, but economic and racial justice are not. If labor takes the lead, we have a historic opportunity to grow the labor movement and create a cleaner, more equitable, and climate-safe economy that provides high-road, family-sustaining, union jobs.

Green New Deal Justice—from Below

Almost by definition Green New Deal projects simultaneously address climate protection, worker empowerment, and justice. This Commentary will look at Green New Deal projects and networks that emerged from discriminated-against communities and put issues of justice front and center.

While the Green New Deal is often thought of as a program for climate and jobs, justice has been a central element from its very beginning. The initial Green New Deal resolution proposed by Alexandria Ocasio-Cortez included as a core aim to “promote justice and equity by preventing current and repairing historic oppression to frontline communities.” That included:

  • providing resources, training, and high-quality education, including higher education, to all members of our society, with a focus on frontline communities, so they may be full and equal participants in Green New Deal projects;
  • directing investments to spur economic development, as well as deepen and diversify industry in local and regional economies and build wealth and community ownership, prioritizing high-quality job creation and economic, social, and environmental benefits in frontline communities and deindustrialized communities that may otherwise struggle with the transition;
  • ensuring democratic and participatory processes that are inclusive of and led by frontline communities and workers to plan, implement and administer Green New Deal projects at the local level;
  • obtaining the voluntary, prior, and informed consent of Indigenous peoples for all decisions that affect them, honoring all treaties with Indigenous peoples, and protecting and enforcing the sovereignty and land rights of all Indigenous peoples.[1]

While much of the Green New Deal program has been stymied at the national level, communities, cities, and states have been going ahead to develop their own Green New Deals – what I have called in this series of Commentaries the “Green New Deal from Below.” Typically they involve a strong emphasis on the justice objectives of the Green New Deal. For example:

  • The Boston Green New Deal launched PowerCorps BOS, a green jobs program designed to serve “the dual purpose of creating job opportunities for our young adults” while “protecting our city from the ravages of climate change and enhancing quality of life for all residents.”
  • The Los Angeles City Council passed an ordinance requiring new buildings to be all-electric. Gloria Medina, executive director of SCOPE LA, said this ordinance is “about Black, Brown and Indigenous community members at the forefront. This is their win.” Chelsea Kirk, policy analyst at Strategic Actions for a Just Economy, said, “We think this is a super important, logical first step that allows us to make progress in our net-zero carbon goals as outlined in the Green New Deal.”
  • The Illinois Clean Jobs Coalition designed a participatory process called “Listen, Lead, Share” to write a climate, jobs and justice law “written by communities for communities.” The Illinois Climate and Equitable Jobs Act, described by one journalist as a “Green New Deal for Illinois,” includes a wide range of programs embodying Green New Deal justice programs. For example, it provided that the first fossil fuel plants to be shut down will be those nearest to low-income and marginalized communities; $80 million allocated for Clean Jobs Workforce Network Hubs run by local organizations in 13 of the state’s low-income communities to deliver outreach, recruitment, training, and placement for climate jobs; travel stipends, work clothes, tools, and/or childcare for training and incubator program participants; program to train people currently in prison and place them in clean energy jobs; and a Clean Energy Jobs and Justice Fund to pay for projects in low-income and marginalized communities.

While virtually all Green New Deal from Below-style programs include a strong social justice component, some of them have emerged from and primarily represent the demands of people of color and frontline communities. They are the subject of this Commentary.

Green New Deal in the Cities, Part 2: Need and Opportunity

As Part 1 of “The Green New Deal in the Cities” demonstrated, cities have enormous opportunities to establish Green New Deal-type programs – and an enormous need to do so. Worldwide, cities produce more than 70% of carbon emissions. US cities are marked by extremes of climate change vulnerability and extremes of wealth and poverty. And as shown by this series’ accounts of the Green New Deals in Boston, Los Angeles, and Seattle, cities have the capacity to realize much of the Green New Deal program of creating jobs and justice by protecting the climate.

Unfortunately, in many cities that capacity is not being used. Each year the research organization the American Council for an Energy Efficient Economy issues a “City Clean Energy Scorecard,” which has become a principal resource for tracking clean energy plans, policies, and progress in large US cities. Its 2021 report found that, of the 100 cities surveyed, 63 had adopted a community-wide greenhouse gas (GHG) goal; 38 had released enough data to assess progress toward their goals; and only 19 cities were on track to achieve their near-term GHS goals. Of the 177 new clean energy actions they reviewed, 38% related to adoption of a clean energy plan, partnership, goal, or governmental procedure. 34% were designed to improve energy efficiency of buildings. 28% promoted clean energy infrastructure. Less than 20% were equity-driven initiatives.

The Scorecard identified leading cities across five policy areas:

Community-wide initiatives: Seattle, San Jose, Denver, and Washington, D.C. have set GHG reduction goals; adopted strategies to mitigate the heat island effect; and pursued community engagement with historically marginalized groups.

Buildings: Denver, New York, and Seattle have established stringent building energy codes and requirements for energy performance in large existing buildings.

Transportation: San Francisco, Washington, D.C., and Boston have instituted location efficiency strategies, more efficient modes of transportation, transit and electric vehicle infrastructure investments, and have used transportation planning to reduce the isolation of historically marginalized communities.

Energy and water: Boston and San Jose have effective energy efficiency programs; programs to decarbonize the electric grid and reduce GHG emissions; and programs to simultaneously save water and energy.

Report on LNS Just Transition Convening

Over July 21st and 22nd, the Labor Network for Sustainability hosted a two-day convening in Denver, Colorado entitled: “The State of Transition: Lessons from Colorado and Beyond!” LNS convened labor, climate, environmental justice, and social movement allies to broaden and deepen an understanding of existing just transition efforts and to gain insights on how we can better support labor-climate organizing on the ground. 

Native nations, women in construction, scientists, teachers, Black parents advocating for clean air, ski patrollers, and many others attendees from a range of unions, sectors, and communities came to share their experiences, learn from each other, and educate LNS on critical topics such as: how different types of labor are being affected by the transition; the legacy and continued struggle of Indigenous and frontline organizing for environmental justice; and how public funding to implement green projects is being organized for by unions and community organizations. Union workers and officials from locals representing many sectors of work in Colorado attended, including IBEW, SEIU, AFSCME, LIUNA, SMART-TD, and many more. 

During the convening, it became clear that Colorado workers and surrounding communities have made incredible strides toward a renewable energy economy and a just transition. But it was also clear that there is much left to do, both for transitioning fossil fuel workers, but especially for Indigenous and frontline environmental justice communities still being too often marginalized and their urgent needs delayed. Challenging but important truths were surfaced about the lack of inclusion and meaningful collaboration between the labor movement and the environmental justice movement. As the private sector is infused with billions in taxpayer dollars to boost the energy transition, one big takeaway from the convening has been that de-siloing our movement spaces, and meaningfully addressing the needs of all stakeholding communities, is absolutely critical to building the people power necessary to win the urgent change we need. 

Blueprint Issued for Chicago Green New Deal

On July 6, newly elected Mayor Brandon Johnson’s transition team provided the city plan for a “Chicago Green New Deal.” Mayor Johnson, a longtime Chicago teacher and union organizer, ran a social justice campaign stressing the disproportionate impacts polluting industry and changing climate have on communities of color and low-income neighborhoods. 

The environmental justice subcommittee of the mayor’s transition committee included 25 members from business, civic, social justice, and community-based organizations. Its recommendations focused on a Green New Deal for Chicago, a framework meant to serve “as guiding principles for our efforts to realize a cleaner, healthier, more just, and sustainable city.” Major goals include:

  • Ensure effective environmental justice oversight and responsiveness
  • Fully resource a new Department of Environment with a focus on environmental justice
  • Achieve a Green New Deal for water
  • Secure a just transition to an equitable, decarbonized Chicago
  • Guarantee utilities are provided in a fair, equitable and affordable manner with an investment emphasis on communities facing the greatest utility burden
  • Achieve a Green New Deal for schools 

The environmental justice recommendations also emphasized the need for job opportunities for communities in clean energy transition and other environmental efforts like accelerating lead service line replacement and electrification of buildings.

Jung Yoon, a co-chair of the environmental justice subcommittee and campaign director at Grassroots Collaborative, a coalition of community and labor organizations, said,

The framing is intentionally political and intentionally bold about using a frame of a Green New Deal to address environment and climate justice issues. I think there is a lot of excitement around how Chicago, as the third-largest city, can really pave the way to show what a Green New Deal in action can look like in our city so we can address current environmental and economic and racial disparities in a sustainable future.

Help for Fossil Fuel Communities

The federal government is launching a series of Rapid Response Teams (RRT) to help communities impacted by recent or impending closing of fossil fuel facilities.

RRTs are intended to work with energy communities who have experienced a recent or approaching fossil fuel facility closure to address worker and community needs using existing federal resources. RRT members work with community members to identify economic transformation and revitalization goals, figure out ways to pursue those goals, and make the connections between programs across the federal family and up and down levels of government. RRTs aim to understand the needs of communities and work to make sure barriers to meeting those needs are smoothed over.

The RRT program was initiated by the Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization. There are four existing RRTs in Wyoming, the Four Corners, the Illinois Basin and Eastern Kentucky. “Each region has a unique set of challenges the RRTs aim to address, including workforce training, economic diversification, reclamation of legacy energy assets, broadband access, infrastructure improvements and more.” So far RRT locations have been chosen by identifying the regions with the highest loss of coal assets and with inadequate financial and local community resources to address those losses.
