Learning From Rosa Parks on Transit Equity Day

This past Saturday, Feb. 4th, 2023, was Transit Equity Day, “a collaborative effort of several organizations and unions to promote public transit as a civil right and a strategy to combat climate change…” organized by Labor 4 Sustainability.

For Transit Equity Day 2023, the People’s Transit Alliance held a canvass of transit riders in Downtown Berkeley to discuss what improvements could be made to the bus system, the planned service redesign, and the importance of transit workers and riders building power together.

Labor 4 Sustainability chose Feb. 4th, Rosa Parks’ birthday, in order to honor her legacy as a civil rights icon, and her courageous action taken on a segregated bus on December 1, 1955. Those of us raised in the United States know the story of Rosa Parks, and her refusal to give up her seat to a white passenger.

What is less well known is her long history as an organizer for the NAACP, her radical politics, and her lifelong commitment to fighting white supremacy in the United States. 

The People’s Transit Alliance wishes to share this neglected side of Rosa Parks’ story. As we organize in her name, we must disrupt the whitewashed version of her life that is taught in schools, and used by politicians and corporations to maintain the very systems of oppression that she spent her life fighting against.

ITUC report shows big economic returns for modest investment in infrastructure, the care economy and the green economy

The study simulated the impact that public spending increases in the care economy, the green economy, and infrastructure could have across eight countries.

The report shows that a repeated annual increase in public spending by 1% of GDP within these three sectors would yield major economic returns that exceed the initial level of investments made. The findings reveal that:

  • Investing an extra 1% of GDP in the care economy over five years would yield an average GDP increase of more than 11%, as well as a 6.3% increase in total employment levels.
  • An extra 1% of GDP investment in the green economy over five years would yield an average GDP increase of 10%, as well as a 7.5% increase in total employment levels.
  • An extra 1% of GDP on infrastructure investment over five years would increase both employment and GDP levels by 12% on average.

Owen Tudor, ITUC Deputy General Secretary, stressed: “The lingering employment effects of Covid-19, as well as a rapidly changing world of work, have underscored the urgency of addressing employment deficits and inequalities. Governments must step up their investments to support the creation of quality jobs – especially in strategic sectors that are good for both people and the planet including care, infrastructure and the green economy.”

At the global level, trade unions are calling for the creation of 575 million jobs and the formalisation of at least one billion informal jobs by 2030, to enable delivery of the United Nations’ 2030 Agenda commitment for full employment and decent work under Sustainable Development Goal 8.

Railroad Nationalization Must Be Part of the Green New Deal

In December, Congress and the Biden Administration forced a deal on railroad workers and stripped them of their right to strike. This made two things clear: how draconian the private freight railroads are to their workers, and yet how essential they are to the functioning of the country. Equally, private railroads are not only essential to the economy, but to the climate. Transportation is responsible for more greenhouse gas emissions than any other sector, including electricity generation. Within transportation, among the modes primarily used for freight (trucks, rail, and boats), railroads were responsible for only 7% of emissions despite carrying 27% of cargo (in ton-miles). Despite being a net reducer of emissions by taking trucks off the roads, the private railroads are avowed enemies of climate action. Afraid of losing their lucrative coal-hauling traffic, the same four railroads who Congress acted on behalf of have spent millions to lobby against climate action and deny climate change. Capitalists who bankroll climate deniers own the most important system of low-carbon infrastructure on the continent.

The effects of the existing freight railroads on climate change, both good and ill, are minuscule compared to the unrealized potential that they hold. The railroads would have a higher share of freight traffic if not for the shortsighted management of their private ownership. Additionally, 57% of transportation emissions come from “light duty vehicles,” i.e. passenger cars. The strongest opportunities to eliminate car trips are in urban centers, by building inviting pedestrian spaces, safe bicycle infrastructure and robust public transit networks. At the same time, to build a credible alternative to automobile travel, these green transportation systems must be connected to one another into metropolitan and intercity rail networks. This cannot be done without the infrastructure that, outside the Northeast, is controlled by the private freight railroads.

The private railroads are hostile to passenger service, which they see as a threat to their freight operations. Amtrak publishes a “report card” each year, ranking the private freight railroads by how much they delayed passenger trains. In 2021, at least 20% of riders were delayed on more than half of state-supported routes and 14 of 15 long-distance routes. The private railroads even hold back some commuter railroad services. Several Metra lines serving suburban Chicagoland are operated under “purchase-of-service” agreements with freight railroads, leaving commuters at the mercy of their private owners. Newer systems like Virginia’s VRE that use private freight corridors must negotiate complicated and expensive agreements with host railroads to expand service. Confronting climate change must include rationalizing the relationship between freight and passenger rail service, both of which are essential to reducing greenhouse gas emissions.

How worker ownership builds community wealth and a more just society

Community wealth building initiatives are taking hold in cities across the world, strengthening worker pay, local economies and democracy.

A recent help-wanted ad for a laundry worker in Cleveland contained some unusual language, asking prospective candidates: “Have you ever wanted to work for a company that is 90 percent employee-owned? What about a company that offers a program to help you become a homeowner?” The ad went on to identify Evergreen Cooperative Laundry as the only employee-owned commercial laundry firm in the country, citing a commitment to building the wealth and careers of its employees.

Founded in Cleveland in 2009, Evergreen laundry lies at the heart of a movement that has now spread around the world. This attention to community wealth building is providing a 21st century model for Gandhi’s “constructive program,” which — along with nonviolent direct action — powered his overall campaign to overcome the political and economic oppression of colonialism.

The cooperative movement in the Rust Belt city of Cleveland has deep roots in community struggle for shared wealth. Its earliest origins are in the Mondragon co-op movement of the Basque Country in northern Spain, where tens of thousands of workers are organized into a vast co-op network that has flourished since the 1950s. Here in the U.S., when steel companies were closing down throughout the Ohio Valley in the 1970s — and moving to non-union, lower-wage regions in the south, and then overseas — a small band of activists promoted the idea of worker ownership.

Workers at Urban Ore, Berkeley’s last salvage store, announce union drive

Workers at Urban Ore announced Wednesday that they intend to unionize.

The workers at Berkeley’s last architectural salvage store are hoping to join the Industrial Workers of the World Union 670 and have filed a petition for a union election with the National Labor Relations Board. 

Organizers said they’re hoping to address understaffing, high turnover rates, and change the business’ wage structure through unionization. The store’s current wage structure, which fluctuates based on store profit and hours worked, exacerbates understaffing because it pads paychecks, said Urban Ore employee and organizing committee member Sarah Mossler. 

“It’s dangerous, quite frankly, the work that we do when we don’t have sufficient staffing,” Mossler said. “We’re lifting huge things. I’ve definitely been in situations before where I’m helping a customer lift a stove out of the truck, and we’ve been understaffed, and there’s no one who can help me.”

Business unexpectedly boomed at Urban Ore during the pandemic amid a spike in demand for secondhand clothes. Revenue has climbed 35% since 2019, according to the business’ organizing workers.

Union organizers are confident that they have support from the majority of workers, and intend to proceed with an official vote within the next four to six weeks, depending on whether the NLRB approves their petition. (As organizers felt the union would not be received well by the store’s owners, they opted not to seek voluntary recognition and instead file directly for recognition from the National Labor Relations Board.) 

Preliminary Assessment of Economic Benefits of Offshore Wind: Related to Seaport Investments and Workforce Development

This report responds to the directive set forth by Assembly Bill 525 (AB 525, Chiu, Chapter 231, Statutes of 2021). The law directs that on or before December 31, 2022, the California Energy Commission (CEC) shall “complete and submit to the Natural Resources Agency and relevant fiscal and policy committees of the Legislature a preliminary assessment of the economic benefits of offshore wind as they relate to seaport investments and workforce development needs and standards.” This report addresses these requirements.

This report is the second of four products that AB 525 directs the CEC to prepare, informing a strategic plan for offshore wind energy turbines installed off the California coast in federal waters in coordination with federal, state, and local agencies and a wide variety of stakeholders. The strategic plan must be submitted to the California Natural Resources Agency and the Legislature no later than June 30, 2023. The strategic plan is to be informed by interim activities and products developed by the CEC that include this report and two additional reports. The first report, Offshore Wind Energy Development off the California Coast: Maximum Feasible Capacity and Megawatt Planning Goals for 2030 and 2045, was adopted by the CEC at the August 10, 2022, public business meeting. That report established offshore wind energy planning goals of 2,000–5,000 megawatts by 2030 and 25,000 megawatts by 2045. The other interim report, also due on or before December 31, 2022, will provide a permitting roadmap that describes the time frames and milestones for a coordinated, comprehensive, and efficient permitting process for offshore wind energy facilities and associated electricity transmission infrastructure off the California coast.

California: The Summer of Climate Catastrophe – and of Climate Protection

California is the world’s fifth largest economy. Climate change has led to unprecedented heat, drought, wildfires, and other extreme weather conditions that have devasted many parts of the state. Partially as a result, 80% of Californians consider climate change “a serious concern” and 60 percent want to see state-led climate action.

In 1988, just as scientists were confirming the threat of climate change, California mandated an inventory of greenhouse gas emissions. In 2002 it passed vehicle emission standards far exceeding those set by the federal government. In 2006 it passed AB 32, the Global Warming Solutions Act, which required that greenhouse gas emissions be reduced back to 1990 levels by 2020 and established a cap-and-trade program. Subsequent legislation required emissions be cut to 40% below 1990 levels and mandated 60% of all electricity from renewable sources by 2030 and 100% by 2045.[1]

New Foundations for the House of Labor?

Kim Kelly’s Fight Like Hell: The Untold History of American Labor describes the heroic battles of workers to gain their rights and create a better life for all working people. It illuminates those who have often been left out of historical accounts, like “poor and working-class women, Black people, Latino people, Indigenous people, Asian and Pacific Islander people, immigrants of all backgrounds, religious minorities, queer and trans people, disabled people, the sex workers and undocumented people whose work is criminalized, and people who are incarcerated.” Many of them have been excluded not only from the history books, but from the self-declared “House of Labor” itself. This is labor history for the era of diversity.

Fight Like Hell not only recounts worker action in the past, it describes how these struggles are continuing today. Contemporary accounts range from the effort to win a union election at the Amazon warehouse in Bessemer, Alabama to recent struggles for equal rights for Black, LGBTQIA, and sex workers. Like workers in the past, such workers today have to put their jobs, their well-being, and sometimes even their lives on the line to win the most elementary rights on the job.
