Ramona Strategies: Executive Summary of Recommendations (for addressing Sierra Club internal organizational dynamics)

This Executive Summary was prepared by Ramona Strategies to relay the substance of the Recommendations to the broader set of stakeholders that make up the Sierra Club community. Ramona Strategies exercised control over the scope and substance of this Executive Summary at all times.

About the Restorative Accountability Process:

In the summer of 2020, public allegations surfaced that a celebrated former employee and thencurrent Volunteer Leader had raped a Sierra Club employee when he was her boss; others came forward to share similar experiences of inappropriate and degrading experiences with that same man. Those reports prompted not only a targeted investigation of his tenure at the organization, but also this broader Restorative Accountability Process. This Restorative Accountability Process was commissioned to help the organization rise to the challenges that confront it in this definitional moment.

The opportunity to participate in the Restorative Accountability Process was extended by the Club through a series of emails from Leadership directed at both staff and volunteers. No one who expressed an interest in participating was turned away. Most interviews were conducted between September 2020 and January 2021, although a few interviews happened outside of that time frame. Individuals were under no obligation to contribute to the process; however, between unsolicited participants and those organizational representatives to whom we reached out to directly, members of the Office of General Counsel, the Human Resources Department, the Chapter Services Department (also known as “Office of Chapter Support”), the Volunteer Accountability Working Group (also known as the “Volunteer Accountability Process Reform Team”), and some individuals in union leadership spoke with us to explain more about the details of the processes used for complaints, investigations, and resolutions and to explain recordkeeping systems and materials related to prior issues.

Participants in the interviews were not guided to any particular perspectives, conclusions, themes, or narratives; in general, we encouraged participants to share what they thought was important to be known and then we listened. We did not ask participants to comment on information or perspectives shared by others, and we did not engage in cross-examination. However, we did probe for details, and we did listen for corroborating factors across interviews. To the extent that the Process identified individual matters that require investigation and/or further intervention, those individual matters were relayed to the teams that handle Employee and Volunteer Relations (‘EVR”)' in a manner that protects the anonymity of the participants and the confidentiality of the Process but also ensures the organization is attending to those situations.

All Hands on Deck: An assessment of provincial, territorial and federal readiness to deliver a safe climate

Unlocking a prosperous future for all will require bold, ambitious action on climate from governments across Canada.

To measure readiness to act on climate, Pembina Institute in collaboration with Simon Fraser University’s School of Resource and Environmental Management assessed the performance of provinces, territories, and the federal government on 24 policy indicators across 11 categories. The indicators represent foundational climate policies and measures to reduce emissions in key sectors of the economy. Governments were invited to review the accuracy and completeness of the data and summary for their region prior to publication.

The assessment shows that there have been important examples of climate leadership and success across the country. Yet, progress made — for example with economy-wide carbon pricing and the phase-out of coal-fired electricity — has been offset by emissions increases elsewhere. In particular, emissions from transportation and oil and gas production have been on a steady upward trajectory since 2005. As a result, Canada’s overall greenhouse gas (GHG) emissions have dropped by only 1% between 2005 and 2019. Modelling that includes the federal climate policy published in December 2020 shows a national emissions reduction of 36% below 2005 levels by 2030 — still short of the federal government’s commitment to reduce emissions by 40-45% by 2030.

Just Minerals: Safeguarding protections for community rights, sacred places, and public lands from the unfounded push for mining expansion

Mining has harmful climate, equity, and resource impacts that, without reform, may ultimately undermine the benefits of transitioning to renewable energy. Building a sustainable economy based on clean energy gives us an historic opportunity to confront the legacy of injustice to Indigenous communities and damage to the public lands held in trust for future generations.

This report outlines how current federal minerals policy conflicts with the Biden-Harris administration’s clean energy and environmental justice agendas, and how those policies must change to ensure minerals are sourced in a way that better protects marginalized communities and the environment. The infrastructure to support the transition to low-carbon energy requires a variety of minerals—cobalt and lithium, among others. Just Minerals encourages government officials to prioritize recycling, reusing and substituting minerals needed for renewable energy technology over new extraction.

Among the report’s key findings:

  • Updating the rules that govern mining on public lands must be an integral part of this administrations’ environmental justice agenda, until Congress acts to reform the antiquated 1872 Mining Law. Even without Congressional action, the Biden administration has a variety of policy tools available to reduce the pressure to source minerals from irresponsible mines.
  • There is significant untapped mineral recycling and reuse potential available using current technology. With the right policies in place, we can create a more circular economy that may approximately halve global demand for certain minerals, like cobalt, lithium, and nickel, key to the clean energy transition.
  • Major consumers, including automakers and electronics companies, have also directed their suppliers to source more responsibly. Ford, Microsoft, BMW, and Daimler-Benz, among others, have committed to the Initiative for Responsible Mining Assurance (IRMA), which independently audits and certifies environmental and social performance at mines.

Just Transition in California: Robert Pollin in Conversation with Robert Kuttner

A Program for Economic Recovery and Clean Energy Transition in California

This study presents a robust climate stabilization project for California. It demonstrates that achieving the state’s official CO2 emissions reduction targets—a 50 percent emissions cut by 2030 and reaching zero emissions by 2045—is a realistic prospect. This climate stabilization project can also serve as a major engine of economic recovery and expanding economic opportunities throughout the state. This includes an increase of over 1 million jobs in the state through investment programs in energy efficiency, clean renewable energy, public infrastructure, land restoration and agriculture. The study also develops a detailed just transition program for workers and communities in California that are currently dependent on the state’s fossil fuel industries for their livelihoods. In particular, we focus here on condi­tions in Kern, Contra Costa, and Los Angeles counties.

The study is divided into nine sections:

  2. California’s Clean Energy Transition Project
  3. Clean Energy Investments and Job Creation

Nineteen labor unions throughout California have endorsed this study and its findings.

The path of Peasant and Popular Feminism in La Via Campesina

La Via Campesina, presents the publication “The Path of Peasant and Popular Feminism in La Via Campesina” with the aim of strengthening the training processes of the Movement and to build Peasant and Popular Feminism as a political tool against oppression and violence. This document compiles the historical knowledge accumulated by Peasant and Popular Feminism in identifying the political challenges that exist in the historical moment that we live in, and thus contribute to the analysis and collective reflections to build a plural movement that respects diversities.

The publication is split into four parts: the first one looks back at the conquests of women inside LVC, up to Peasant and Popular Feminism as something to be built collectively. The second chapter highlights the role of women in the Peasants’ Rights Declaration adopted at the UN and highlights the rights achieved with this tool. The third chapter focuses on La Via Campesina’s Global Campaign “End Violence against Women”, the way the campaign is organized and its experience in different territories. Finally, in the last chapter in order to further expand reflections and discussions, we provide a virtual toolbox that will facilitate training and communication processes.

Since its very beginning La Via Campesina has sought to encourage the participation of rural women at all levels of action, power and representation in the building of an international movement that is broad, democratic, politically and socially committed to the defense of peasant agriculture, Food Sovereignty, the struggle for land, justice, equality and to eradicate all forms of gender discrimination and violence.

Recognizing the contribution and participation of women in member organizations has not been an easy task, notably because of patriarchy and the sexism rooted in societies. These have a negative impact even on the practices of comrades and of the organizations that belong to the movement. LVC’s women speak of two revolutions: one that burdens problems with gender relations within the movement, and a broader one aimed at making a revolution inside societies for justice, equity and the emancipation of human beings.

Offshore Oil and Gas Goal for Inclusion in the Regulations of The Sustainable Development Goals Act

RECOMMENDED GOAL:

Offshore oil and gas development is phased out by 2030 in away that ensures a just transition for workers. Drilling in allprotected areas is banned.

RATIONALE:

There is currently no oil and gas production in NovaScotia’s offshore however actions by the provincialgovernment indicate a desire to keep growing theindustry. In March 2021 the provincial budget indicated anincreased investment in Nova Scotia’s offshore ($10 millioncompared to $1.8 million for renewables). In May 2021, theC-NSOPB announced a call for bids on parcels of landoffshore and if successful would grant a license to explore.

If the province expands offshore oil and gas, allassociated emissions with extraction and production willbe counted towards our emissions inventory while use ofthe fossil fuels will be attributed to the end user. In otherwords, Nova Scotia will not only continue to add to itsemissions through production but is also contributing tocontinued fossil fuel use elsewhere. What the provinceneeds to focus on as we work towards achieving net-zeroby 2050 is a shift away from fossil fuels and the justtransition of fossil fuel workers to green jobs.

Just transition is a social justice framework for facilitatingthe shift to a zero-carbon economy. A just transition of theoil and gas sector would mean that the costs of phasingout the fossil fuels are not unfairly borne by the workersand that the benefits of a clean economy are fairlydistributed. Key components of this transition includecentering the voices of workers, reskilling and upskillingthe workforce and shifting investments from fossil fuelstoward green jobs.

Turbulence Ahead: What LAX’s Expansion Means for the City of Los Angeles’ Legacy on Racial Equity and Environmental Justice

Right now, Los Angeles International Airport (LAX) is charging ahead on an expansion project of a scale not seen for decades. Los Angeles World Airports (LAWA), the organization that owns and operates LAX, quietly released a draft Environmental Impact Report late last year that reveals a project with a host of alarming implications for communities near the airport. If the City of Los Angeles and its elected officials are serious about leadership on environmental justice and equity, resolving the issues presented by this project will be critically important.

As it stands, the proposed development is poised to worsen traffic in an area already infamous for it, expose thousands of new residents to the noise of one of the busiest airports in the world, and intensify the air quality impact of a facility that is already a statewide leader in air pollution. Worse still, these outcomes are set to be concentrated within Black and Brown communities near LAX that already grapple with a longstanding history of environmental racism—communities that have suffered disproportionately from the health and economic fallout of the COVID pandemic.

LAWA’s current approach signals that the airport is not only failing to adequately protect the community from the consequences of LAX’s largest expansion in decades, but is, in effect, concealing the real, long-term effects of that expansion as it rushes toward approval as early as this year. The City of Los Angeles, LAWA, and the airlines that will occupy the new terminals have an obligation to do better and ensure that this project is carried out equitably, that it will not become another sad chapter in the story of environmental injustice in South Los Angeles and the continued exploitation of essential workers as the city emerges from the pandemic.

In this report, we take a deeper look at the proposed development and what the draft Environmental Impact Report does and doesn’t reveal about the consequences of LAWA’s plans for the airport. We will contextualize this project and what it means for workers, families and communities—particularly communities of color—as well as the direction of the City of Los Angeles as a whole. Finally, we will lay down a foundation for how the airport can approach this project as a real, positive opportunity for the region, and not a cautionary tale of corporate greed and bureaucratic complicity in the making. In the coming years, the City of Los Angeles will prepare to host major events—the Super Bowl, the 2028 Summer Olympics, the World Cup—and enjoy global attention. It is critical that the city and its leaders take every opportunity to be a leading model for an equitable and just economy. With the whole world watching, showing how LAX’s development can be done without harm to communities of color will be an excellent place to start.

Can Carbon Capture Save Our Climate— and Our Jobs?

As storms, heat waves, fires, floods, and other devastating effects of global warming have grown, more and more people have become convinced of the need to reduce greenhouse gases (GHG) emitted into the atmosphere. The Paris Agreement defined the goal of limiting global average temperature increase to 1.5 degrees Celsius above pre-industrial levels. At the April Climate Summit President Joe Biden announced the U.S. will target reducing emissions by 50-52 percent by 2030 compared to 2005 levels and reaffirmed the U.S. commitment to reach net zero emissions by 2050. These goals indicate what the consensus of climate scientists says is necessary to ward off the most destructive possible effects of climate change. The question remains how to realize them.

There are two well established and proven means to reduce GHG emissions. The first is to replace the burning of fossil fuels with renewable energy from solar, wind, hydropower, and geothermal sources. The other is to reduce the amount of energy we need through a myriad proven means ranging from switching from gasoline to electric vehicles to insulating houses. Numerous studies and thousands of implementations lay out the scientific and economic effectiveness of protecting the climate by reducing fossil fuel emissions.

There is a third means that is being promoted: continue burning fossil fuels but capture carbon–the principal greenhouse gas–either in the smokestack or by sucking it out of the air after it has been released. Various techniques for doing this have been developed with various names–carbon capture and storage (CCS), carbon capture and utilization (CCU), bioenergy with CCS (BECCS), and direct air capture with CCS (DACCS). We will refer to them together as “carbon capture.”

There is a debate in the climate and labor movements about the use of carbon capture as a climate solution. Some maintain that carbon capture is necessary to reduce greenhouse gas emissions. They argue as well that it can be a way to save the jobs of coal miners and fossil-fuel power plant workers and provide power needed for industry while still protecting the climate and that it will create large numbers of jobs. Others say that carbon capture is unproven, costly, problematic for health and the environment, more productive of jobs, and ineffective for climate protection. They argue that renewable energy and energy efficiency are superior both for climate and for workers and communities. They maintain that a transition to fossil-free energy is already underway and that organized labor and the climate movement should take the lead in ensuring that transition benefits rather than harms workers.

Just Transition/Transition to Justice: Power, Policy and Possibilities

This report looks at this process of power building for just transition in four states: California, Kentucky, Louisiana, and New York. We combine an analysis of the pillars of just transition – strong governmental support, dedicated funding streams, diverse coalitions, and economic diversification – with an analysis of how to change power at a state level that focuses on the conditions that impact possibilities, the community-level capabilities that facilitate effective voice, and the arenas in which power is contested. Ultimately, the fight for a just transition is a fight for justice. And, while we know it will be hard and long, the stories we heard showed how advocates and organizers, often in the face of great odds, come together and force the change that makes people’s lives better. Building upon these efforts through supporting organizing, coalition building, and empowering communities is the blueprint for advancing a just transition. Through these channels, we can transition from a dirty polluting past to a just and healthy future.
