Statement of the Hospital and the Refinery

We, the Philadelphia General Membership Branch of the Industrial Workers of the World, condemn the eventual closing of Hahnemann Hospital in Center City, Philadelphia, as well as the safety and environmental negligence that led to the explosion at the Energy Solutions Refinery in South Philadelphia on June 21st.

The assets of Hahnemann Hospital have been gradually stripped away by a private equity firm, which did not seek any improvements or reinvestments in the hospital. Patients in the United States continue to deal with private insurance companies that do not cover the total costs of their clients’ health care. Real estate developer Joel Freedman bought the hospital and has plans to sell the building for the development of high-cost real estate. Hahnemann Hospital provides care for many low-income and unhoused patients; these patients are to be moved to other area hospitals, which may burden and disrupt Philadelphia’s healthcare networks and the working class people they serve. Hahnemann employs doctors, nurses, cleaning staff, record keepers, security guards and other workers to maintain the hospital and provide care for patients; these workers will lose their jobs and livelihoods in the event of a closure. We support the efforts of unions such as the Pennsylvania Association of Staff Nurses and Allied Professionals, or PASNAP, along with other unions and supporters in taking action against the closing of the hospital. The Philadelphia GMB, however, is wary of politicians that promise to stop the closure, or who use the cause to strengthen their campaigns. This is only one of many hospital closures in urban and rural areas in the United States for similar reasons.

The explosion at the Energy Solutions refinery in Southwest Philadelphia was partially caused by the company’s neglect of basic safety and environmental standards. The company should compensate both the community members affected by the explosion and the hazardous chemicals that were released, and the workers who will be made jobless due to the destruction of the plant. The Philadelphia IWW GMB calls for the company to liquidate itself to pay for these damages, and rejects calls for the plant to return to the hazardous fossil fuel industry. The workers in these industries, including those who formerly worked for the Energy Solutions Refinery, should be retrained to work in less hazardous industries.

Both of these closures represent a glaring failure and the inability of the capitalist system to meet the needs of the people and workers. The price of healthcare necessities has risen unchecked and basic safety precautions in a potentially deadly plant are phased out as too costly, all while CEOs and the stock market make record profits. These are not isolated incidents: this is the logical outcome of a system that demands continuous growth. This system must be stopped and the workers themselves, not politicians or NGOs, are the only ones with the power to do so. We must organize now for the abolition of wage slavery and the preservation of what is left of our environment.

How Workers Can Demand Climate Justice

As Greenland experiences a record melt, Europe recovers from record-breaking heat, California braces for another fire season, and Puerto Rico still struggles to rebuild nearly two years after Hurricane Maria, it is becoming ever clearer how profoundly the climate crisis is changing everything, and how imperative it is that we act now if we hope to avert an existential disaster.

The latest report by the United Nations' Intergovernmental Panel on Climate Change (IPCC) finds that if greenhouse gas emissions continue at the current rate, the atmosphere will warm by as much as 2.7 degrees Fahrenheit above pre-industrial levels by 2040. This will submerge coastlines, intensify droughts and wildfires, increase the frequency and strength of extreme storms, and worsen food shortages and poverty. The report also states that these dire consequences will come to pass well within the lifetime of most readers of this article.

We no longer have time to continue the “jobs versus environment” debate that has distracted us from acting with the boldness this moment requires. Saving our deteriorating environment is the job of our time. The Green New Deal resolution introduced to Congress by Representative Alexandria Ocasio-Cortez and Senator Ed Markey has spurred a wave of activism. And while it is important to channel that energy into electing a president and Senate that will treat the crisis as a crisis, it’s equally important that we fight climate change locally, from below.

Workers, people of color, Native peoples, and the poor have borne and will continue to bear the brunt of this crisis if we don't find the means to avert it. We must forge alliances that can fight for climate justice and a sustainable and resilient future. That will require working together across movements and organizations toward a common purpose.

Fortunately, we have a tool at hand that can help us build those alliances and organize those fights locally. It is called Bargaining for the Common Good.

Broadening Engagement With Just Transition: Opportunities and Challenges

The idea of just transition first emerged in the 1970s, when US union leader Tony Mazzocchi1 proposed that people whose jobs were threatened by nuclear disarmament should be compensated for the loss. In the 1990s Mazzocchi broadened the argument to refer to workers in environmentally damaging jobs, whose employment is affected by new policies aiming to reduce pollution.

The International Trade Union Confederation (ITUC) now defines just transition as reducing emissions while ensuring “decent work, social inclusion and poverty eradication.” Its basic elements, according to ITUC, include public and private investment to create green jobs, advance planning to compensate for the negative impacts of climate policies and opportunities for retraining for people whose jobs are affected.

A wide range of groups - including environmental NGOs, labour justice groups and policymakers - have since adopted the idea and it is codified in international climate policy. The preamble to the 2015 Paris Agreement requires the international community to take into account “the imperatives of a just transition of the workforce and the creation of decent work and quality jobs” and the European Commission aims to bring more focus on “social fairness” in tackling climate change.

Just transition is an important concept; a tool for facilitating dialogue between different stakeholders and challenging the discourse of ‘jobs versus climate.’ As one report puts it, it has the potential to be “at the heart of a powerful narrative of hope, tolerance and justice; a narrative that is grounded in people’s actual lived experiences and aspires to guide collective action while simultaneously giving rise to tangible alternatives.”

It is also important from a pragmatic perspective. Recent events - including the Gilets Jaunes protest against a government proposal to raise fuel prices in France and President Trump’s championing of jobs in the US coal industry as a reason for pulling out of the Paris climate change agreement - demonstrate the need to seek social consent for the low-carbon transition, or risk it being undermined.

The term itself, however, is little used outside the policy and technical literature, and hardly used at all in the global South, where it may conflict with other strong cultural narratives - for example the need for poorer countries to develop and use more energy.10 In countries where the idea is more current, only a limited amount of research has been carried out exploring what the idea of just transition means to the communities it is meant to help.

Yet the idea of ‘social dialogue’ between governments, businesses, trade unions and civil society is at the core of just transition, according to many unions.12 Social dialogue means engaging in discussions about what transition means for people’s lives and sense of identity; for jobs, communities and place.13 If just transition is to move from pages of policy reports into reality, then attention needs to be paid to how to frame the dialogue between advocates of a low-carbon economy, and those who are likely to be most fundamentally affected.

California Offshore Wind: Workforce Impacts and Grid Integration

This report presents research findings on offshore wind development, pursuant to a Proposition 84 Sea Grant from the California Ocean Protection Council to the UC Berkeley Labor Center and Energy & Environmental Economics (E3). Our study addresses two separate but complementary questions for California in the years and decades ahead: 1) what benefits would the emergence of a major offshore wind power sector create for California workers and communities, and what policies might optimize these impacts; and 2) would offshore wind power be a competitive source of renewable energy in comparison to other clean energy sources? These questions are discussed in two sections: Workforce Needs and Policies for Offshore Wind (Chapters 1-6) and Integrating Offshore Wind in California’s Grid: An Assessment of Economic Value (Chapters 7-11).

The urgency of these questions derives from the fact that recent studies by the California Energy Commission (CEC) and California Public Utilities Commission (CPUC) indicate that the state will require two to six times more renewables capacity by 2045 than is installed today. However, California’s planning processes have only recently begun to consider offshore wind as a component of this future energy supply.

The exponential development of offshore wind power around the world and its projected growth on the East Coast of the United States shows that offshore wind could serve an important role in California’s clean energy supply. Globally, offshore wind capacity now tops 22 gigawatts (GW), a tenfold increase over the past decade, with about 20 percent of that installed in 2018 alone. This total is projected to reach between 154 GW and 193 GW by 2030, with at least half expected to be in Europe and much of the rest in China.3 In the United States, several Northeastern states have made offshore wind a cornerstone of their future clean energy portfolios, with about 22 GW of new capacity mandated by 2035.

California differs from the East Coast and much of Europe in that the state’s deep coastal waters will require its wind turbines to be on floating platforms rather than on structures fixed to the seabed. This floating technology has been successfully demonstrated in multiple locations worldwide, with larger-scale commercial projects being planned and contracted for deployment in the near future. While the cost of floating offshore wind today is higher than fixed-bottom offshore wind, the technology is well understood and its cost is expected to decline rapidly with commercialization and greater scale of deployment.

A Just(ice) Transition is a Post-Extractive Transition: Centering the Extractive Frontier in Climate Justice

While the global majority disproportionately suffer the impacts of the climate crisis and the extractivist model, theGlobal North’s legacy of colonialism, the excess of the world’s wealthiest, and the power of large corporations are responsible for these interrelated crises.

The climate change mitigation commitments thus far made by countries in the Global North are wholly insufficient; not only in terms of emissions reductions, but in their failure to address the root causes of the crisis – systemic and intersecting inequalities and injustices. This failure to take inequality and injustice seriously can be seen in even the most ambitious models of climate mitigation.

This report sets out to explore the social and ecological implications of those models.

8 Unions Have a Plan for Climate Action—But It Doesn’t Mention Fighting the Fossil Fuel Industry

On June 24, the BlueGreen Alliance — a national coalition which includes eight large labor unions and six influential environmental groups—released an eight-page document laying out its vision to curb climate change and reduce inequality. The report, dubbed Solidarity for Climate Action, marks a significant development in the world of environmental politics. It argues the needs of working people must be front-and-center as the U.S. responds to climate change, and rejects the ​“false choice” between economic security and a healthy planet.

While the report’s focus on public investment, good jobs and justice shares much in common with the federal Green New Deal resolution introduced in February, it also stands in tension with environmentalists who demand the U.S. work to transition more quickly away from oil, coal and natural gas. ​“We’d really like them to be stronger and more concise about what it means to move away from fossil fuels and transition to renewables,” said José Bravo, executive director of the Just Transition Alliance and speaking on behalf of the Climate Justice Alliance. Members of the BlueGreen Alliance say the ultimate goal should be to decarbonize the economy — to reduce CO2 emissions, but not necessarily end the fossil fuel industry itself, with its tens of thousands of high-paying jobs. Other climate groups say that won’t be enough, and humanity cannot afford to preserve industries that have caused so much environmental harm. This difference in vision will stand as one of the most fundamental political questions facing progressives in the next decade.

The report spells out a series of principles, including limiting warming to 1.5°C, expanding union jobs, modernizing infrastructure, bolstering environmental protections and rebuilding the nation’s manufacturing sector with green technologies. It also elevates the issue of equity, calling to ​“inject justice into our nation’s economy by ensuring that economic and environmental benefits of climate change solutions support the hardest hit workers and communities.” The BlueGreen Alliance emphasizes the disproportionate impact low-income workers and communities of color will face, and says those affected by the energy transition must receive ​“a just and viable transition” to new, high-quality union jobs.

Solar Energy Is Renewable, But Is it Environmentally Just?

The solar industry has been soaring over the past several years. The US is now home to some two million solar installations. Solar energy now provides about a fifth of California’s power and it makes sense that environmentalists champion the industry. Almost a third of the Earth’s greenhouse gas emissions come from the energy sector, so renewable energy sources like this are crucial.

But in a new book, our next guest shows that while “the net social and environmental benefits of solar are uncontested— more jobs, higher quality of life, and much less air pollution and greenhouse gas emissions— the industry supply chain still poses problems for specific communities, ecosystems and landscapes.”

A Just Transition: Workforce Development and Jobs for a New Clean Economy

We know that the climate imperative in front of us is to transition as rapidly and comprehensively as possible from a fossil fuel based economy to a global economic system that runs on clean energy. Among the thornier questions involved in this shift is how the bold new economic visions for this large-scale transformation can support working-class families whose livelihoods are currently tied to the fossil fuel-based economy.

Colorado’s Just A Transition Away from Coal Energy

Over the past few decades, global concern surrounding the rapid change in our Earth’s climate has consistently risen, to the point that many U.S. states are taking independent and decisive action for the welfare of the environment, their citizens, and the global population as a whole. Colorado is just one example of this trend which favors a reduction on energy produced from coal, and an increased emphasis on renewable alternatives. On May 28th 2019, Colorado signed into law the “Just Transition from Coal-based Energy” which incentivizes the early termination of coal plants, while simultaneously providing financial support for any citizens who may be negatively impacted by the early closing of these coal plants. 

With an issue as complicated and misunderstood as climate change, finding and implementing realistic and timely solutions for our climate crisis has proven to be extremely difficult. However, Colorado is not intimidated by the scope and seriousness of this subject and, as a result, they have moved beyond simply discussing this issue through the passing of their decisive policy titled the “Just Transition from Coal- based Energy”. According to the Institute of Energy Economics and Financial Analysis, with the introduction of this bill, Colorado is setting a strong example for other states to follow (1). This new law creates a Just Transition Advisory Committee, which consists of directors from the Department of Labor and Employment, the Colorado Energy Office, The Department of Local Affairs, representatives from the Governor’s office and the State Senate, as well as 12 local representatives, including three coal workers, three coal community representatives, two members from disproportionately impacted communities, and two experts on economic development and/or workforce retraining. The purpose of the Just Transition Advisory Committee is to create a plan that will provide benefits for impacted workers, make grants available for communities heavily reliant on the coal industry, and offer additional support for anyone impacted by the early closing of coal plants all across Colorado. One highlight of this bill is that any costs associated with supporting impacted workers and communities will be paid for through a process of voluntary securitization of investor-owned coal plants (2). If you’re like most people, you might not have any idea what the process of securitization entails, so let me explain.

German Unions Are Waking up to the Climate Disaster

The call to stop the production of coal and cars often sounds like a threat to jobs. But German trade unions have realized that the green transition needs to happen — and they’re fighting to make sure it’s bosses, not workers, who pay for climate justice.

If the summer holidays interrupted the school walkouts, the teenager-led Fridays for Future movement hasn’t let up its fight to save the planet. Ever since the start of the movement, leaders like Sweden’s Greta Thunberg and Germany’s Luisa Neubauer have worked to build broader social ties than previous generations of environmental activists, including with organized labor. In this spirit, September 20 will see the beginning of the “Earth Strike,” a planned week-long general strike around the world to stop production and draw political attention to the climate emergency.

The need to “save jobs” has historically been counterposed to the call to shut down harmful industries. Yet the sheer scale of the catastrophe we face has focused minds on the need to overcome the divide between green and labor activism. In particular, the mainstreaming of the demand for “climate justice” — arguing that the poor, vulnerable, and exploited shouldn’t be the ones paying for the transition to a green carbon-neutral economy — has shown that saving the planet and social justice really can go hand in hand. This is epitomized by Alexandria Ocasio-Cortez’s call for a Green New Deal.

Germany has an especially deep-seated history of ecological mobilization, with even radical campaigns enjoying wide popular support. Its environmental movement has historically been characterized by a strong anti-authoritarian current — indeed, in the 1970s and 1980s, the movement to halt nuclear-waste transports used forms of civil disobedience associated with the US civil rights struggle.

Unlike in many other countries, these movements are not on the fringes of politics but are deeply rooted in neighborhoods and communities. Yet whatever the strength of climate activism, labor unions have traditionally remained aloof from green struggles. But now, riding the wave driven by the Fridays for Future movement, organized labor is beginning to adopt the call for the green transition as its own.
