Climate Jobs: Building a Workforce for the Climate Emergency

This report was written by the Campaign Against Climate Change Trade Union Group (CACCTU). It builds on and develops the earlier work produced by CACCTU, One Million Climate Jobs (2014). The editorial group and contributors to this report are trade unionists, environmental activists and campaigners and academics who have collaborated to update and expand the previous work. Most importantly, this updated report is a response to the urgency of the climate crisis and the type and scale of the transition needed to match it.

This report shows how we can cut UK emissions of greenhouse gases to help prevent catastrophic climate change. We explain how this transformation could create millions of climate jobs in the coming years and that the public sector must take a leading role. Climate jobs are those which directly contribute to reducing emissions. This investment will give us better public transport, warmer homes, clean air in our cities and community renewal in parts of the country which have long been neglected. Most importantly, it will give us a chance for the future, avoiding the existential threat of climate breakdown.

The Green New Deal–From Below

This is the first in a series of commentaries on “The Green New Deal–From Below.” This commentary explains the idea of a Green New Deal from Below and provides an overview of the series. Subsequent commentaries in this series will address dimensions of the Green New Deal from below ranging from energy production to the role of unions to microgrids, coops, anchor institutions, and many others.

The Green New Deal is a visionary program to protect the earth’s climate while creating good jobs, reducing injustice, and eliminating poverty. Its core principle is to use the necessity for climate protection as a basis for realizing full employment and social justice.

The Green New Deal first emerged as a proposal for national legislation, and the struggle to embody it in national legislation is ongoing. But there has also emerged a little-noticed wave of initiatives from community groups, unions, city and state governments, tribes, and other non-federal institutions designed to contribute to the climate protection and social justice goals of the Green New Deal. We will call these the Green New Deal from Below (GNDfB).

The purpose of this commentary is to provide an overview of Green New Deal from Below initiatives in many different arenas and locations. It provides an introduction to a series of commentaries that will delve more deeply into each aspect of the GNDfB. The purpose of the series is to reveal the rich diversity of GNDfB programs already underway and in development. The projects of Green New Dealers recounted here should provide inspiration for thousands more that can create the foundation for national mobilization–and reconstruction.

The original 2018 Green New Deal resolution submitted by Rep. Alexandria Ocasio-Cortez called for a national 10-year mobilization to achieve 100% of national power generation from renewable sources; a national “smart grid”; energy efficiency upgrades for every residential and industrial building; decarbonizing manufacturing, agriculture, transportation, and other infrastructure; and helping other countries achieve carbon neutral economies and a global Green New Deal. It proposed a job guarantee to assure a living wage job to every person who wants one; mitigation of income and wealth inequality; basic income programs; and universal health care. It advocated innovative financial structures including cooperative and public ownership and public banks. Since that time a wide-ranging discussion has extended and fleshed out the vision of the Green New Deal to include an even wider range of proposals to address climate, jobs, and justice.

The Green New Deal first emerged as a proposal for national mobilization, and national legislation has remained an essential element. But whether legislation embodying the Green New Deal will be passed, and how adequate it will be, continues to hang in the balance. Current “Build Back Better” legislation has already been downsized to less than half its original scale, and many of the crucial elements of the Green New Deal have been cut along the way. How much of the Green New Deal program will actually be passed now or in the future cannot currently be known.

But meanwhile, there are thousands of efforts to realize the goals of the Green New Deal at community, municipal, county, state, tribal, industry, and sectoral levels. While these cannot substitute for a national program, they can contribute enormously to the Green New Deal’s goals of climate protection and economic justice. Indeed, they may well turn out to be the tip of the Green New Deal spear, developing in the vacuum left by the limitations of national programs.

In a statement issued to commemorate the International Day of Action against WTO and FTAs, the South East and East Asian members of La Via Campesina have issued a statement reminding that free-market economy has failed the world and food sovereignty is our future. Read the full statement below.

“WTO Kills Farmers!”—it is what Lee Kyung Hae, who took his own life during a protest against WTO in Cancun, Mexico, shouted out on September 10, 2003. The world was outraged by his death. Peasants from the world once again strengthened their will to fight against WTO at the global peasant funeral for Lee. The anniversary of Lee’s death has been designated as the International Day of Action against WTO and FTA.

18 years have passed since Lee’s death. For 18 years—even before Lee’s death, free trade with an arsenal of FTA, mainly led by WTO, has threatened the lives of the people all over the world, including peasants; it has influenced all parts of the world—from cities’ dense buildings, jungle and grasslands to deserts.

Over the past 30 years, free trade has only satisfied global capital’s appetite by emptying out people’s money and depriving freedom to peasants in smaller nations. And its result has been disastrous. Under different names, free trade has brought poverty, starvation, deprivation of resources, and destruction of environment; degrading food producers to food importers; privatizing water resources and public service; obliterating native seeds; and destroying a traditional mode of agriculture. Then, a nation has lost their own sovereignty, while multinational capital replacing for its place.

However, we are facing the end of free trade now. Every country has taken its leave of free trade, for national borders are closed with a movement restricted among nations due to COVID-19, and for the world is confronted with a new kind of food crisis from climate change. Those who used to insist free trade, claim protectionism now; agriculture is no exception. In the midst of this crisis, the world is struggling to secure foods to provide their people. The opportunity to achieve food sovereignty is right ahead of us.

Due to unjust capital and policies, free trade threatening lives of peasants and the people all over the world, has almost drawn its last breath; globalized solidarity and localized agriculture will fill in for it. Finishing free trade, peasants and the people will pave, on their own, the way toward a new era of food sovereignty.

Korea Peasant League resolves to lead this way, requesting as follows:

  • Against free trade threatening peasants’ right to live in the pursuit of the benefits of capital!
  • Against free trade bringing debt, poverty, hunger, and death!
  • Against free trade expelling peasants from the community!
  • Let’s build a new trade order based on peasants’ dignity, self-supply, and solidarity!

Mexico’s Only Independent Farmworker Union Struggles On Despite Obstacles

In 2015, tens of thousands of poor, mostly indigenous migrant farmworkers (or jornaleros) went on strike in Mexico, blockading the transpeninsular highway that connects agricultural production in the valley of San Quintín, Baja California, with distributors across the border in the United States. These workers produce crops including tomatoes, cucumbers, and berries for U.S. and world markets—under conditions they decry as “modern slavery.”

The federal recognition of the National Independent Democratic Union of Agricultural Workers (Sindicato Independiente Nacional Democrático de Jornaleros Agrícolas, or SINDJA) was one of the few concrete achievements of negotiations between workers, growers, and state and federal governments.

The union—Mexico’s only independent farmworker union—has carried on in the years since, though it’s fighting an uphill battle. SINDJA has yet to achieve a collective bargaining agreement with the local growers and multinational corporations that operate in the valley.

This July, SINDJA elected a new executive committee, which could mark an important turning point for farmworkers in Mexico. Abelina Ramírez Ruiz, the new general secretary, began her involvement with the union by organizing around the multiple forms of violence suffered by migrant farmworker women. This includes issues of gender inequality, harassment, and sexual assault in the fields as well as domestic violence in the home.

Even as the migrant farmworker workforce becomes increasingly female, women continue to struggle to gain equality in both migrant and labor justice movements. Local social movements, community groups, and labor organizations have been largely male-dominated spaces where the voices of women are marginalized. The farmworker strike of 2015 was a watershed moment as female leaders emerged to challenge the gender hierarchies inherent in previous organizing efforts.

In another hopeful development, the Mexican government has agreed to work towards more transparent and democratic labor relations. Recent labor reforms stipulate that all collective bargaining agreements must be renegotiated by 2023 by means of democratic elections where workers decide their union representation. That’s thanks to reforms implemented by Mexico’s current president, Andrés Manuel López Obrador, as well as pressure by U.S.-based unions in negotiating important labor provisions into the United States-Mexico-Canada Agreement (USMCA), the successor to NAFTA. This could potentially offer unions like SINDJA a more favorable environment for organizing.

Higher Temperatures And Less Oversight Mean Workers Are At A Growing Risk In The Climate Emergency

In the summer of 2005, a terrible three-week heat wave swept through the West, driving temperatures to scorching triple-digit levels.

Four farmworkers working the fields of central California died.

The state quickly put emergency orders in place that evolved into the first workplace heat standard in the nation: Employers would have to give employees water, rest and shade as they toiled in high temperatures. Until then, there were no rules when it came to hot weather and the workplace.

Since then, California has seen hotter average temperatures in 12 of the past 16 years. Even as the climate emergency has grown more acute, the state’s once-groundbreaking heat-safety rules have not kept pace.

Public health experts and federal workplace regulators consider heat-related illness and death to be 100% preventable, they say. But California’s Division of Occupational Safety and Health — Cal/OSHA, the agency that enforces the heat standard — has been chronically underfunded and understaffed. The result, according to dozens of interviews, a review of government records and an analysis of worker heat death cases: Farmworkers, firefighters, construction workers and others required to work in hot environments continue to die.

The state’s failure to adequately invest in Cal/OSHA has undercut the agency’s ability to crack down on companies that violate the heat standard. Its most recent budget request admitted as much, describing enforcement as “minimal to non-existent due to the lack of occupational health inspectors.” Rising temperatures caused by climate change have compounded the problem.

Some say the standard is already obsolete.

Heat Is Killing Workers In The U.S.; And There Are No Federal Rules To Protect Them

As the temperature in Grand Island, Neb., soared to 91 degrees that July day in 2018, two dozen farmworkers tunneled for nine hours into a thicket of cornstalks, snapping off tassels while they crossed a sunbaked field that spanned 206 acres — the equivalent of 156 football fields.

When they emerged at the end of the day to board a bus that would transport them to a nearby motel to sleep, one of the workers, Cruz Urias Beltran, didn't make it back. Searchers found the 52-year-old farmworker's body 20 hours later amid the corn husks, "as if he'd simply collapsed," recalled a funeral home employee. An empty water bottle was stuffed in his jeans pocket. An autopsy report confirmed that Beltran died from heatstroke. It was his third day on the job.

Beltran is one of at least 384 workers who died from environmental heat exposure in the U.S. in the last decade, according to an investigation by NPR and Columbia Journalism Investigations, the investigative reporting unit of Columbia Journalism School. The count includes people toiling in essential yet often invisible jobs in 37 states across the country: farm laborers in California, construction and trash-collection workers in Texas and tree trimmers in North Carolina and Virginia. An analysis of federal data from the Bureau of Labor Statistics shows the three-year average of worker heat deaths has doubled since the early 1990s.

CJI and NPR reviewed hundreds of pages of documents, including workplace inspection reports, death investigation files, depositions, court records and police reports, and interviewed victims' families, former and current officials from the Occupational Safety and Health Administration, workers, employers, workers' advocates, lawyers and experts.

CJI and NPR also analyzed two federal data sets on worker heat deaths: one from the Occupational Safety and Health Administration, the other from the Bureau of Labor Statistics. Both are divisions within the U.S. Labor Department.

Thousands mobilize to call for food systems that empower people, not companies

UN Food Systems Pre-Summit falls short on climate, hunger crisis, COVID-19, and food systems transformation, say counter-mobilization participants, totalling almost 9,000 people.

3 August 2021. Rome, Italy. Between 25-28 July 2021, some 9,000 people gathered for a mostly virtual counter-mobilization to oppose the United Nations Food Systems (UNFSS) Pre-Summit. The alternative forum was hailed a huge success, as it drew together a wide variety of attendees and was able to catalyze and amplify a counter-narrative to the official proceedings. With critical articles and pieces published in major media outlets such as the BBC, Al Jazeera and Italian state TV Rai, and several thousands of #FoodSystems4People posts on social media seen by potentially 10 million users, the counter-mobilization succeeded in reaching a broad public with its vision for genuine transformation of unsustainable food systems.

The “People’s counter-mobilization to transform corporate food systems” kicked off with an 8-hour long global virtual rally. This massively-attended event featured messages from offline communities, declarations, artistic performances and live mobilizations by hundreds of individuals and organizations from all continents, representing smallholder farmers, pastoralists, fisherfolks, indigenous peoples, agricultural and food workers, landless peoples, women, youth, consumers, the urban food insecure, NGOs and academics.

The counter-mobilization provided a space for dialogue about the threats posed by increasingly corporate-controlled and globalized food systems, and the already existing viable solutions to overcome them. An opening declaration summarizing the demands of the People’s Autonomous Response to the UNFSS – a platform of 330 organizations who took part in the counter-mobilization – was officially released. This civil society group are urging that policy discussions and decisions be made in the UN Committee on World Food Security, the only multilateral space with established inclusivity and accountability.

Food Sovereignty: 25 years in the making

Food sovereignty is intrinsically linked to the debate over what we envision for rural areas and what type of development should be applied, as well as what type of food to produce. And why do we want to produce?”

In the same year that La Via Campesina celebrates 25 years of defining, building, and fighting for “food sovereignty,” the United Nations (UN) will convene a summit for heads of state, members of large businesses and private corporations, multinationals and agribusiness representatives to discuss food systems processes.

The UN Food Systems Summit, or FFS, will take place in September of 2021 during the week of the High-Level panel of the United Nations’ General Assembly. Before the Summit, a pre-Summit will take place in Rome at the end of June.

I will take advantage of this space to debate(discuss?) the two subjects which complement each other in two separate articles. In this first one, I will discuss the 25th anniversary of the debate for food sovereignty. In the second will concern the contradictions surrounding the realization of the Summit on food systems, which will be convened by the Secretary General of the United Nations. This is the decade in which the UN and its member states must accomplish the activities and actions to which they committed by 2030, the objectives defined in order to reach their goals for building Sustainable Development.

The Summit on Food Systems will be held just as the world is experiencing a pandemic that has taken the lives of more than four million people worldwide, victims of COVID-19. At the same time, we see, as a consequence of the crises, the rise in the number of people who suffer hunger worldwide, as well as an increase in unemployment, poverty and violence.

Position Document on the Common Agricultural Policy (CAP) Reform

Today the Youth Articulation of ECVC has released a Position Document on the reform of the Common Agricultural Policy (CAP). Following the latest agreement between the EU Commission, EU Parliament and European Council, the young members of ECVC want to express their opinions, concerns and proposals for the reformed CAP and its application at the national level.

“We fear that the reformed CAP will continue to neglect the real needs of young farmers, and in particular small, agroecological farmers. Moreover, we expect that the CAP will continue to miss one of its main objectives: facilitating the entrance of new farmers (…). The CAP policies significantly affect us, yet we have no say in its reform process. It is not sufficient that the role of young farmers is acknowledged on paper, we want effective policies to support us and the right to participate in decision-making. As there can be no future for EU agriculture without young farmers.”
