Roadmap to a Canadian Just Transition Act: A path to a clean and inclusive economy

In recent years, there has been a steady growth of studies on the ‘Pink Tide’ experience in Latin America — the notable turn towards left-wing governments in Latin America around the start of the twenty-first century — and its implications for regional political economy and social-environmental conflicts. Following this trend, author Thea Riofrancos examines how conflicting visions of resource extraction have divided the Ecuadorian Left in Resource Radicals: From Petro-Nationalism to Post-Extractivism in Ecuador. Drawing upon a wide range of sources gained from fifteen months of fieldwork, the book presents an in-depth analysis of internecine struggles between the Ecuadorian government, which focuses on economic development via resource nationalism, and grassroots anti-extractivism activists, who strongly oppose the government’s lean toward extractive industries due to social and environmental concerns.

The book’s narrative begins in 2007, when Rafael Correa was elected as the 45th President of Ecuador with support from a disparate group of leftist organisations. Correa’s victory marked a fundamental break from Ecuador’s past economic policies. During his tenure (2007–17), Ecuador rejected neoliberalism and attempted to replace it with a series of progressive reforms that sought to improve the country’s economic equality and living standards. Resource extraction still served as the primary funding source for these reforms. Through strong state presence and information campaigns promoting the public benefits of resource development, the Correa government sought to de-politicise resource extraction and frame it as a technical affair, which offers a viable path toward a redistributive post-neoliberal state.

Unsurprisingly, Correa’s reforms were opposed by foreign corporations and domestic elites. What complicated the political struggle, however, was fierce resistance to these reforms among many social activists who had resisted neoliberalism for decades and supported Correa’s leftist election platform. Accordingly, the central question that Resource Radicals seeks to address is how the radical politicisation of resource extraction led to the Ecuadorian dispute between a self-described socialist government and many grassroots activists who helped bring it to power.

Workers and Communities in Transition: Report of the Just Transition Listening Project

The idea of “just transition” has recently become more mainstream in climate discourse. More environmental and climate justice advocates are recognizing the need to protect fossil-fuel workers and communities as we transition away from fossil-fuel use. Yet, as detailed in our report, transition is hardly new or limited to the energy industry. Throughout the decades, workers and communities have experienced near constant economic transitions as industries have risen and declined. And, more often than not, transition has meant loss of jobs, identities, and communities with little to no support.

While transition has been constant, the scale of the transition away from fossil fuels will be on a level not yet experienced. Fossil fuels are deeply embedded in our economy and society. Transition will not only affect the energy sector, but transportation (including passenger and freight), agriculture and others. Adding to the challenges of the energy transition, we are also transitioning to a post-COVID-19-pandemic world. As such, we cannot afford, economically or societally, to repeat the mistakes of the past that left so many workers and communities behind.

To better understand how transition impacts people, what lessons can be learned, and what practices and policies must be in place for a just transition, in the Spring of 2020 we launched the Just Transition Listening Project (JTLP). The JTLP has captured the voices of workers and community members who have experienced, are currently experiencing, or anticipate experiencing some form of economic transition.

Those who have suffered from transitions are rarely the ones whose voices are heard. Yet, no one is more able to fully understand what workers and communities need than those who have lived that experience. The JTLP is the first major effort to center these voices. In turn, the recommendations provided can make communities and workers whole. In many ways, these recommendations are common sense and fundamental to creating a just society, regardless of transition. Yet, the failure of elected officials to deliver just transition policies points to the need for wide scale movement building and organizing.

This report summarizes lessons learned and policy recommendations in three overall concepts for decision-makers: Go Big, Go Wide, and Go Far.

Workers and Just Transition: A Global View

With the election of a President who acknowledges the threats of climate change and of ongoing economic devastation for working people, we have an opportunity to seriously address how to make a transition to a climate-safe, socially-just, worker-friendly society. The primary objective of the Just Transition Listening Project (JTLP) is to ensure workers and community voices are central to the conversation of a Green New Deal and other climate policies. 

On Saturday, Dec. 5 at 12 p.m. Eastern, the Labor Network for Sustainability and the JTLP Organizing Committee will bring together labor and policy leaders to share perspectives, stories, and strategies from the frontlines of the struggle for a just transition globally. This will be the sixth webinar in the JTLP series. In addition to the webinar series we conducted interviews with more than 100 community leaders and workers to learn of their experiences and perspectives on Just Transition. Our report from these interviews will be available in January.

From the experiences of metalworkers in South Africa to the coal miners in Spain, to workers across sectors in Latin America and across the world, the struggle for a just transition is truly global. In order to effectively address the worldwide transitions we are facing in our jobs, environments, and homes, we must demand a worldwide response. Join us on Saturday, Dec. 5 as we learn from each other and set the stage for finalizing and distributing our report to help us win the struggle to protect jobs, communities and the right to thrive as we work toward a society that is ecologically sustainable and just. 

Green growth vs degrowth: are we missing the point?

It’s time to stop talking past each other and unite against the real enemies of environmental justice.

The row about ecological limits to growth is back with a vengeance. On one side are those who are deeply sceptical about the idea of ‘infinite growth on a finite planet’. They argue that to be sure of offering a good life for all within planetary boundaries, we need to kick our addiction to consumption growth (in wealthy countries at least). These ‘green growth sceptics’ include those advocating for ‘degrowth’, ‘prosperity without growth’, ‘steady state economics’, ‘doughnut economics’ and ‘wellbeing economics’.

In the opposite corner are ‘green growth’ advocates who believe that the historical relationship between GDP and environmental impact can be not just weakened but effectively severed. For green growthers, the key to maintaining a habitable planet is decoupling — reducing the environmental impact associated with each pound or dollar of GDP. By deploying new technologies, and shifting the nature of our consumption, they argue we can do our bit for the environment while continuing to grow GDP, even in wealthy countries.

Green growth sceptics do not dispute the need for decoupling, but observe that the faster we grow the faster we have to decouple. Even a modest goal like 2% growth per year implies doubling the scale of consumption every 35 years. Unfortunately, we have never approached the rates of decoupling that would be necessary for rich countries to get back within their fair share of ecological space while maintaining that kind of exponential growth.

Green growth advocates tend to respond that the historical record shouldn’t be taken as a guide to what is possible in future. Pessimism about future technological breakthroughs will be self-fulfilling, they say.

For some this is a compelling and entertaining debate. But it is not going to be settled in a timeframe that is useful for maintaining a habitable planet. In the meantime, these adversaries are in danger of delivering a major own goal. Because the more time we spend in nerdy (and sometimes venomous) exchanges about decoupling, the less time we have to build the broad-based movement we need to take on the vested interests who benefit from the status quo.

Resilience Before Disaster: The Need to Build Equitable, Community-Driven Social Infrastructure

This report, jointly released by APEN, SEIU California, and BlueGreen Alliance, makes the case for California to make long-term and deep investments in the resilience of its most vulnerable communities.

As California faces devastating wildfires, extreme heat, power outages, and an ongoing pandemic, the need to proactively advance climate adaptation and resilience is more clear than ever. However, these efforts typically focus on improving hard infrastructure–roads, bridges, and other physical infrastructure–to the detriment of social infrastructure, the people, services, and facilities that secure the economic, health, cultural, and social well-being of the community.

Traditional models of disaster planning have also proven deeply inadequate: They are coordinated through militarized entities like local sheriff’s departments and rely upon protocols like evacuating to faraway and unfamiliar sites, sharing emergency alerts in only one or two languages, and requiring people to present identification to access services, thus shutting out many from the support they need.

Through these crises, we’ve seen new models of disaster response emerge. In some places, neighbors have formed mutual aid networks to share their resources with one another, schools provided food to tens of thousands of families each day, and libraries were turned into cooling centers during extreme heat waves. What these approaches have in common is that they are rooted in the existing social and public infrastructure of communities.

This report provides a policy framework for community resilience by building out models for Resilience Hubs and In-Home Resilience. This dual approach to resilience captures the need for both centralized spaces and distributed systems that promote resilience within a community. Importantly, these are not models for just disaster response and recovery. Resilience is built before disaster.

A Letter and Action Plan for Racial Change at the California Air Resources Board

Who We Are

We are a group of concerned Black employees at the California Air Resources Board (CARB). We are Millennials, Generation X’ers, and Baby Boomers, with individual years of experience ranging from 2 years to 30 years.

Why Are We Speaking Up?

The murders of Ahmaud Arbery, Breonna Taylor, and George Floyd, began a long overdue nationwide discussion about race and the Black experience in the United States. Discussions are taking place every day around the nation, and the world, about the myriad of ways Black lives are under attack in every facet of life. We have written this letter and action plan as our contribution to these discussions. Our intention is to highlight systemic racism and implicit bias at CARB through sharing stories of our lived experiences. We have also included an action plan with concrete ways to begin the hard work of supporting and healing the wounds of Black employees at CARB. In many instances we may indicate “white”, but Black employees at CARB also experience discrimination from other non-Black people of color (POC). Our goal is not to shame or belittle CARB, or to assign blame. However, it is important to bring these issues into the light, so we can spread awareness, and address harmful behaviors, structures, and practices.

We hope our words will encourage deep reflection, growth, and meaningful transformation concerning the culture of white privilege in our workplace and our country. CARB and other government agencies are increasingly using terms like “equity”, “diversity”, and “environmental justice” without recognizing the importance of having a workforce that reflects these principles. We are speaking up because we believe that Black employees must play a critical role if CARB truly believes in the pursuit of equity, diversity, and environmental justice.
