From Biscuits To Steel: Ohio Valley Organizing Goes Beyond Coal

Public awareness of labor issues is growing but labor unions still face huge challenges.

Maxim Baru, an organizer with Industrial Workers of the World, spent the past months helping organize staff of the Ohio Valley Environmental Coalition, a regional nonprofit, after complaints of long hours, sleepless nights and low pay.

“Just because there’s a new sense of vibrancy doesn’t make the situation totally more advantaged,” Baru said. “A lot of employers still have enormous financial and political advantages over their employees.”

OVEC’s board retaliated sharply, firing two employees, according to former organizer Brendan Muckian-Bates.

“I think that’s one of the things that frustrates me the most about this whole thing is we didn’t even get to present a path forward for OVEC,” Muckian-Bates said.

Employees filed four unfair labor practice suits to recoup their pay. In November, the company’s board dissolved the organization instead of recognizing the union. The National Labor Relations Board is now attempting to extract back pay from the company for the two fired employees. A judge has frozen the nonprofit’s assets.

Baru said organizing nonprofits and other industries has been challenging, and many workplaces require a different approach than the old-school shop floor once did.

“If we deliver that demand by continuing to do a kind of one-size-fits-all cookie cutter prefabricated unionization drive, we’re going to disappoint a lot of people,” Baru said. “The process of unionizing can sometimes be very lengthy.”

Bay Area Transit Workers Organize for Hazard Pay, Build toward Contract Campaigns

Oakland transit worker Connie McFarland drove home after a long shift last July 28 and logged onto Zoom for a board meeting of her employer, AC Transit. She joined a chorus of 40 workers and riders who held up the start of the agenda with nearly two hours of public comment.

Their demand: hazard pay for frontline transit workers.

Bus operator Sultana Adams, an assistant shop steward with Transit (ATU) Local 192, described the trauma of an assault by a rider who spat in her face. McFarland told the board, “We really would like to have some form of appreciation that’s more than lip service.”

By coming together around this popular demand, Bay Area transit workers built power across unions in the lead-up to their contract campaigns and fought to improve transit for their riders.

Coal Miners Weren’t Happy When Joe Manchin Derailed Build Back Better

The United Mine Workers of America issued a statement criticizing the senator for withdrawing his support from the legislation:

When West Virginia senator Joe Manchin III, a well-known coal baron, withdrew support from the Build Back Better agenda, the Biden administration’s landmark climate and social safety net bill, an influential coal-mining union was quick to respond.

The United Mine Workers of America (UMWA), a labor union formed in 1890 to organize coal miners seeking safe working conditions and fair pay, released a statement by international president Cecil E. Roberts on December 20 characterizing the union’s relationship with Manchin as “long and friendly” but expressing disappointment that the bill didn’t pass. (On the same day, the AFL-CIO, the largest federation of American labor unions, released a similar statement.)

“We urge Senator Manchin to revisit his opposition to the legislation and work with his colleagues to pass something that will help keep coal miners working,” Roberts wrote, “and have a meaningful impact on our members, their families, and their communities.”

Given the UMWA’s history with Manchin—he has been an honorary member since 2020—it was a notable reminder of just how much is at stake for miners and their communities as the president’s signature measure hangs in the balance. The Build Back Better legislation includes important items for the UMWA, like incentives to build manufacturing facilities in post-coal communities, financial penalties for employers who deny workers their rights to unionize, and an extension of the black lung trust fund, a levy paid by coal companies that provides a small monthly payment to miners with pneumoconiosis, a disease caused by coal dust and silica inhalation.

A touch of class struggle in Germany’s car industry

Workers at a Bosch plant in Germany are fighting to keep their jobs with, to their surprise, support from climate activists. Their common demand is that there are no layoffs for climate protection, but instead a transition to ecological production.

ultinational corporations in the automotive industry like Bosch say they need to lay off workers in the transition to less-labour intensive e-mobility. In reality, they want to relocate production to low-wage countries to safeguard profits.

This is a catastrophe,” says Giuseppe Ciccone standing in front of “his” Munich plant during the German trade union IG Metall’s action day on Bosch. Shortly before, he had given a combative speech to about 600 workers. Since then, most of them have gone back to the plant or left. The chairman of the Bosch works council in Munich has been working at the local Bosch plant for almost forty years. He started at the age of 18 and is still there today. The plant and its employees are a central part of his life, “Like a family,” he says. But, as of late, a sense of crisis is prevalent in the family because the future of the plant is at stake.

Last year, Bosch announced plans to close its Munich plant which, until now, has been a production site for combustion engines, manufacturing fuel pumps and valves for diesel and petrol engines that will no longer be used in electric cars. Twenty years ago, about 1,600 people worked there but now there are only about 260 left. Even though it’s actually a rather small site, the struggle of the 260 against the planned closure has come to exemplify the conflict over the car industry and its workers’ future.

Capitalism Can’t Stop Climate Change

COP26, the 2021 UN Climate Change Conference held in Glasgow, was a monumental failure. It was supposed to be the forum where the world finally committed to emissions reductions sufficient to meet the target of the Paris Agreement: keeping the global temperature increase to only 1.5° Celsius. No less an establishment figure than the Prince of Wales described it as humanity’s “last chance saloon”, but the results fell a long way short of what is necessary. According to the prestigious scientific journal Nature (https://www.nature.com/articles/d41586-021-03431-4), global emissions must fall 45% from 2010 levels by 2030 and reach net zero by 2050. Instead, the commitments at COP26 will make emissions 14% higher by 2030.

The majority of the capitalist class recognises in theory that climate change is a grave problem requiring drastic steps, but each government wants to protect their own capitalists. The Australian Government is conspicuous by being on the list of bad guys at almost every point. Liberal Prime Minister Scott Morrison signed up to a commitment to net zero emissions by 2050, but only after almost every other advanced country (and many others) had done so. However, its 2030 target is only a 26-28% reduction from 2010 levels. Even without lifting a finger it will definitely achieve 30% and possibly 35%, so the refusal to promise more is ferociously political.

In sectoral negotiations, 40 countries promised to phase out coal, but Australia was not one of them. More than 80 countries pledged to cut methane emissions by 30% by 2030, but Australia was not one of them. Neither were other big natural gas producers (and therefore producers of fugitive emissions) Russia and Iran. And the Australian Government’s zeal in funding expansion of fossil fuel exports is joined with almost matching enthusiasm by the main opposition party, Labor. Similar stances have been taken by other large fossil fuel exporters, including Canada.

There is a reason for this. Capitalist governments exist, first and foremost, to protect the interests of their own capitalist class. There is enormous sunk capital invested in fossil fuels and the industries using them as inputs. So mining and oil companies fund climate denialism, they promote political parties that oppose addressing climate change and, where necessary, they fight hard to establish loopholes for themselves from any general policy. If a political party proposing serious action against climate change comes to power, or even threatens to, they run vicious and mendacious campaigns to stop it. These companies may have been cutting jobs for decades, but they will cry crocodile tears over the threat to their workers’ jobs. And they may have undermined their local communities by introducing fly-in-fly-out (FIFO) workers, but suddenly they’ll be backing community groups who think that the only way to defend their community is to oppose climate action.

Just to defend themselves, governments want to protect investments in fossil fuels to the maximum extent possible. So when a problem is identified and specific action is required to address it, the governments that could make the biggest difference are ones least likely to sign up to it. And on the rare occasion where a government that can make a big difference signs up (as Brazil has over attempts to stop deforestation), it is an attempt at fishing for international assistance that won’t have to be returned if targets aren’t met.

After Glasgow COP26: Build the Global Movement

What happened in Glasgow – and where do we go from here? 

Many on the radical left have concluded that Glasgow was an unmitigated disaster. That COP is dead. That the 1.5°C maximum temperature target is dead. That any gains made in Glasgow are greenwash. That it is time to stop focussing on the COP process and chart our own independent course. It is even argued that putting demands on the COP process (or indeed other capitalist institutions) is wrong in principle because it makes us complicit with their crimes and failures. 

I don’t agree with any of this. It’s certainly true that Glasgow failed to stop catastrophic climate change – and by a huge margin. It is also true the pace of the crisis is still increasing with fires, floods, droughts and hurricanes becoming ever more destructive, and that the Nationally Determined Contributions (NCDs), pledged in Glasgow, would produce a temperature rise of not 1.5°C but of 2.4°C – which would trigger feedback processes that would take the climate crisis out of control. 

To withdraw from the COP process, however, would be a big mistake. Although we all have a responsibility for our own ecological impact, only governments have the ability to make the major structural changes necessary to get rid of fossil energy in the timescale available. Nor can we build the mass movement necessary to force them to do so if we ignore the main global forum in which they can be engaged – and which is the main driver of global public consciousness on the issue. 

A Green New Deal for all: The centrality of a worker and community-led just transition in the US

This paper argues that labour and community-led advocacy efforts towards a just transition are fundamental to delivering the promises of a Green New Deal (GND) and a just post-carbon world. To this end, an ambitious, far-reaching project was launched by the Labor Network for Sustainability, a non-governmental organization dedicated to bridging the labor and climate movements, in Spring 2020 called the “Just Transition Listening Project’’ (JTLP).

Over the course of several months, the JTLP interviewed over 100 individuals, including rank-and-file union members, union officials, environmental and climate justice advocates, and Indigenous and community advocates to understand what makes transition “just,” what opportunities exist for a broad coalition to advance a GND-style proposal, and to document the struggles facing working people and communities across the U.S. In doing so, we utilize the tools of political geography to examine the politics of spatiality, networks, and scale as well as the geographical and spatial dimensions of policy and political-economic institutions. We are particularly mindful of two spatial dynamics.

First, that transition policies, particularly in a hegemonic country like the USA, have global implications. The industrial transition that took place from the 1970s to the 1990s, for example, bred nativism because it cast other countries as the cause of the problem.

Second, critical geographers have pointed out that environmental justice (EJ) has been neoliberalized in the U.S. as a result of its operationalization, spatialization, and administration, starting with the Clinton Administration. Because JT is rising on the national and global agendas, we pay close attention to whether these dynamics that affected EJ are also operating with respect to JT, as well as how they can be contained.

This research is particularly timely given the ongoing federal governmental efforts to contain the spread of COVID-19 and provide basic economic and social supports. The process of the JTLP parallels the goals of the GND–intersectional efforts rooted in community knowledge for the development of a people-led GND. This paper details the process of the JTLP and the prospects for intersectional, broad-based movements that are the only way a GND can be realized.

Green Unionism against Precarity

In a real sense, under capitalism, all workers are "precarious", meaning that they can be downsized, replaced, deskilled, outsourced, etc. It's simply a matter of degrees.

The ultimate peak in precarity is "gig work" (which has actually always existed; the names simply keep changing, but the concept is the same).

Unions represent a check against precarity, though this occurs on a graduated scale. The stronger the union, the less the workers' precarity.

Union strength manifests in various ways: it can result from a well organized, international, militant democratic union (ideal, but rare, with few real world examples, such as ILWU, and the IWW, of course), though more often than not it's a result of concentration of elite craft workers in skilled trades unions, which represents a strong guard against precarity, but only for workers in the union, in which case, solidarity is limited.

Other checks against precarity include high demand for skilled craft workers in rare supply, High demand for hard to replace workers (such as workers that required skilled credentials, such as teachers or transport workers), or tight labor markets (which exist in our semi-post COVID-19 world, due to a combination of factors spelled out in the Vox article).

This is nothing more than class struggle 101, as expertly phrased by Karl Marx, et. al.

There are new forms of precarity emerging due to climate catastrophe (brought on by capitalism). Workers find themselves facing new health and safety hazards and/or threats to their working environment.
