President Biden’s push for “good, union jobs” in clean energy has increased hope that organizing solar and wind workers can close the pay gap between them and fossil fuel workers.

Two years ago, Skip Bailey noticed a lot of trucks from a company called Solar Holler driving around Huntington, West Virginia. A union organizer with the International Brotherhood of Electrical Workers, Bailey saw an opportunity.

“We want to get in on the solar business,” he said, predicting the industry will grow in his home region, which includes historic coal communities in West Virginia, Kentucky and Ohio.

Bailey talked to Solar Holler about unionizing its employees who install photovoltaic panels on homes. IBEW showed the company its local training facility for electricians, and explained the health insurance and pension plans it offers. 

“It wasn’t a hard sell in either direction,” said the company’s founder and CEO, Dan Conant. He was already interested in securing union protections for his employees when Bailey contacted him, he said. The move fit with Solar Holler’s dedication to West Virginia’s legacy of energy production and strong union membership.

“It was not just good business, but it just really spoke to our history as a state,” he said.

Conant and Bailey’s efforts paid off in March 2020, when IBEW Local 317 and Solar Holler signed a contract. It’s just a start—Solar Holler only has about 20 unionized employees—but the agreement is an early example of the future Joe Biden is promising. The president frequently pledges to create millions of jobs while transitioning the U.S. to clean energy. Every time he does, he’s quick to add that these will be “good, union jobs that expand the middle class.”

“It’s a great talking point,” said Joe Uehlein, president of the Maryland-based Labor Network for Sustainability, an advocacy group pushing to unionize green jobs. But he added that Biden faces a difficult balancing act to achieve his pledge. 

Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas

Texas is currently confronted by three major, intersecting crises: the COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which continues to take its toll on Texans through hurricanes, major flood events, wildfires, debilitating heat waves and the significant economic cost of these extreme weather events. These crises both expose and deepen existing inequalities, disproportionately impacting working families, women, Black, Indigenous and people of color (BIPOC) communities, immigrants, and the most vulnerable in our society.

A well-designed recovery from the COVID-19 global health pandemic, however, can simultaneously tackle these intersecting crises. We can put people to work in high-quality, family- and community-sustaining careers, and we can build the 21st century infrastructure we need to tackle the climate crisis and drastically reduce greenhouse gas emissions and pollution. Indeed, in order to avoid the worst impacts of the climate crisis, it is essential that our economic recovery focus on developing a climate-friendly economy. Moreover, there are significant jobs and economic development opportunities related to building a clean energy economy. One study shows that 25 million jobs will be created in the U.S. over the next three decades by electrifying our building and transportation sectors, manufacturing electric vehicles and other low-carbon products, installing solar, wind and other renewables, making our homes and buildings highly-efficient, massively expanding and improving public transit, and much more.

Conversely, a clean, low-carbon economy built with low-wage, low-quality jobs will only exacerbate our current crisis of inequality. The new clean energy economy can support good jobs with good benefits and a pipeline for historically disadvantaged communities to high-quality, paid on-the-job training programs that lead to career advancement. Currently, the vast majority of energy efficiency, solar and wind work is non-union, and the work can be low-wage and low-quality, even as the safety requirements of solar electrical systems, for example, necesitate well-trained, highly-skilled workers.

Can green locomotives get rail industry back on track? Wabtec, union leaders in Erie say yes

Wabtec, which purchased the former GE Transportation in 2019, agrees with the union leadership at the Erie plant on a couple of important points.

Developing low- and zero-emission locomotives can help address worries about climate change. And it can also be good for business.

Wabtec CEO Rafael Santana announced the establishment of a research institute in partnership with Carnegie Mellon University and Genesee & Wyoming Railroad during a House Transportation and Infrastructure Committee hearing in March.

Santana told the committee the company was committed within the next nine years to developing the technology to accelerate the reduction of greenhouses gas emissions by using battery- and hydrogen-powered locomotives.

Santana predicted those initiatives would lead to the creation of “250,000 direct, indirect and induced jobs."

Climate jobs and the Unite General Secretary election campaign

People have been shocked at the recent news of deaths from extreme heat and flooding across the globe. Three of the world’s wealthiest men have been racing into space in an effort to find new sources of profit. Meanwhile our government here seems determined to rush the UK into a return to pre-pandemic business as usual. There has never been a more urgent need to fight for effective action in the face of climate catastrophe. The COP26 talks in Glasgow in November present our world leaders with a vital and timely opportunity to deliver more than vague targets and future promises.

The Campaign against Climate Change Trade Union group (CaCCTU) will be launching this autumn the eagerly-awaited update to their groundbreaking pamphlet, “One Million Climate Jobs”, first published in 2004. At the heart of this new report is a core model for a new public service – a National Climate Service – that can get the job done by seeing to the integration of training, redeployment, planning and the interface between sectors (e.g., between industries and energy, or the complex planning needed to integrate and balance public transport).

The Climate Jobs campaign argues we need a sustainable transformation of construction, transport and power among other sectors. Several unions organise workers in these industries and, in order to win the changes we need, these unions should get behind these demands, building support for a transition of the economy and for massive investment in well paid jobs which tackle the climate emergency. In particular, Unite, one of the biggest unions in the Britain, can play a crucial role. Unite is in the process of electing a new General Secretary.

Up to now there has been a tendency amongst many within the Unite leadership to take a defensive position regarding climate change activism. Instead of embracing the possibilities for millions of new jobs in the public transport, buildings retrofitting and renewable energy trades, Unite leaders have opted to present the need to defend the status quo of existing jobs in the aviation, nuclear and private vehicle industries.

Many in the climate movement see some of the proposals put forward by various members of the Unite hierarchy as false solutions. Carbon capture and storage (CCS), nuclear power generation, electric vehicles without addressing car dependency, maintaining current levels of aviation: these are all contributing to the problems of carbon emissions and other greenhouse gases. Many climate activists are also Unite members and feel that their voices are not being heard in the higher echelons of the union.

We need to see a greater involvement by rank and file trade unionists and non-unionised workers in shaping their own futures. We recognize that workers have the skills and expertise to play a role in their own just transition to green jobs. Wouldn’t it be a refreshing change to see the leadership candidates putting forward the sort of radical ideas that could make that happen? Whoever wins the election, will the next Unite General Secretary embrace and promote the ideas presented in the new CaCCTU report?

Arizona's strongest union announces opposition to Resolution Copper's Oak Flat project

Teamsters Local Union 104 supports the efforts of Representative Raul Grijalva and Congressional leaders from both sides of the aisle to pass the Save Oak Flat Act Bill S. 915/H.R. 1884, which will repeal the requirement for the United States Department of Agriculture to convey the 2.422 acres of Forest System land located in the Tonto National Forest in Pinal County, Arizona. known as Oak Flat, to Resolution Copper Mining, in exchange for various parcels of land owned by Resolution Copper:

Chi'Chil'Ba'Goteel, known as Oak Flat. is a Traditional Cultural Property located in southeastern Arizona that is listed on the National Register of Historic Places. Since time Immemorial, Native Americans have gone to Oak Flat to participate In ceremonies, to pray, to gather medicines and ceremonial items. and to seek and obtain peace and personal cleansing."

Tribal leaders and allies have been working for over eighteen years to protect Oak Flat from the foreign mining conglomerates Rio Tinto and BHP Billiton — who. through their joint venture with Resolution Copper Mining, LLC, seek to develop the largest and deepest copper mine in North America." 

Rio Tinto, BHP and Resolution Copper seek to extract the copper ore beneath Oak Flat using the block-cave or panel-cave mining method. This will cause the surface ol Oak Flat to collapse and result In a 1.8-mlle wide crater, which is the approximate distance from the Capitol to the Lincoln Memorial, that will be over a thousand feet deep. The process will permanently destroy more than one dozen sacred springs, burial sites. and related cultural properties."

Proponents of the mine claim job creation as the primary reason to move forward with the project. The reality Is that Rio Tinto has a long history of abusive labor practices. From Canada to California to South Africa, the company has a history of attacking unions and slashing wages. Rio Tinto has often responded to worker complaints with lockouts and layoffs. While Rio Tinto and BHP may make empty promises to support labor at the Resolution Copper mine, this mine will be fully automated and will not create good jobs for Arizonians. Resolution Copper will utilize robotized drilling and automated haul trucks that can all be controlled from an operations center outside ol Arizona."

Our union Is dedicated to advancing the social, economic, and educational welfare of our membership in Arizona and advocating for mining projects that support working families in the Slate. However, it Is clear that this project will only benefit a small group of foreign corporations that have repeatedly proven that they have no respect for unions, working families or mining communities. Therefore, on behalf of the 8,400 members of Teamsters Local Union 104, many of whom are members of Arizona's tribal nations, we stand In solidarity with our tribal brothers and sisters and urge key members of Congress. including the Honorable Senator Joe Manchin, Chairman of the Senate Energy and Natural Resources Committee, to work with Congressional leadership to move the Save Oak Flat Act towards enactment and permanently protect this sacred area.

Extreme heat is killing American workers

Abe Carlin held up an instant-read thermometer in the Portland, Oregon, pizzeria where they worked. It showed 103.2 degrees Fahrenheit. Even with half the ovens off and the air conditioning cranked up, the kitchen was desperately hot on June 27, when a heat dome capped the region.

Outside, temperatures were breaking records as a searing late-June heat wave settled across the Pacific Northwest. Portland reached a record high of 112 degrees Fahrenheit, only to be broken the next day. Portlanders, who have rarely felt such heat, didn’t want to turn on the ovens in their own homes.

So as temperatures started rising, more orders came into the pizzeria. The kitchen staff struggled to keep up with the demand using their limited oven space. And staffers who would have helped out couldn’t make it in as cables melted in Portland’s light rail system and left commuters stranded.

Conditions in Carlin’s pizza restaurant were actually better than many in the food industry. Employees were rotated between the cooler dining room and the warmer kitchen. The break room was stocked with cold Gatorade. Workers were told to take frequent breaks and even spend a few minutes in the cooler if needed.

Finally, the owners decided to close the restaurant early.

“Fundamentally, the way that our space was set up was not able to deal with heat,” Carlin said. “Our HVAC system is not meant to handle this.”

Workers at other Portland restaurants were not so lucky. Some closed early while others tried to stay open as long as possible. The heat triggered power outages that shut down air conditioners and coolers in several restaurants, and employees reported symptoms of heat exhaustion. Workers at Voodoo Doughnuts in Portland’s Old Town went on strike because of the heat. The striking workers were then fired.

LNS Executive Director Testifies Before House Committee on Oversight and Reform, Expresses Support of the Justice40 Initiative

‘The Goal of Creating Good Jobs and Protecting Our Environment Are Not Incompatible,’ Recommends Ways to Protect Workers Amid a Shift to a Green Economy.

On Wednesday morning, July 21, 2021, Executive Director of the Labor Network for Sustainability, Michael Leon Guerrero, joined fellow environmental justice leaders and activists to testify in support of the Biden-Harris Justice40 Initiative at a hearing with the House Committee on Oversight and Reform. Led by Rep. Carolyn B. Maloney, the Committee highlighted its role in advancing the Justice40 Initiative–including ensuring a whole-of-government response, strong federal data collection, and a voice for state and local partners–to direct 40 percent of the benefits of climate and clean infrastructure investments to the hardest hit communities.

An environmental justice organizer for much of his career, Leon Guerrero opened by saying, “I will speak to you today to affirm, as the title of this hearing suggests, that Environmental Justice is central to the American Jobs Plan, and in particular to affirm the importance of addressing the needs of workers and communities as we transition to a climate safe economy. Let me first say that the goals of creating good jobs and protecting our environment are not incompatible.”

A national network of unions and climate and environmental justice organizations working for urgent, science-based climate action, the Labor Network for Sustainability (LNS) strives daily to bridge the labor and climate movements to “secure an ecologically sustainable and economically just future where everyone can make a living on a living planet.”

“We commend President Biden […] for rooting his climate protection strategy in policies that foster job creation, the rights of workers to organize unions, and the ability of communities to achieve environmental justice,” Leon Guerrero added. “We support the Justice 40 Initiative as a strategy to assure that historically marginalized communities of color have equal access to the badly needed investments to rebuild our economy and infrastructure. We also want to express our support for the recommendations of the White House Environmental Justice Advisory Council.”

The Justice40 Initiative is part of the American Jobs Plan and the Build Back Better Agenda, which Leon Guerrero said LNS feels–along with the Protecting the Right to Organize Act (PRO Act), and Justice 40–“set us on the path we need to address the multiple crises we face in health disparities, economic injustice and climate disruption.”

“These are troubling and turbulent times that require bold and creative action […] we are concerned that currently available details on the bipartisan infrastructure bill and the budget reconciliation package so far fall severely short of what is needed to address these crises,” said Leon Guerrero.

He went on to cite “Workers and Communities in Transition: A Report of the Just Transition Listening Project,” released by LNS earlier this year and which analyzes in-depth interviews of more than 100 workers and community leaders in 26 states “who work in a variety of industries including oil refining, auto and textile manufacturing, healthcare, education and agriculture.”

U.K. Green Jobs Taskforce recommendations address green skills, Just Transition

On July 14, the Independent Green Jobs Taskforce delivered its report to the government of the United Kingdom, making fifteen recommendations on how best to deliver the green jobs and skills of the future. A summary of the report and steps taken to date appear in the government’s press release. The full Report is here, with an Annex called Sectoral Transitions to Net Zero, profiling specific sectors and occupations.

The U.K. Trades Union Congress (TUC), which participated in the Taskforce, reacted with a blog post titled, A greener economy can be positive for workers too, highlighting key recommendations – and pointing out real-world examples of best practice, including the example of collaboration between EDF and Unite, Prospect and GMB in the successful creation of transition pathways for workers at Cottam coal power station before it closed. The Senior Deputy General Secretary of the Prospect union was also member of the Green Jobs Taskforce, and summarized her thoughts in this blog: “It’s time the government moved from lofty climate change ambitions to action”, saying “ I am pleased that the Green Jobs Taskforce not only uses the language of Just Transition, but recommends the establishment of a new national body to help shape this change and ensure that no worker or community is left behind in the race for net zero. That recommendation is one of many that we on the task force have made to the government, including establishing a ‘green careers launchpad’, making sure that the curriculum reflects the green skills we will need in the future, and publishing a comprehensive net zero strategy ahead of November’s COP26 summit.”

The government will not endorse any of the Report’s recommendations immediately but they are promised to feed into the development of the U.K.’s Net Zero Strategy; in the meantime, “ a cross-cutting delivery group” has been established “to oversee the development and delivery of the government’s plans for green jobs and skills. This group will maintain the momentum generated by the Taskforce and drive meaningful action across the green skills agenda.”

The Green Jobs Taskforce was established in November 2020 , and included labour representatives from the TUC and Prospect union, along with academics, business representatives and the training sector, including Construction Industry Training Board, Engineering Construction Industry Training Board, East London Institute for Technology, Retrofit Works, Edinburgh University and National Grid.

California unions endorse a plan for Green Recovery and fossil fuel phase-out

A Program for Economic Recovery and Clean Energy Transition in California, released in June, is the ninth in a series of reports titled Green Economy Transition Programs for U.S. States, published by the Political Economy Research Institute (PERI), and written by researchers led by Robert Pollin. In this latest report, the authors address the challenge of economic recovery from the Covid-19 pandemic, and contend that it is possible to achieve California’s official CO2 emissions reduction targets—a 50 percent emissions cut by 2030 and zero emissions by 2045— and at the same time create over 1 million jobs. The investment programs they propose are based on the proposed national THRIVE Agenda, (introduced into the U.S. Congress in February 2021), and rely on private and public investment to energy efficiency, clean renewable energy, public infrastructure, land restoration and agriculture. The report discusses these sectors, as well as the manufacturing sector, and also includes a detailed just transition program for workers and communities in the fossil fuel industry.

In Chapter 6, “Contraction of California’s Fossil Fuel Industries and Just Transition for Fossil Fuel Workers”, the authors note that only 0.6% of California’s workforce was employed in fossil fuel-based industries in 2019 – approx.112,000 workers. They model two patterns for the industry contraction between 2021-2030: steady contraction, in which employment losses proceed evenly, by about 5,800 jobs per year; and episodic contraction, in which 12,500 job losses occur in just three separate years, 2021, 2026, and 2030. After developing transition programs for both scenarios, they estimate that the average annual costs of episodic contraction would be 80% higher ($830 million per year) than the costs of steady contraction ($470 million per year). As with previous PERI reports, the authors emphasize the importance of the quality of jobs to which workers relocate: “It is critical that all of these workers receive pension guarantees, health care coverage, re-employment guarantees along with wage subsidies to insure they will not experience income losses, along with retraining and relocation support, as needed. Enacting a generous just transition program for the displaced fossil fuel-based industry workers is especially important. At present, average compensation for these workers is around $130,000. This pay level is well above the roughly $85,000 received by workers in California’s current clean energy sectors.” Relief Programs for Displaced Oil & Gas Workers Elements of an Equitable Transition for California’s Fossil Fuel Workers is a 2-page Fact Sheet summarizing the chapter.

Transit Equity Network Calls on Congress to Pass Legislation that Truly Supports Accessible, Safe and Equitable Transit in Support of H.R.3744

The network of transit riders, community organizations, environmental groups, and labor unions responsible for organizing Transit Equity Day annually on Rosa Parks’ birthday to declare transit equity as a civil right have issued an Open Letter to Congress in support H.R. 3744, the “Stronger Communities Through Better Transit Act,” drafted by Rep. Henry C. (Hank) Johnson (D: GA-04) and introduced to the House Committee on Transportation and Infrastructure in early June. Twenty-five organizations have signed on to the letter including the Amalgamated Transit Union, Institute for Policy Studies Climate Policy Program, the Sierra Club, the NAACP Niagara Falls Branch, Central Florida Climate Action, Pittsburghers for Public Transit, and the Labor Network for Sustainability.

“We see transit equity as a civil right, workers’ right and climate-justice issue; and are committed to ensuring equitable access to public transit throughout the United States. Expanding public transit can help combat the causes of climate change and also fight economic injustice by providing greater accessibility in marginalized communities and ample training and job growth for transit workers,” the letter says. It adds:

“H.R. 3744, would authorize $20 billion annually from fiscal years 2023 through 2026 in operating assistance to transit agencies to improve frequencies, extend service hours, or add new high-frequency transit service. It also aims to prioritize that service to disadvantaged communities, areas of persistent poverty, and places with inadequate transit services.

“Workers and communities need better access to affordable, reliable public transit to meet essential needs and to help address climate disruption. Our economy will not grow without it. Communities of color will continue to be disproportionately left behind—today, people of color comprise 60 percent of transit ridership. Transit workers will continue to shoulder the pressures that come with infrequent bus service, lack of safety in transition beyond the COVID-19 pandemic, and possible job loss when new technologies are implemented without proper worker training. The Stronger Communities Through Better Transit Act will not single-handedly ensure transit equity; however, it is a critical step in securing a more reliable, safe, and frequent transit future for communities across the country.”
