Can Biden unite Labour and climate activists with his American Jobs Plan?

On March 31, U.S. President Biden announced his “American Jobs Plan,” which outlines over $2 trillion in spending proposals, including $213 billion to build, modernize and weatherize affordable housing, $174 billion for incentives and infrastructure for electric vehicles; $100 billion for power grid modernization and resilience; $85 billion investment in modernizing public transit and bringing it to underserved areas; $35 billion investment in clean technology research and development, including incubators and demonstration projects; $16 billion employing union oil and gas workers to cap abandoned oil and gas wells and clean up mines, and $10 billion to launch a Civilian Climate Corps to work on conservation and environmental justice projects. All of these are proposals, to be subject to the political winds of Washington, with House Speaker Nancy Pelosi suggesting a date of July 4 for a vote on legislation.

The White House Fact Sheet outlines the specifics . Robert Reich calls the plan “smart politics” in “Joe Biden as Mr. Fix-it” in Commons Dreams, and according to “Nine Ways Biden’s $2 Trillion Plan Will Tackle Climate Change” in Inside Climate News, “President Joe Biden aims to achieve unprecedented investment in action to address climate change by wrapping it in the kind of federal spending package that has allure for members of Congress of both parties.” David Roberts offers a summary and smart, informed commentary in his Volt blog, stating: “Within this expansive infrastructure package is a mini-Green New Deal, with large-scale spending targeted at just the areas energy wonks say could accelerate the transition to clean energy — all with a focus on equity and justice for vulnerable communities on the front lines of that transition. If it passes in anything like its current form, it will be the most significant climate and energy legislation of my lifetime, by a wide margin.”

Julian Brave NoiseCat writes in the National Observer on April 6, summing up the dilemma: …” Each policy has the potential to unite or divide the Democrat’s coalition of labour unions, people of colour, environmentalists and youth activists. Some policies, like the creation of a new Civilian Climate Corps …. are directly adopted from demands pushed by activists like the youth-led Sunrise Movement. Others, like investments in existing nuclear power plants and carbon capture retrofits for gas-fired power plants, will pit labour unions against environmental justice activists from the communities those industries often imperil. Uniting the environmental activists who oppose the development of fossil fuel pipelines with the workers who build them will be among the Democrats’ greatest challenges.”

“Just” Transitions Are Possible, But They Require State Investment

In spite of overt efforts by some energy executives to convince consumers otherwise, the global economy is already in the throes of a transition away from the drilling, refining and burning of fossil fuels. For certain communities — such as the estimated one-quarter of counties in the U.S. with the greatest potential for wind and solar that are existing fossil fuel employment hubs — a reasonably smooth economic transition to a fossil-free economy may be well within reach.

But for many workers, the idea that an “energy transition” is upon us still sounds the alarm. The “zero emissions” of climate policy proposals bring with it the electrification of everything: ditching combustion engines for electric ones in cars, trucks and busses; and equipping houses with heat pumps to replace natural gas furnaces, for instance. And while an aggressive commitment to electrifying all aspects of the economy could create an estimated 25 million jobs in the U.S. by some estimates, it’s a process often understood as “automation,” the repercussions of which those working in industry are no stranger. In the past, automation in workplaces from oil rigs to rubber plants has meant layoffs, school and municipal budget deficits, and in many cases, the devastation of entire towns.

A new report released today by the Labor Network for Sustainability (LNS) details how working people in the United States have been abandoned by their employers and their elected officials during countless prior economic transitions, and suggests that failing to learn from past catastrophes in the shift away from fossil fuels could lead to significant further social unrest.

“We have rarely done a good job of supporting workers and their communities through these transitions,” Michael Leon Guerrero, executive director of LNS, said in a statement. “If we are to move forward on the climate policies we need — we have to assure to the greatest extent possible that workers and their communities will not get left hanging.”

The report, called the Just Transition Listening Project, draws on qualitative data from 100 “listening sessions” with union and non-union manufacturing and industrial workers, including those in the fossil fuel industry, but also public sector workers, educators and other community members living in areas that have already experienced or anticipate some form of economic transition, like a factory sent overseas or the decommissioning of a power plant.

The research is the most comprehensive to date to gauge U.S. labor and community sentiment around the current energy transition, and offers labor, activist and broader community perspectives on how hyper-local challenges and community-envisioned solutions might be balanced with and supported by federal funds and a big picture policy blueprint.

In addition to labor groups, participants include members of environmental justice and other community organizations and span the U.S. geographically, though the West Coast is slightly overrepresented and the South underrepresented. Across each of these groups, 63 percent of participants identified as white, 19 percent as Latinx, 10 percent as Black and 5 percent as Indigenous. The co-authors identify the underrepresentation of Black participants as a “major weakness” in their data and encourage more research centering the experiences of Black workers and communities.

At its core, the report recognizes that current conversations about our energy transition are still rife with misconceptions. “The idea of the working class that we conjure up is the big burly white guy with a hard hat on who’s whistling at you when you’re 25,” one participant told the researchers. But the identities and commitments of those impacted by the transition from fossil fuels to renewables are much more complex. “To have a just transition in this country, to have it after we come out of the pandemic, to have it when we get off of fossil fuels, people who do all that work, caring for children, teaching children, caring for sick people, delivering food” — many who are women of color, the same participant noted — “those people need to be paid a living wage.”

To bring about a truly “just transition,” the report suggests, policy makers must consider innovating in ways that reach far beyond offering a 60-year-old refinery worker a spot in a coding bootcamp when his most pressing concern might be doing whatever it takes to stay on the job so he can keep his health insurance, for instance.

On the contrary, our responses must consider immediate and long-term needs, be holistic, ambitious and participatory.

Phasing Out Fossil Fuels Is Possible. These State-Level Plans Show How

When it comes to climate change, state governments across the United States have been way ahead of the federal government in providing leadership toward reducing carbon pollution and building a clean energy economy. For example, when Trump announced in 2017 his intention to withdraw the U.S. from the Paris Agreement, the governors of California, Washington and New York pledged to support the international agreement, and by 2019, more than 20 other states ended up joining this alliance to combat global warming.

Robert Pollin, distinguished professor of Economics and co-director of the Political Economy Research Institute at the University of Massachusetts at Amherst, has been a driving force behind several U.S. states’ efforts to curb carbon emissions and make a transition to a green economy. In this exclusive Truthout interview, Pollin talks about how states can take crucial, proactive steps to build a clean energy future.

C.J. Polychroniou: Bob, you are the lead author of commissioned studies, produced with some of your colleagues at the Political Economy Research Institute of the University of Massachusetts at Amherst, to fight climate change for scores of U.S. states, including Pennsylvania, Ohio, West Virginia, Maine, Colorado, Washington, New York and California. The purpose of those studies is to show the way for states to attain critical reductions in carbon emissions while also embarking on a path of economy recovery and a just transition toward an environmentally sustainable environment. In general terms, how is this to be done, and is there a common strategy that all states can follow?

Robert Pollin: The basic framework that we have developed is the same for all states. For all states, we develop a path through which the state can reduce its carbon dioxide (CO2) emissions by roughly half as of 2030 and to transform into a zero emissions economy by 2050. These are the emissions reduction targets set out by the Intergovernmental Panel on Climate Change (the IPCC) that are meant to apply to the entire global economy. The IPCC — which is a UN agency that serves as a clearinghouse for climate change research — has concluded that these CO2 emissions reduction targets have to be met in order for we, the human race, to have a reasonable chance to stabilize the global average temperature at no more than 1.5 degrees Celsius above the preindustrial level, [the level of] about the year 1800.

The IPCC has concluded that stabilizing the global average temperature at no more than 1.5 degrees Celsius above preindustrial levels provides the only realistic chance for avoiding the most severe destructive impacts of climate change in terms of heat extremes, heavy precipitation, droughts, floods, sea level rise, biodiversity losses, and the corresponding impacts on health, livelihoods, food security, water supply and human security. Given that these emissions reduction targets must be met on a global scale, it follows that they also must be met in every state of the United States, with no exceptions, just like they must be met in every other country or region of the world with no exceptions.

By far the most important source of CO2 emissions entering the atmosphere is fossil fuel consumption — i.e., burning oil, coal and natural gas to produce energy. As such, the program we develop in all of the U.S. states centers on the state’s economy phasing out its entire fossil fuel industry — i.e., anything to do with producing or consuming oil, coal or natural gas — at a rate that will enable the state to hit the two IPCC emissions reduction targets: the 50 percent reduction by 2030 and zero emissions within the state by 2050.

Of course, meeting these emissions reduction targets raises a massive question right away: How can you phase out fossil fuels and still enable people to heat, light and cool their homes and workplaces; for cars, buses, trains and planes to keep running; and for industrial machinery of all types to keep operating?

It turns out that, in its basics, the answer is simple and achievable, in all the states we have studied (and everywhere else for that matter): to build a whole new clean energy infrastructure that will supplant the existing fossil fuel dominant infrastructure in each state. So the next major feature of our approach is to develop investment programs to dramatically raise energy efficiency standards in buildings, transportation systems and industrial equipment, and equally dramatically expand the supply of clean renewable energy sources, i.e. primarily solar and wind energy, but also geothermal, small-scale hydro, as well as low-emissions bioenergy.

This Is What the Beginning of a Climate-Labor Alliance Looks Like: The PRO Act is emerging as the left’s answer to a classic political tension

Tuesday night, the Protecting the Right to Organize Act passed the House by 225–205 votes. If it passes the Senate and becomes law, it will peel back over half a century of anti-union policies, including core provisions of the Taft-Hartley Act of 1947. It would override state-level right-to-work protections—the darlings of the Koch brothers machine—and create harsher penalties for employers who interfere with employees’ organizing efforts. But in myriad ways, the act might also do something unexpected: set the stage for sweeping climate policy.

A coalition led by the International Union of Painters and Allied Trades, or IUPAT, and the Communication Workers of America is mobilizing to push the PRO Act over the finish line in the Senate. The youth climate group Sunrise Movement was an early recruit, and the Democratic Socialists of America—including its ecosocialist working group, which is also pushing for a Green New Deal—will be deploying its members in key districts around the country to ensure it’s passed. After a kick-off call over the weekend featuring Congressman Jamaal Bowman, Association of Flight Attendants-CWA head Sara Nelson, and Naomi Klein, DSA is holding trainings for its members throughout March as well as events around the country pushing key senators to back the bill in the lead-up to May Day. Sunrise last week launched a Good Jobs for All campaign, which is urging on a federal job guarantee introduced recently by Representative Ayanna Pressley. Over the next several weeks, Sunrise hubs will be working alongside progressive legislators and holding in-district protests to advance five priorities for upcoming infrastructure legislation, including the PRO Act. After its passage through the House last night, a press release from the groups praised the measure as a “core pillar of the Green New Deal.”

The alliances forming around the PRO Act buck long-held wisdom in Washington about what it would take to get labor unions and environmentalists to work together. James Williams Jr., IUPAT’s vice president at large, has been frustrated by years of seeing the two talk past one another. Construction unions, in particular, have come to loggerheads with climate hawks over infrastructure projects like the Keystone XL and Dakota Access pipelines. “I would blame labor a lot of the time for this,” he says, “but there have to be deeper conversations about the fact that labor is going to lose jobs that have been really good jobs for a really long time.” 

Is Labor Green? A Cross-National Panel Analysis of Unionization and Carbon Dioxide Emissions

In this article, we assess whether unionization of national workforces influences growth in national carbon dioxide (CO2) emissions per capita. Political-economic theories in environmental sociology propose that labor unions have the potential to affect environmental conditions. Yet, few studies have quantitatively assessed the influence of unionization on environmental outcomes using cross-national data. We estimate multilevel regression models using data on OECD member nations from 1970 to 2014. Results from our analysis indicate that unionization, measured as the percentage of workers who are union members, is negatively associated with CO2 emissions per capita, even when controlling for labor conditions. This finding suggests that unionization may promote environmental protection at the national level

Why Unions Are the Key to Passing a Green New Deal

There’s a persistent conservative myth that the clean energy transition must come at the expense of employment. Nothing could be further from the truth, though. The Congressional resolution on a Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez and Sen. Ed Markey last February, includes a proposal guarantee employment to all those who want it. And increasingly, climate activists are focusing on the potential to create millions of good jobs in clean energy.

These pro-worker proposals—and the knowledge that it will take an economy-wide effort to kick fossil fuels and the curb to avert climate catastrophe—have won the platform support from swaths of the labor movement. Yet some powerful unions still oppose the sweeping proposal. The president of the AFL-CIO—the largest federation of unions in the U.S.—criticized the Green New Deal resolution, and heads of the Laborers’ International Union of North America, the United Mine Workers of America, and the International Brotherhood of Electrical Workers have outright opposed it. That poses a political roadblock to achieving the necessary transformation of the U.S. economy. 

“The Green New Deal movement needs broader support from the labor movement to be successful,” Joe Uehlein, founding president of the Labor Network for Sustainability and former secretary-treasurer of the AFL-CIO’s Industrial Union Department, said. “As long as labor isn’t a central player in this movement, they will they have the power to block pretty much anything. on Capitol Hill. They contribute in electoral campaigns. They’re a very powerful force.”

The Green New Deal Just Won a Major Union Endorsement. What's Stopping the AFL-CIO?

The American Federation of Teachers (AFT), the second largest teachers’ union in the country, passed a resolution in support of the Green New Deal at its biennial convention at the end of July. The Green New Deal, federal legislation introduced in early 2019, would create a living-wage job for anyone who wants one and implement 100% clean and renewable energy by 2030. The endorsement is huge news for both Green New Deal advocates and the AFL-CIO, the largest federation of unions in the United States. The AFT’s endorsement could be a sign of environmental activists’ growing power, and it sends a message to the AFL-CIO that it, too, has an opportunity to get on board with the Green New Deal. But working people’s conditions are changing rapidly, and with nearly half of all workers in the country without a job, the leaders of the AFL-CIO and its member unions may choose to knuckle down on what they perceive to be bread-and-butter issues, instead of fighting more broadly and boldly beyond immediate workplace concerns.

The AFT endorsement follows that of the Association of Flight Attendants-CWA (AFA-CWA), Service Employees International Union (SEIU), National Nurses United (NNU) and the Maine AFL-CIO — all of which declared their support for the Green New Deal in 2019. And while local unions have passed resolutions in support of the Green New Deal, the AFT, NNU and AFA-CWA are the only national unions in the AFL-CIO to endorse the Green New Deal. (SEIU is affiliated with another labor federation, Change to Win.)

Yet the AFL-CIO has remained resistant. When Sen. Ed Markey (D‑Mass.) and Rep. Alexandria Ocasio-Cortez (D‑N.Y.) introduced the Green New Deal legislation in February 2019, AFL-CIO President Richard Trumka told reporters, ​“We need to address the environment. We need to do it quickly.” But he also noted that, ​“We need to do it in a way that doesn’t put these communities behind, and leave segments of the economy behind. So we’ll be working to make sure that we do two things: That by fixing one thing we don’t create a problem somewhere else.”

Where Trumka has been skeptical and resistant, some union leaders in the federation have been more forceful in their opposition; many unions with members who work in extractive industries, including the building trades, slammed the legislation. Cecil Roberts, president of the United Mine Workers of America (UMWA), and Lonnie Stephenson, president of the International Brotherhood of Electrical Workers, wrote a letter to both Markey and Ocasio-Cortez on behalf of the AFL-CIO Energy Committee that said, ​“We will not accept proposals that could cause immediate harm to millions of our members and their families. We will not stand by and allow threats to our members’ jobs and their families’ standard of living go unanswered.”

Legal Filing Demands Trump Administration Use Defense Production Act to Provide PPE, Prevent More Deaths, Illness

WASHINGTON— Labor unions representing health care workers, teachers, transit operators and millions of other frontline workers joined with environmental groups today to demand that the Trump administration take emergency action to provide adequate masks, gloves and other personal protective equipment to these essential workers.

The legal petition demands that Health and Human Services Secretary Alex Azar and Homeland Security Secretary Chad Wolf act immediately to ensure the manufacture and distribution of adequate personal protective equipment (PPE). The Trump administration has refused to properly manage PPE production and distribution, leaving states and industry to compete and frontline workers short of supplies.

“It’s terrifying to risk your life every day just by going to work. It brings a lot of things into perspective,” said Rick Lucas, a registered nurse at the Ohio State University Wexner Medical Center and president of the Ohio State University Nurses Organization local of the Ohio Nurses Association. “I’m not going to give up on protecting my patients, even though it’s clear the federal government has basically given up on protecting us. More than 100 of my coworkers have tested positive for the coronavirus, and many of those positive tests were due to occupational exposure because of lack of PPE. This is inexcusable.”

Today’s petition was submitted by some of the nation’s largest labor unions — representing essential workers in healthcare, education, transportation and service sectors — including the AFL-CIO, Service Employees International Union, National Nurses United, American Federation of Teachers and Amalgamated Transit Union. The groups collectively represent more than 15 million workers in frontline industries that have suffered thousands of deaths and hundreds of thousands of illnesses from COVID-19.

“The Trump administration is AWOL on safety and refuses to help the front-line workers who are still in desperate need of more PPE,” said AFL-CIO President Richard Trumka. “It is unconscionable, it is costing lives and in this petition America's essential workers are demanding answers, and most of all, action.”

In March President Donald Trump issued a series of executive orders declaring a national emergency due to COVID-19 and delegating broad powers to Azar and Wolf under the Defense Production Act. The act is designed to ensure the provision of essential materials and goods during public health emergencies. The secretaries have failed to fully utilize their authority, leading to a shortage of PPE.

Labor Helps Obama Energy Secretary Push and Profit from 'Net Zero' Fossil Fuels

Progressive activists have called for a Green New Deal, a linking of the U.S. climate and labor movements to create an equitable and decarbonized economy and move away from fossil fuels to address the climate crisis. But major labor unions and President Barack Obama’s Energy Secretary have far different plans.

On the 50th anniversary of Earth Day, the AFL-CIO and the Energy Futures Initiative (EFI) — a nonprofit founded and run by former Obama Energy Secretary Ernest Moniz — launched the Labor Energy Partnership. Unlike those calling for a Green New Deal, though, this alliance supports increased fracking for oil and gas, as well as other controversial technologies that critics say prop up fossil fuels. It's also an agenda matching a number of the former Energy Secretary's personal financial investments.

One of those technologies which prop up fossil fuels is “clean coal,” or carbon capture and storage (CCS) at coal-fired power plants. CCS is a long-heralded technological fix that promises — but has failed to-date — to pump carbon dioxide emitted from coal plants into the ground at a meaningful commercial scale. In addition, the partnership touts the scaling up of nuclear energy, under the banner of an “all of the above” energy policy, and calls for creation of a “roadmap for implementing carbon dioxide removal,” a form of geoengineering, “at scale.”

Our Labor Energy Partnership will offer realistic pathways to accelerate the energy transition by meeting and then exceeding our Paris commitments while creating high quality jobs across all energy technologies,” Moniz said in a press release announcing the joint effort of the AFL-CIO and EFI.

Kezir served as CFO of the Energy Department under Moniz. Kenderine, formerly the energy counselor to Moniz and director of the Energy Department’s Office of Energy Policy and Systems Analysis, served as the Vice President of Washington Operations of the Gas Technology Institute from 2001 to 2007. The Gas Technology Institute is the central research and development nonprofit for the natural gas industry.

While working as the gas group’s political voice in Washington, Kenderine used it to act as the “principal architect” in creating an offshoot nonprofit called the Research Partnership to Secure Energy for America (RPSEA). She served as its first acting president.

RPSEA is a de facto public-private partnership, securing a provision for a 10-year, $1.5 billion federal funding stream for the natural gas industry and university researchers. This provision was buried within the Energy Policy Act of 2005 after intense lobbying by the Gas Technology Institute. That’s the same energy bill which also baked the “Halliburton Loophole” exemptions for the fracking industry into U.S. Environmental Protection Agency enforcement of the Safe Drinking Water Act and Clean Water Act.

After her time heading up RPSEA, Kenderine departed to join Moniz at the MIT Energy Initiative, an outfit funded by the oil and gas industry. At the MIT Energy Initiative, Moniz, Kenderdine, and Kezir co-wrote the influential 2010 report “The Future of Natural Gas.” This report was instrumental in giving a scholarly boost to the fracking boom and rampant production and consumption of fracked gas during the early years under the Obama administration. “The Future of Natural Gas” received funding from the American Clean Skies Foundation, an oil and gas industry front group founded in 2007 by fracking pioneer Aubrey McClendon, as well as from Hess Corporation, Exelon, and the Gas Technology Institute.

EJM, for its part, has partnerships with entities tied to the fossil fuel industry. Those include McLarty Associates and the corporate law firm Dentons.

The International Brotherhood of Electrical Workers (IBEW), an affiliated union of the AFL-CIO, also is participating in the Labor Energy Partnership. IBEW gave a nod to natural gas fracking and nuclear energy in a separate press release announcing the partnership.

As the vice-chair of the AFL-CIO’s Energy Committee, I’m thrilled to be a part of this new effort to find solutions to one of the greatest challenges of our time,” said IBEW President Lonnie R. Stephenson in the release. “At the IBEW, we represent tens of thousands of members who depend on low-carbon natural gas and zero-carbon nuclear energy, and Secretary Moniz understands that climate solutions that don’t take into account the jobs and communities that depend on those fuel sources are unrealistic and shortsighted.”

The Labor Energy Partnership says in a press release that it is guided by four core principles. One of those principles is “an ‘all-of-the above’ energy source strategy” that's flexible and “addresses the crisis of stranded workers.” Another key tenet is “the preservation of existing jobs, wherever possible, and the creation of new ones that are equal to or better than those that are displaced.”

Climate Activists Can’t Afford to Ignore Labor. A Shuttered Refinery in Philly Shows Why

In the early morning hours of June 21, 2019, a catastrophic explosion tore through the Philadelphia Energy Solutions (PES) oil refinery in the southwest section of Philadelphia. The training and quick thinking of refinery workers, members of United Steelworkers Local 10-1, averted certain disaster and saved millions of lives. One month later, on July 21, PES declared bankruptcy—their second in as many years—and began to close down the refinery in the following months, laying off almost 2,000 people with no meaningful severance. According to workers who spoke with In These Times, the refinery stopped running crude oil in early August, although there are fewer than 100 workers who were kept on as caretakers for the waste water and steam generating units.

The fire on June 21 and the mass layoffs that followed impacted more than just the physical site of the refinery and the workers who made it run. It also ignited a debate throughout the city about what would become of the refinery site, which has been in operation for more than 150 years. On the one hand, the explosion underscored the dangers the refinery posed to the community immediately surrounding it, and the city as a whole. On the other, the subsequent closure of the refinery meant that workers were suddenly out of work, with no plan from PES or city officials of how to put them back to work.

This debate, while focused on Philadelphia, reflects much larger questions roiling supporters of a Green New Deal: how to ensure a just transition for fossil fuel workers who lose their jobs, and how to build bonds between unions looking out for their members, and climate organizers trying to stop fossil fuel extraction. Interviews with community organizers trying to curb the refinery’s toxic pollution, and workers laid off from the refinery, indicate that the answers are not easy, but require listening to workers, many of whom are already thinking about climate change—and forced, right now, to deal with the hardships of losing their jobs. In the words of Jim, a former worker who requested only his first name be used due to fear of retaliation, “Fossil fuels need to be phased out aggressively. That being said, I’m in the industry. You can’t just allow the people in that industry to become like the coal miners, just floundering.”
