Rebuilding our Economy for All: BC Federation of Labour Submission to the Economic Recovery Taskforce

The economic shutdown resulting from this pandemic is historically unprecedented. Never before have we collectively decided to close entire sectors of our economy, and dramatically curtail others in service of a greater good – our collective health. BC has weathered both this pandemic and the ensuing lockdown in large part because of the sacrifices and courage of working people. They have continued to do the important work of treating the sick, providing vital public services, and ensuring we can continue to have the necessities of life. COVID-19 has revealed that essential portions of BC’s economy depend on frontline workers.

But as public respect for the value of their work has grown, so has our recognition of the many gaps this pandemic has exposed. For example, we better understand the paramount importance of workplace safety and standards, the need for robust public services and social supports, and our collective responsibility to address the continued marginalization of vulnerable populations.

We have the chance as our economy emerges from hibernation to address those gaps, and to do much more. The choices we make in the coming weeks and months can help us build an economy – and a province – equipped to address climate change while prospering along the way. Our choices must acknowledge and genuinely embrace reconciliation with Indigenous peoples and communities. Our choices must secure opportunities and equity in every community of this province.

There will always be voices who suggest we move in the opposite direction: that the public sector should retreat from the economy and the community; that working people who were this province’s lifeline revert back to less protections, poorer working conditions and lower wages; that vulnerable populations remain vulnerable; that we should abandon years of progress toward reconciliation. They will argue that all of this will make business more competitive and generate jobs.

But even in an unprecedented situation, we can learn from history. And history tells us again and again – from the Great Depression through countless recessions and downturns – that ’austerity‘ only serves to freeze out working people and the most vulnerable, enriching a handful of already-wealthy people while hollowing our communities and leaving most of us to fend for ourselves. Austerity, in fact, is why we have many of the gaps this pandemic has so glaringly exposed in the first place. We also know that this pandemic will not impact people or communities equally, and thus our response must work to decrease these inequities, rather than exacerbate them. We can’t cut and slash our way back to where we were before – let alone to a better, fairer, more sustainable and more prosperous future.

Take the Plant Save the Planet (pamphlet)

On November 26, 2018, General Motors announced a number of plant closures in North America, the largest of which was in Oshawa, Ontario. The Oshawa facility, once the largest auto complex on the continent, was to end all its assembly operations by the end of 2019.

The issue is not simply a matter of bringing the environmental movement and the labour movement together; each must be transformed if the sum is to be more than the currently limited parts. The environmental movement must raise itself to a new level by concretely engaging the working class and the labour movement must escape what for it has become an existential crisis. The threats and opportunities of the environmental crisis offer a chance for labour revival, but only if this incorporates a renewed approach to organizing, struggle, radical politics, and the maximization of informed membership participation.

Winding Down BC's Fossil Fuel Industries: Planning for Climate Justice in a Zero-Carbon Economy

IMAGINE IT’S 2025 AND BECAUSE OF THE ESCALATING CLIMATE CRISIS, governments in Asia have declared ambitious new climate action plans, including the elimination of metallurgical coal for steel manufacturing within five years, to be replaced by state-of-the-art hydrogen-powered furnaces; and an aggressive transition off of natural gas and toward renewables within a dec-ade. After a short period of time, BC’s fossil fuel exports dry up, workers are laid off and local communities get hit with declines in both public- and private-sector jobs due to falling incomes.

It is this type of scenario that needs to inform planning for BC’s fossil fuel industries (coal, oil and gas). This report’s framework for a managed wind-down aspires to thoughtfully and strategic-ally phase out the extraction and production of fossil fuels in BC, most of which are exported and burned elsewhere.

The BC government’s continued interest in expanding production and export of its fossil fuels suggests little willingness to contemplate a managed wind-down so long as there are external buyers for BC resources. However, there is a risk that market conditions could change abruptly as other jurisdictions implement more aggressive climate policies and importers cut their con-sumption of fossil fuels. Fully phasing out BC’s fossil fuel industries over the next 20 to 30 years may be — for now at least — politically unthinkable. Nonetheless, this report aims to start a necessary conversation in BC. The managed wind-down framework is built on four pillars:

  1. Establish carbon budgets and fossil fuel production limits;
  2. Invest in the domestic transition from fossil fuels and develop a green industrial strategy;
  3. Ensure a just transition for workers and communities;
  4. Reform the royalty regime for fossil fuel extraction.

More than half of BC’s gas production is exported to Alberta for oil sands processing, with additional exports to the United States. Only 9 per cent of production is consumed within BC. Virtually all of the province’s coal is exported, with little domestic consumption. The bulk of production is higher-quality metallurgical coal used in steelmaking as opposed to thermal coal used to generate electricity.

Fighting the wrong battles: how obsession with military power diverts resources from the climate crisis

The first duty of government, it is often said, is to provide for the security of its people. But what is security? For whom, and from what? UK governments typically view security through a military lens; but the real threats affecting the security of people in the UK and worldwide, most urgently the climate crisis, are not susceptible to military force, and indeed military interventions by the UK and its allies this century have had an overwhelmingly disastrous impact on peace and security.

The central role of the military in the government’s understanding of security is reflected in budgetary allocations. There is thus a widespread consensus on maintaining military spending at a minimum of 2% of GDP, the NATO target, with many politicians calling for far higher levels. Meanwhile, the climate crisis, the most urgent threat to human security worldwide, receives far less funding.

Military security or sustainable security

This report argues for a shift of focus both in understanding of security and in resources away from military security and towards a concept of sustainable security that prioritises the security of people over that of states and addresses the underlying causes of conflict and insecurity. In particular, the climate crisis needs to be treated as the urgent, devastating and present threat to human security that it is, with resources allocated accordingly.

Arguments for higher military spending typically start from the premise that the world is an ever more dangerous place. While this contains an element of truth, such arguments are based on a narrow and fundamentally flawed understanding of security centred on military power. The conclusion that what is needed is greater military force from the west is fallacious. Indeed, it has often been the actions of the UK and its allies that have made the world more dangerous, as in Iraq.

Non-military security challenges are minimised or ignored. Climate change, for example, is barely mentioned in the Government’s most recent Strategic Defence and Security Review. When mentioned, they are often framed in terms of the impact on national security, and approached with ‘hard’ security responses, such as militarised borders to deal with mass migration. Meanwhile, ambitions for the UK to retain or regain status as a ‘great military power’, able to project military force around the world, are presented as essential requirements for security, on a par with ensuring the survival and sovereignty of the nation.

Fossil Futures: The Canada Pension Plan's Failure to Respect the 1.5-degree Celsius Limit

THE WORLD’S LARGEST PENSION FUNDS comprise over half of global investment capital. The Canada Pension Plan Investment Board (CPPIB) manages one of the country’s largest pools of investments, at $400 billion. How pension funds choose to invest has significant bearing on how we collectively address the climate emergency and the needed energy transition away from fossil fuels. In this report we ask: Is the CPPIB investing with the 1.5-degree Celsius limit on global average temperature rise in mind?

In April 2016, Canada was among 195 countries that signed the Paris Agreement, committing to “holding the increase in the global average temperature to well below 2 degrees Celsius above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5 degrees Celsius.”

Our major finding is that the CPPIB is not investing with the 1.5-degree limit in mind. Within its public equities portfolio, it has over $4 billion invested in the top 200 publicly traded fossil fuel reserve holders (oil, gas and coal). To stay within 1.5 degrees, these companies can extract only 71.4 billion tonnes of carbon dioxide, yet the companies the CPPIB is invested in have 281 billion tonnes in reserve, meaning they have almost four times the carbon reserves that can be sold and ultimately burned to stay within 1.5 degrees. Since reserves are factored into current company valuations, this means the CPPIB has invested billions of dollars in companies whose financial worth depends on overshooting their carbon budget.

This is a moral and ecological failure. It is also a financial risk. As energy generation shifts away from fossil fuels, investors who do not respond could be left with “stranded assets”—investments that are no longer profitable. In its 2019 Financial System Review, the Bank of Canada included climate risk in its analysis for the first time. Canadian fossil fuel companies and their investors are especially exposed to stranded asset risk since the majority of oil produced in Canada is high-cost, carbon-intensive bitumen from the oil sands. And yet, the CPPIB remains exposed to the biggest oil sands majors, with over $1.2 billion invested in Canadian Natural Resources Ltd., Suncor Energy Inc. and Cenovus. Canadian pension beneficiaries may therefore be particularly vulnerable to stranded assets and the financial risks they pose.

Alberta’s Coal Phase-out: A Just Transition?

This report explains that Alberta will have little coal-fired electricity left by the end of 2023, six years ahead of the federally mandated coal phaseout deadline of December 31, 2029. This relatively rapid transition away from coal power is the result of numerous decisions made since 2007 by various provincial and federal governments, a few arms-length agencies of the Alberta government, and several large publicly traded corporations that produce electricity for the Alberta market. Our report aims to evaluate Alberta’s electricity transition to date against principles and lessons gleaned from the just transition literature.

Following the introduction, the report proceeds as follows. In Section 2, we provide an overview of Alberta’s coal power industry, communities, and workforce. In Section 3, we delineate key principles and lessons from the just transition literature. In Section 4, we present case studies on the three companies affected by the Notley government’s accelerated coal phase-out (TransAlta, ATCO, and Capital Power). We examine the Notley government’s transition programs for coal workers in Section 5 and for coal communities in Section 6. Section 6 also includes a case study of Parkland County, which is the municipal district in Alberta perhaps most affected by the phase-out of coal-fired electricity. In Section 7, we provide an analytic discussion of our research results by evaluating the government’s transition programs against the key principles and lessons drawn from the just transition literature. In Section 8, we outline our conclusions based on the research results.

Tackling the Farm Crisis and the Climate Crisis

The farm crisis is real, as is the climate crisis. Left unchecked, the climate crisis will dramatically deepen the income crisis on Canada’s farms as farmers struggle to deal with continued warming, more intense storms, and increasingly unpredictable weather. It is clear that climate change represents a major challenge to agriculture, but it also represents an opportunity.

Farmers and policymakers are encouraged to recognize that we are facing an existential crisis, which means that all of our options must be on the table for consideration, even if they are uncomfortable to consider. If we commit to an open and honest conversation about the causes and effects of climate change and how they are intertwined with our agricultural sector, we also take the first steps towards a transition that will benefit us all.

Tackling the Farm Crisis and the Climate Crisis does not claim to have all the answers. Both the climate crisis and the farm crisis are so complex that no single report can provide all the answers. However, this report does have many answers — some of which could be implemented right away. Others provide a starting point to opening up the climate conversation in the agricultural sector. Options that will work for different geographic locations, soil types, or types of farms will be explored, but there is no one-size-fits-all solution.

How Seven Thousand Quebec Workers Went on Strike against Climate Change

With a crowd of 500,000, Montreal’s march for the climate was the largest in the world during the September 20-27 week of climate action. Yet it was also noteworthy for another reason.

Despite provincial labor laws preventing unions from striking over political issues, 11 locals representing 7,500 workers formally voted to go on strike for a day.

Organizing for the strike began in January with a handful of rank-and-file teachers who were also involved in grassroots ecological movements. François Geoffroy and Frédéric Legault had little experience with unions, but when they saw that the international network Earth Strike was calling for a climate strike on September 27, they decided to dedicate all their energy to organizing a real climate strike.

They linked up with the rank-and-file union network Lutte Commune (Common Struggle) to make connections with union activists on how to push forward.

The strategy they came up with was to get local membership meetings to pass a strike mandate. This mandate would be “conditional”: it would take effect only if a critical mass—at least 10 locals representing 5,000 workers—were participating. That way the locals would not strike alone and be vulnerable to repression and marginalization. It also ensured that locals could coordinate without having to use the formal structures of labor federations for communication and strategizing.

Coordination outside the formal structures was important because the unions that the organizers thought might strike belonged to various federations. They didn’t expect a majority of unions to go on strike in any single federation, and they expected the federations to be reluctant, if not hostile to the project.

It is a tragic irony that General Motors (GM) chose its hundredth anniversary in Oshawa to announce the December 2019 closure of its Oshawa assembly plant. This means the loss of over 15,000 jobs in Ontario: 2,200 GM assembly jobs, 300 salaried positions, 500 temporary contract positions, 1,000 inside and 1,000 outside supplier jobs, and a related 10,400 multiplier jobs. The closure of Oshawa’s assembly plant is estimated to decrease Ontario’s GDP by $4-billion per year until 2030, also reducing federal and provincial revenues by about $1-billion a year.1

Over the months following the November 26, 2018 plant closure announcement, GM and Unifor (formerly the Canadian Auto Workers’ union) negotiated the Oshawa Transformation Agreement (May 2019)2 that promises:

  • 300 stamping and parts assembly jobs and a $170-million investment.
  • Donating the 87-acre Mclaughlin Bay Reserve to the City of Oshawa.
  • A 55-acre test track for autonomous vehicles.

It has yet to be seen, whether GM will keep its promise. But even if they do, it will still mean losing over 13,000 jobs and a major hit to the economy.

This preliminary feasibility study offers an alternative. The Government of Canada can provide the leadership to acquire the GM Oshawa assembly plant and repurpose the production to building battery electric vehicles (BEVs). There is a strong business case for this alternative, based on a triple bottom line analysis that considers the economic, social and environmental benefits:

  • A public investment estimated at $1.4 to $1.9-billion to acquire and retool the Oshawa assembly plant for BEV production, and potentially manufacturing other products.
  • Manufacturing and selling an estimated 150,000 BEVs in the first five years of production, for total sales of $5.8-billion.
  • Estimated government procurement of one quarter of the BEVs produced in the first four years, representing about 23,000 vehicles with an estimated value of $900-million.
  • Reaching a breakeven point in year 4, and making a modest profit in year 5.
  • Creating over 13,000 jobs: up to 2,900 manufacturing-related (including 600 parts supplier jobs) and over 10,000 multiplier jobs.
  • Decreasing CO2 emissions by 400,000 metric tonnes by year 5.

Remaking Our Energy Future: Towards a Just Energy Transition (JET) in South Africa

A just transition (JT) is a highly complex topic, where the overall goal is to shift to systems that are better for people and the planet, and to do so in a fair and managed way that “leaves no one behind”. A JT is about justice in the context of fundamental changes within the economy and the society.

Both of these areas are extremely contested, consensus is hard to achieve, and people are generally resistant to change. A JT confronts “business as usual” and threatens powerful vested interests in certain economic sectors. In recent years, a vast amount of literature on the subject has been published, and in South Africa the conversation has picked up pace. The urgency of acting now is indisputable.

While a JT can apply to many sectors and industries, this publication focuses on energy. In addition to being a major contributor to climate change, environmental damage and impacts on human health, the energy sector (particularly Eskom), is facing significant challenges in South Africa. We fully acknowledge that energy is linked to other sectors such as transport, agriculture, water and land use, and that a just energy transition (JET) is a part of a wider JT. While the focus of this report is on one sector, we do so recognising that it is linked to other parts of a larger system in many ways.

Our approach was to look at what we can learn from international experience, to combine that with what has already been done in South Africa, and to make recommendations about how to move forward. This publication focuses on the shift from coal to renewable energy (RE), mainly for electricity generation. We are well aware that a movement away from fossil fuels (coal, oil and gas) is far more than just moving from coal to RE, but as discussed in Chapter 3, this particular transition is the obvious starting point in South Africa. The lessons and recommendations presented here can also be adapted to other fossil fuel sectors. While the focus of this study is on coal, a big picture perspective of the energy system is crucial. South Africa must adopt an integrated planning approach, for energy and other sectors.
