The IPCC’s Sixth Assessment Report: A Green-Syndicalist Analysis

Earlier this month, the United Nations Intergovernmental Panel on Climate Change (IPCC) released the first part of its Sixth Assessment Report (AR6) of ongoing global warming. This study of the “Physical Science Basis” of climate change concludes that the situation is very alarming. As such, the AR6 may be taken as “code red for humanity.” In less than 300 years, the carbon emitted to power industrial capitalism has intensified the greenhouse effect, causing Earth’s global temperature to rise on average by 1°C, or 1.8°F (A.1.3). Overall, the AR6’s authors project the impacts of five trajectories of climate change in what remains of the twenty-first century, from courses that limit warming to a 1.5-2°C (2.7-3.6°F) average increase, to paths promising a rise of 3-5°C (5.4-9°F)—or worse. While these latter scenarios would hasten the Sixth Mass Extinction and threaten humankind’s self-destruction through precipitous global ecological collapse, even in the less destructive cases of increases of 1.5-2°C, “[m]any changes due to past and future greenhouse gas emissions are irreversible for centuries to millennia, especially changes in the ocean, ice sheets and global sea level” (B.5). Indeed, global temperatures will rise this century in all scenarios under consideration, and limiting this increase to 1.5-2°C is only possible with “deep reductions in CO2 and other greenhouse gas emissions” now, and in the coming years (B.1)


Since publication of its first assessment report in 1990, the IPCC has borne witness to the ever-worsening problem of anthropogenic climate disruption, together with what amounts to humanity’s suicidal failure to address the factors threatening collective destruction. The AR6 reflects the latest and starkest findings from the field of climatology. Given that each successive report takes 6-8 years to produce, as Guardian environment correspondent Fiona Harvey adds soberly, the AR6 also constitutes “the last IPCC report to be published while we still have a chance of averting the worst ravages of climate breakdown.”

In this article, we will review the IPCC’s AR6 Summary for Policymakers (SPM). The SPM is a much-condensed version of the full report on the “Physical Science Basis” of global warming, which runs to nearly 4,000 pages. We encourage readers to read either or both reports for themselves. After considering the latest findings from climatology, we will conclude by considering possible remedies to the grave problems highlighted by the AR6 SPM. As summarized in the concept of green syndicalism, we will avow egalitarian and socially transformative approaches to radically reducing emissions, in the hopes of minimizing the grave risks posed by the climate crisis. Sustaining the Unsustainable: Why Renewable Energy Companies Are Not Climate Warriors

In the fight to address climate change, renewable energy companies are often assumed to be Jedi Knights. Valiantly struggling to save the planet, wind and solar interests are thought to be locked in mortal combat with large fossil fuel corporations that continue to mine, drill, and blast through the earth’s fragile ecosystems, dragging us all into a grim and sweaty dystopia.

In the United States and elsewhere, solar panels glitter on rooftops and in fields; turbines tower majestically over rural landscapes. The fact that, globally, the renewables sector continues to break records in terms of annual deployment levels is, for many, a source of considerable comfort. Acting like informational Xanax to ease widespread climate anxiety, news headlines reassure us that the costs of wind and solar power continue to fall, and therefore wind and solar is (or soon will be) “competitive” with energy from coal and gas. The transition to clean energy is, therefore, unstoppable.

By Any Means Necessary

Of course, wind and solar companies are not charities. They are, in a phrase, profit driven. They want to attract investment capital; they seek to build market share, and they all want to pay out dividends to shareholders. In this respect, renewable energy (and “clean tech”) companies are not fundamentally different from fossil fuel companies.

But so what? North-based environmental groups frequently point out that we have just a handful of years to start to make major reductions in emissions. Therefore, this is not a time, they insist, to split hairs or to make the perfect the enemy of the good. If electricity generation is the leading single source of CO2 pollution, then surely the more electrons generated by renewable sources of energy will mean fewer electrons being generated by fossil fuels. What more needs to be said?

But there are several reasons why, in their current role, renewable energy companies could be more part of the problem than they are part of the solution—which, if true, means a lot more has to be said. As we will see, they are beginning to squander their “social license” by being party to a “race to the bottom” dynamic that risks turning workers and many ordinary people against action on climate change. Equally serious, large wind and solar interests’ “me first” behavior is propping up a policy architecture that is sucking in large amounts of public money to make their private operations profitable.

They are sustaining a model of energy transition that has already shown itself to be incapable of meeting climate targets.[1] In so doing, these companies have not just gone over to the political dark side, they helped design it.

California Kids to Teachers' Pension Fund: Divest from Oil

The kids are mad as hell—and so are teachers who want their California teacher pension fund, CalSTRS, to join 1,000 other institutions collectively divesting $14.5 trillion from the fossil fuel industry that threatens climate catastrophe. The retirement fund divestment fight, led by retired teachers in Fossil Free CA and students from Youth vs Apocalypse and Earth Guardians, estimates CalSTRS' portfolio investments in fossil fuels at $16 billion, mostly in oil and gas delivery systems, but $6 billion in direct investments in oil behemoths, with $400 million in Exxon-Mobil, $350 million in Chevron, $250 million in BP and $108 million in Enbridge Inc. This is the same corporation sending attack dogs to maul water protectors protesting drilling at river crossings on indigenous land, where Enbridge's Line 3 pipeline will send sludgy tar sands through Minnesota. The estimated pollution from the pipeline is equivalent to 50 coal powered plants running for 50 years.

Fossil Free CA and other divestment advocates, including this author, warn that CalSTRS, the nation's second largest pension fund with a $310 billion dollar portfolio, just behind CalPERS' $444 billion in holdings, risks sticking its members, over 700-thousand active and retired California teachers, with stranded assets—unless the pension fund moves the money before it's too late, too late for the portfolio, too late for the planet.

CalSTRS's resistance to divestment from Big Oil comes at a financial cost to rank and file public school teachers. In 2019, the Corporate Knights, a Toronto-based research firm, published a study showing that had CalSTRS divested during the last decade the teacher retirement fund would have generated an additional $5.5 billion. Forbes reports that during that same decade, the energy sector of big fossil fuel companies, such as Exxon (ejected from the Dow in 2020), Chevron and BP, shrunk to the smallest investment sector in Standard and Poor's (S & P) index of the 500 largest US publicly traded companies. This year oil companies underperforming the index saw their credit ratings cut in half.

Where We Mine: Resource Politics in Latin America

As the drive to expand renewable energy capacity speeds up, there is a rush for lithium and other materials around the world. What will the expansion of rare earth mining in Latin America mean for the indigenous communities and workers who have historically borne the harms of extractivism? Thea Riofrancos, author of Resource Radicals (Duke University Press, 2020), explains how the energy transition in the Global North risks being anything but just without structural changes to supply chains and the governance of extractive industries.

Annabelle Dawson: Your work explores the politics of resource extraction in Latin America, from oil in Ecuador to lithium in Chile. How do you define resource politics or extractivism?

Thea Riofrancos: Resource politics refers to any social or political activity – whether conflict, collaboration, political economy or social mobilisation – that’s attributed to the extraction of resources, and in some cases to stop resource extraction. Scholarship tends to see resource politics as primarily related to elites like state officials and corporate actors. This is pivotal, for example, to the concept of the resource curse, which holds that dependency on resource rents leads to authoritarianism. However, this focus overlooks a range of resource politics such as social movements that oppose extractive projects or demand better regulation and indigenous rights.

Extractivism is a little thornier to define. My research has explored how in Latin America social movements, activists and even some bureaucrats in the case of Ecuador began to use this term to diagnose the problems that they associated with resource extraction. This happened in the context of the 2000 to 2014 commodity boom – a period of intense investment in resource sectors driven by the industrialisation of emerging economies like China – and the Left’s return to power across Latin America during the “Pink Tide”. Activists, left-wing intellectuals and some government officials began to see extractivism as an interlocking system of social and environmental harm, political repression, and corporate and foreign capital domination. So, the concept originates from political activity rather than scholarship [read more about extractivism in Latin America].

We tend to associate resource extraction with notoriously dirty commodities like coal, oil, and certain metals. How are green technologies implicated in all of this?

The transition to renewable energies is often thought of as switching one energy source for another: fossil fuels for renewables. That’s part of it, but this transition fits into a much bigger energy and socio-economic system. You can’t just swap energy sources without rebuilding the infrastructures and technologies required to harness, generate, and transmit that energy. All this has a large material footprint and requires materials such as lithium, cobalt, nickel and rare earth metals [read more about the central role and impact of these rare metals]. More traditional extractive sectors like copper are also very important for decarbonisation.

One very bad outcome would be if the harms related to fossil fuel capitalism were reproduced in new renewable energy systems, subjecting particular communities to the harms of resource extraction in the name of fighting climate change. We need a new energy system quickly – especially in the Global North given the historic emissions of the US and Europe. But in this rush, there’s a real risk of reproducing inequalities and environmental damage. This is especially so with some mining sectors where a boom in the raw materials for green technologies like wind turbines, electric vehicles and solar panels is predicted.

Holyrood must give more support to North Sea oil workers in order to deliver a just green transition, unions and politicians say

UNIONS and politicians have said that the support for North Sea oil and gas workers must be greater from the Scottish government if targets for a just transition and net-zero emissions are to be met.

Scotland’s transport and net zero secretary Michael Matheson announced multimillion-pound funding yesterday for projects to reduce emissions in the North Sea oil sector, with money being matched by the oil and gas industries.

Mr Matheson confirmed £16.5 million for seven energy schemes being led by the Net Zero Technology Centre.

The SNP MSP, unveiling the funding alongside business leaders, said that the government is wholly committed to a just transition to net zero, which ensures no-one is left behind.

Energy workers’ representatives have said that any move away from oil and gas cannot put existing staff out of pocket, pointing to suggestions of a training passport, adding that unions must be a part of this planning.

RMT general secretary Mick Lynch said: “This is a key part of the just transition mechanism for offshore oil and gas workers which is in danger of being neglected and we cannot allow that to happen.

For a Fair and Effective Industrial Climate Transition: Support measures for heavy industry in Belgium, the Netherlands and Germany

Europe’s industrial base needs to undergo a swift and persistent transformation towards carbon neutrality and circularity, but this transition must happen in a fair and socially just manner. In this working paper, we evaluate the support mechanisms for heavy industry which have been put in place over the past 20 years, comparing the state of play in the Netherlands, Germany and Belgium.

We also compare recent developments in the industrial policy frameworks of these countries, considering European as well as domestic policy levers. We conclude that policy frameworks have largely been ‘defensive’, have lacked foresight, and have had negative distributional effects. Recent shifts in policy have opened up avenues for progress, but the level of ambition remains insufficient and uneven. Major economic incentives and support measures should cohere with a just transition, at the (sub-)national as well as the EU level.

Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas

Texas is currently confronted by three major, intersecting crises: the COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which continues to take its toll on Texans through hurricanes, major flood events, wildfires, debilitating heat waves and the significant economic cost of these extreme weather events. These crises both expose and deepen existing inequalities, disproportionately impacting working families, women, Black, Indigenous and people of color (BIPOC) communities, immigrants, and the most vulnerable in our society.

A well-designed recovery from the COVID-19 global health pandemic, however, can simultaneously tackle these intersecting crises. We can put people to work in high-quality, family- and community-sustaining careers, and we can build the 21st century infrastructure we need to tackle the climate crisis and drastically reduce greenhouse gas emissions and pollution. Indeed, in order to avoid the worst impacts of the climate crisis, it is essential that our economic recovery focus on developing a climate-friendly economy. Moreover, there are significant jobs and economic development opportunities related to building a clean energy economy. One study shows that 25 million jobs will be created in the U.S. over the next three decades by electrifying our building and transportation sectors, manufacturing electric vehicles and other low-carbon products, installing solar, wind and other renewables, making our homes and buildings highly-efficient, massively expanding and improving public transit, and much more.

Conversely, a clean, low-carbon economy built with low-wage, low-quality jobs will only exacerbate our current crisis of inequality. The new clean energy economy can support good jobs with good benefits and a pipeline for historically disadvantaged communities to high-quality, paid on-the-job training programs that lead to career advancement. Currently, the vast majority of energy efficiency, solar and wind work is non-union, and the work can be low-wage and low-quality, even as the safety requirements of solar electrical systems, for example, necesitate well-trained, highly-skilled workers.

Shifting from Fossil Fuels to Renewables Would Add 8 Million Energy Sector Jobs Worldwide: Study

Critics of a shift to a post-carbon economy often claim that a fossil fuel phase-out would leave millions of people unemployed. And while millions of fossil fuel industry jobs would indeed be lost under a robust climate policy, a study published Friday shows that overall energy sector employment would actually increase by over 40% by 2050 due to gains in renewable energy jobs.

The study—conducted by the RFF-CMCC European Institute on Economics and the Environment in collaboration with researchers from the University of British Columbia and Chalmers University of Technology in Sweden and published in the journal One Earth—concludes that "jobs in the energy sector would grow from today's 18 million to 26 million" under a climate policy aimed at keeping global temperature rise this century well below 2°C above pre-industrial levels, and even the more ambitious target of 1.5°C.

"Over 12 million people work in the coal, oil, and natural gas industries today," the paper states. "However, to keep global warming well below 2°C, a target enshrined in the Paris Climate Agreement, all three fossil fuels need to dramatically decline and be replaced by low-carbon energy sources."

"Such a shift in energy systems would have wide-ranging implications beyond meeting the climate target," it continues. "While this is technically possible, whether it can be done fast enough is a political question. One major factor influencing political support for climate policies, particularly in fossil fuel producing countries, is the impact they have on fossil fuel jobs."
